【摘要】：隨著社會(huì)經(jīng)濟(jì)大發(fā)展，企業(yè)對(duì)于懂技術(shù)、高素質(zhì)的技能型人才的需求日益增加，中央和國(guó)務(wù)院多次在不同場(chǎng)合對(duì)高等職業(yè)教育的發(fā)展提出了要求。近年來(lái)，高職院校這一特殊的高等教育機(jī)構(gòu)得到了較大的發(fā)展，取得了長(zhǎng)足的進(jìn)步。然而，，要滿足日漸增長(zhǎng)的社會(huì)需求，高職院校在自身內(nèi)涵打造上仍任重而道遠(yuǎn)�？嗑殐�(nèi)功的一個(gè)重要方面就是要提高自身的績(jī)效管理水平。平衡記分卡是一種常用的績(jī)效管理工具，通過(guò)財(cái)務(wù)、顧客、內(nèi)部業(yè)務(wù)流程和學(xué)習(xí)成長(zhǎng)四個(gè)維度的內(nèi)容有效的改變了傳統(tǒng)只單一靠財(cái)務(wù)數(shù)據(jù)考核代替績(jī)效管理的方式，平衡計(jì)分卡在國(guó)內(nèi)外高校都得到了運(yùn)用并取得了較好的管理效果。但是由于對(duì)平衡計(jì)分卡這個(gè)工具使用熟練程度不夠、水平不高、內(nèi)部溝通不足以及高職院校對(duì)績(jī)效管理重視程度不夠，加上平衡計(jì)分卡實(shí)施成本高、指標(biāo)權(quán)重分配難問(wèn)題，平衡計(jì)分卡在國(guó)內(nèi)高職院校中并未得以推廣和運(yùn)用。 本文首先歸納、總結(jié)了國(guó)內(nèi)外研究現(xiàn)狀，以此提出研究主題，并分析了績(jī)效管理的內(nèi)涵、過(guò)程、原則、常用方法及其重要性；其次，以湖南HG高職學(xué)院為例，從績(jī)效管理的指導(dǎo)思想等六個(gè)方面總結(jié)了現(xiàn)行高職學(xué)院績(jī)效管理的現(xiàn)狀，并分析了績(jī)效管理實(shí)施中存在的問(wèn)題；再次，從學(xué)院發(fā)展戰(zhàn)略出發(fā)，從財(cái)務(wù)、學(xué)生、內(nèi)部流程、學(xué)習(xí)與成長(zhǎng)等四個(gè)維度分別構(gòu)建了湖南HG高職學(xué)院的學(xué)院、部門與個(gè)人平衡計(jì)分卡；最后，利用構(gòu)建的平衡計(jì)分卡、采用綜合評(píng)價(jià)法，對(duì)收集的數(shù)據(jù)進(jìn)行整理與分析，測(cè)評(píng)該院個(gè)人、部門與學(xué)院績(jī)效管理水平綜合得分，并對(duì)評(píng)價(jià)結(jié)果進(jìn)行分析，找出問(wèn)題及其原因，提出針對(duì)性的建議與對(duì)策。
[Abstract]:With the great development of society and economy, the demand of enterprises for skilled personnel with knowledge of technology and high quality is increasing day by day. In recent years, the Central Committee and the State Council have put forward requirements for the development of higher vocational education on different occasions. This special institution of higher education in higher vocational colleges has been greatly developed and has made great progress. However, to meet the increasing social needs, Higher vocational colleges still have a long way to go to build their own connotations. An important aspect of practicing their internal work is to improve their performance management level. Balanced Scorecard is a common performance management tool, through finance, customers, The contents of the four dimensions of internal business process and learning growth have effectively changed the traditional way of replacing performance management with financial data appraisal. The balanced scorecard has been used in colleges and universities both at home and abroad and has achieved good management results. However, due to the lack of proficiency in the use of the balanced scorecard, the level is not high. Lack of internal communication and insufficient attention to performance management in higher vocational colleges, coupled with the high implementation cost of balanced Scorecard, the difficult distribution of index weight, balanced Scorecard has not been popularized and applied in domestic higher vocational colleges. This paper first summarizes the current research situation at home and abroad, puts forward the research topic, and analyzes the connotation, process, principle, common methods and its importance of performance management. Secondly, taking Hunan HG Vocational College as an example, This paper summarizes the current situation of performance management in higher vocational colleges from six aspects, such as the guiding ideology of performance management, and analyzes the problems existing in the implementation of performance management. Thirdly, from the development strategy of the college, from the financial, student, internal process, The four dimensions of learning and growth are used to construct the balanced scorecard of Hunan HG Vocational College. Finally, the data collected are sorted and analyzed by using the constructed balanced Scorecard and the comprehensive evaluation method. The comprehensive scores of individual, department and college performance management level are evaluated, and the evaluation results are analyzed, the problems and their causes are found out, and suggestions and countermeasures are put forward.
