【摘要】:職業(yè)教育是指使受教育者獲得某種職業(yè)或生產勞動所需要的職業(yè)知識、技能和職業(yè)道德的教育。與普通教育和成人教育相比較,職業(yè)教育與經濟社會發(fā)展中的市場、工廠和崗位結合更為緊密,它要求受教育者掌握基本的文化知識外,側重于實踐技能和實際工作能力的培養(yǎng)和提高,教育形式除初等、中等、高等職業(yè)學歷教育外,還有初級、中級、高級職業(yè)培訓,教學方式主要采取“半工半讀、頂崗實習”等工學結合的方式。區(qū)域職業(yè)教育是指以行政管理體制為依托,在一個政治、經濟、文化、人口和環(huán)境相對獨立的區(qū)域內所舉辦的各級各類職業(yè)教育培訓機構的總和。區(qū)域職教有以下特點:一是區(qū)域職教是根據政治、經濟區(qū)域來劃分的;二是區(qū)域職教具有綜合性;三是經濟區(qū)域與行政區(qū)劃基本吻合,且是一個相對獨立的生產力系統(tǒng)。 縱觀全球,發(fā)達國家成功的經驗和大量國內外研究與實踐表明,職業(yè)教育是培養(yǎng)“產業(yè)工人”的搖籃,發(fā)達國家除在經濟總量上長期領先外,特別在人均GDP、經濟結構、經濟發(fā)展方式上強于我國,一言以蔽之:中國與發(fā)達國家的主要差距在“產業(yè)工人”。 文章對職業(yè)教育的發(fā)展沿革、國內外區(qū)域職業(yè)教育的發(fā)展模式和經驗進行了介紹,總結了荊州市區(qū)域職業(yè)教育發(fā)展取得的成績,一是荊州職教人堅守職教、獻身職教的精神十分可貴,二是辦學規(guī)模得到穩(wěn)定和不斷擴大,三是基礎能力建設明顯加強,四是辦學品牌逐步形成,五是民辦職業(yè)教育加快發(fā)展。并分析了存在的問題,一是“大荊州”沉淀下來的高中階段教育資源相對過剩,造成高中階段學校招生難,惡性競爭行為嚴重影響高中階段學校健康發(fā)展;二是職業(yè)院校辦學落后,社會認可度陷入低谷;三是職業(yè)院校投入不足,教育質量無法保證;四是職業(yè)教育與地方經濟與產業(yè)結合不夠,辦學后勁十分缺乏;五是職業(yè)院校辦學缺乏綜合統(tǒng)籌,管理十分不規(guī)范。 文章提出了推動荊州市區(qū)域職業(yè)教育科學發(fā)展的總體思路和具體舉措,認為區(qū)域職教是一項復雜的社會系統(tǒng)工程,涵蓋范圍廣,牽涉部門多。區(qū)域職教管理必須打破傳統(tǒng)的條塊分割、各自為政、重復建設、盲目投資的管理體制,要充分利用區(qū)域自然資源和經濟資源,盤活職教資源。要建立由政府牽頭,經濟部門以及教育、財政、組織人事、勞動、計劃、科技等部門參與的委員會管理體制。由區(qū)域職教管理委員會通過全面分析預測區(qū)域經濟總量的發(fā)展水平、產業(yè)結構調整幅度、勞動力總量與結構分布變化態(tài)勢等進行人才需求預測,包括對人才需求的總體規(guī)模與發(fā)展速度的預測和對人才需求行業(yè)分布的預測等。然后,根據預測結果制定區(qū)域職教發(fā)展規(guī)劃,從而建立與區(qū)域經濟發(fā)展相適應的有利于區(qū)域職教健康、有序、穩(wěn)步發(fā)展的管理體制和發(fā)展模式。 總平思路是:一是以實施3129工程為動力,加大區(qū)域職業(yè)教育政府統(tǒng)籌力度,大力整合職教資源,大力發(fā)展民辦職教,促進職業(yè)教育均衡發(fā)展。二是以行政的力量調控普通教育與職業(yè)教育規(guī)模;三是積極應對產業(yè)轉移,緊密結合區(qū)域產業(yè)特點,提高區(qū)域職校對區(qū)域經濟的適應性、匹配度、貢獻率,構建具有地方特色的職業(yè)教育體系,提高職業(yè)教育辦學活力;四是以創(chuàng)建國家級示范學校、省級示范學校為契機,切實加強學校硬件改善、軟件升級;五是依托荊州電視臺、荊州日報等知名新聞媒體,以政府的名譽舉辦“職教節(jié)”,通過政府和媒體的公信力打造職業(yè)教育的公信度;六是切實加強職業(yè)學校內涵建設與特色建設,努力提高區(qū)域職業(yè)教育發(fā)展水平和教育質量。在具體舉措上提出了要從整合資源、提升內涵、加強宣傳、規(guī)范管理、增強活力、加強領導等多方面下手,努力探索區(qū)域職業(yè)教育科學發(fā)展路徑,提升荊州區(qū)域職業(yè)教育科學發(fā)展水平和核心競爭力,推動區(qū)域職業(yè)教育事業(yè)的均衡發(fā)展、協(xié)調發(fā)展、健康發(fā)展、內涵發(fā)展、可持續(xù)發(fā)展。 通過實踐探索,研究取得了明顯的理論與實踐成效。一是職業(yè)教育科學發(fā)展觀念深入職業(yè)教育隊伍人心,二是職業(yè)教育資源得到有效整合,三是職業(yè)教育內涵建設得到加強,整體育人實力明顯增強,四是職業(yè)教育辦學行為明顯規(guī)范,五是職業(yè)教育的社會公信度明顯增強,六是職業(yè)教育服務地方經濟社會的職能得到越來越充分發(fā)揮,七是政府統(tǒng)籌發(fā)展職業(yè)教育的力度加大,職業(yè)教育投入政策得到較好落實,職業(yè)教育發(fā)展保障力增強。

The article on the history and development of occupation education, development model and experience of domestic and foreign regional occupation education are introduced and summarized the development of occupation education in Jingzhou region is achieved, a Jingzhou vocational education to vocational education, vocational education devotion spirit is very valuable, two is running stable and expanding the scale of three. Is the ability to significantly strengthen the construction, four is the brand gradually formed. The five is to accelerate the development of private occupation education. This paper puts forward the general idea and specific measures to promote the scientific development of education occupation area of Jingzhou City, regional vocational education is a complex social system engineering, covering a wide range of different departments. The regional vocational education management must break the traditional compartmentalization, lack of coordination, redundant construction, blind investment management system, to make full use of the resources of natural resources and regional economy, revitalize the vocational education resources.
