【摘要】：高等職業(yè)教育是專業(yè)技能型人才培養(yǎng)的重要基地，它為企業(yè)培養(yǎng)適應(yīng)其發(fā)展的人才，也推動著區(qū)域經(jīng)濟(jì)產(chǎn)業(yè)化的發(fā)展。近幾年來，我國民辦高職教育發(fā)展很快，辦學(xué)規(guī)模迅速擴(kuò)大，辦學(xué)水平不斷提高，辦學(xué)特色日趨明顯，已成為各地發(fā)展的重點和社會關(guān)注的焦點。而作為西部大開發(fā)的重要地域，四川民辦高職教育得到了前所未有的發(fā)展和跨躍。由于民辦高職教育自身的外部性特征加之市場失靈帶來的負(fù)面影響，使政府對民辦高職教育的管理行為成為不可缺少的行為。政府部門能不能為四川民辦高職院校發(fā)展提供較好的政策條件，能不能很好的發(fā)揮管理作用，實施什么樣的政府管理行為，提出什么樣的改革路線，都顯得十分重要。80年代以后，自四川省民辦高職教育發(fā)展以來，隨著中國開始實行計劃經(jīng)濟(jì)體制向市場經(jīng)濟(jì)體制的轉(zhuǎn)變，各級政府在高等教育發(fā)展中發(fā)揮了重要的政府職能。而隨著傳統(tǒng)的高等教育體制受到現(xiàn)代市場經(jīng)濟(jì)的挑戰(zhàn)和批判，，政府不得不根據(jù)實際情況來轉(zhuǎn)變其職能。 該論文通過研究和分析四川政府在民辦高職教育發(fā)展過程中的政府職能轉(zhuǎn)變及政府行為，肯定了政府對民辦高職院校管理的必要性和重要性。在剖析政府行為環(huán)境的基礎(chǔ)上揭示四川民辦高職教育中政府職能轉(zhuǎn)變所遇到的動力和阻力，通過對我國其他省市政府在民辦高職教育發(fā)展中的政府職能運用的經(jīng)驗，從中分析出有利于改進(jìn)四川民辦高職教育的政府管理行為。參考其他政府在高職教育中的經(jīng)驗教訓(xùn)，結(jié)合四川的實際情況及民辦高職教育的具體發(fā)展?fàn)顩r，提出完善法規(guī)、建立合理監(jiān)管體系以及轉(zhuǎn)變政府職能的一些意見和建議。
[Abstract]:Higher vocational education is an important base for the cultivation of professional and technical talents. It also promotes the development of regional economic industrialization for enterprises to train talents who adapt to its development. In recent years, private higher vocational education in our country has developed rapidly. The scale of running a school has expanded rapidly, the level of running a school has been improved, and the characteristics of running a school have become increasingly obvious, which has become the focal point of development and the focus of attention of the society. As an important region in the development of the western region, The private higher vocational education in Sichuan has been developed and leapfrogged. Due to the externality of the private higher vocational education and the negative influence of the market failure, Make the management behavior of the government to the private higher vocational education become an indispensable behavior. Can the government department provide better policy conditions for the development of the private higher vocational colleges in Sichuan, and can it play a good role in the management? What kind of government management behavior is implemented and what kind of reform route is put forward is very important after 1980s. Since the development of private vocational education in Sichuan Province, as China began to implement the planned economy system to the market economy system, Governments at all levels have played an important role in the development of higher education, but with the challenge and criticism of the traditional higher education system by the modern market economy, the government has to change its functions according to the actual situation. This paper studies and analyzes the transformation of government function and government behavior in the development of private higher vocational education in Sichuan Province. This paper affirms the necessity and importance of the government's management of the private higher vocational colleges. On the basis of analyzing the environment of the government's behavior, it reveals the motive force and resistance of the transformation of the government's functions in the private higher vocational education in Sichuan. Based on the experience of other provincial and municipal governments in the application of government functions in the development of private higher vocational education in China, this paper analyzes the government management behaviors that are conducive to improving the private higher vocational education in Sichuan Province, and makes reference to the experience and lessons of other governments in higher vocational education. Combined with the actual situation of Sichuan and the specific development of private higher vocational education, the author puts forward some opinions and suggestions on perfecting the laws and regulations, establishing a reasonable supervision system and transforming the functions of the government.
