技工院校發(fā)展狀況及其政策環(huán)境的調查分析

【摘要】:職業(yè)教育在我國創(chuàng)新發(fā)展戰(zhàn)略中處于重要地位,黨中央、國務院高度重視高技能人才發(fā)展,并實施了一系列政策予以支持。但是,現(xiàn)實中,"職業(yè)教育在教育體系中處于弱勢地位,技工院校發(fā)展屬于弱勢的弱勢"的觀點頗為盛行。對此,我們對158家技工院校校長進行了問卷調查,試圖更準確判斷我國技工院校的發(fā)展現(xiàn)狀,評價職業(yè)教育相關政策及其問題。調查結果顯示:當前技工院校乃至職業(yè)教育面臨著社會認可度低、招生困難和經(jīng)費短缺三大問題,究其原因在于當前社會對于職業(yè)教育發(fā)展的定位不清、職業(yè)教育行政管理缺乏統(tǒng)籌、治理能力低。為此,我們建議:進一步明確職業(yè)教育定位;加強行政管理統(tǒng)籌;加強職業(yè)教育體制機制改革;以PPP模式為突破口,大力推進職業(yè)教育的多元化辦學。
[Abstract]:Vocational education plays an important role in China's innovative development strategy. The Party Central Committee and the State Council attach great importance to the development of highly skilled personnel and have implemented a series of policies to support it. In reality, the view that vocational education is in a weak position in the educational system and the development of technical colleges is in a weak position is quite popular. In view of this, we conducted a questionnaire survey on the presidents of 158 technical colleges and universities. This paper attempts to judge more accurately the development situation of technical colleges and universities in China, and to evaluate the relevant policies and problems of vocational education. The results of the investigation show that at present, technical colleges and even vocational education are faced with three major problems: low social recognition, difficulty in recruiting students and shortage of funds. The reason is that the position of vocational education is not clear, the administrative management of vocational education is lack of overall planning, and the ability of governance is low. Therefore, we suggest: to further clarify the position of vocational education; to strengthen the overall planning of administration and management; Strengthening the reform of vocational education system and mechanism, taking the PPP model as the breakthrough point, vigorously promoting the diversified running of vocational education.
