呼和浩特市民辦幼兒園的現(xiàn)狀分析與可持續(xù)發(fā)展對(duì)策研究

【摘要】: 改革開放以來,隨著社會(huì)經(jīng)濟(jì)和教育的發(fā)展,依靠社會(huì)力量興辦幼兒園,已顯現(xiàn)出迅猛發(fā)展的勢(shì)頭。在內(nèi)蒙古自治區(qū)首府呼和浩特市,民辦幼兒園正逐步成為全市幼兒教育事業(yè)的重要組成部份,其發(fā)展已取得一定成就,并發(fā)揮著很大的作用。但由于在民辦幼兒園發(fā)展過程中的外部環(huán)境和內(nèi)部管理方面存在著諸多問題,致使呼和浩特市民辦幼兒園的發(fā)展現(xiàn)狀喜中有憂,發(fā)人深思。本文旨在通過對(duì)呼和浩特市民辦幼兒園調(diào)查結(jié)果的分析,總結(jié)經(jīng)驗(yàn),以可持續(xù)發(fā)展理念為指導(dǎo),探求呼和浩特市民辦幼兒園可持續(xù)發(fā)展的對(duì)策,從而拋磚引玉,引起大家對(duì)民辦幼兒教育的關(guān)注,進(jìn)一步促進(jìn)呼和浩特市民辦幼兒園的健康發(fā)展。 本文的研究方法以定性研究為主,兼用定量研究。研究技術(shù)主要是問卷調(diào)查,輔以訪談并以相關(guān)文件法規(guī)為參照。 全文共分四個(gè)部分,內(nèi)容概括如下: 第一部分是引言,包括問題的提出、研究的目的意義及研究方法和過程。在對(duì)民辦幼兒園概念界定的基礎(chǔ)上,簡(jiǎn)要說明選題的原因以及本研究對(duì)構(gòu)建民辦幼兒教育的理論體系的理論和實(shí)踐意義,為決策部門提供可操作性依據(jù)。 第二部分通過對(duì)國(guó)內(nèi)外民辦幼兒園發(fā)展現(xiàn)狀及其管理策略的考察,了解國(guó)外民辦幼兒園的管理策略和我國(guó)民辦幼兒園的發(fā)展現(xiàn)狀,從而為下面呼和浩特市民辦園的現(xiàn)狀分析及對(duì)策研究提供背景材料。 第三部分對(duì)呼和浩特市民辦幼兒園的現(xiàn)狀進(jìn)行了分析。通過對(duì)呼和浩特市民辦幼兒園基本情況的調(diào)查,在對(duì)民辦園所發(fā)揮的作用及取得的成就給予肯定的同時(shí),指出政府部門在對(duì)民辦園的地位認(rèn)識(shí)、管理、政策資金扶持等宏觀方面存在的問題及民辦園內(nèi)部的管理體制、師資水平、保教質(zhì)量等微觀方面存在的諸多問題。 第四部分針對(duì)呼和浩特市民辦幼兒園存在的問題,站在可持續(xù)發(fā)展的角度,從優(yōu)化辦園外部環(huán)境,完善宏觀管理體制和強(qiáng)化內(nèi)部管理,提高辦園質(zhì)量水平入手,提出既要轉(zhuǎn)變觀念,加強(qiáng)立法,完善宏觀管理體制,做好對(duì)民辦園的督導(dǎo)評(píng)估工作;又要建立健全內(nèi)部管理體制,加強(qiáng)師資隊(duì)伍建設(shè),努力提高保教質(zhì)量等可持續(xù)發(fā)展的對(duì)策。
[Abstract]:Since the reform and opening up, with the development of social economy and education, the kindergarten has developed rapidly. In Hohhot, the capital of Inner Mongolia Autonomous region, private kindergartens are gradually becoming an important part of preschool education in the whole city. Its development has made some achievements and played a great role. However, there are many problems in the external environment and internal management in the development process of private kindergartens, which makes the development of private kindergartens in Hohhot City happy and worrying. The purpose of this paper is to analyze the investigation results of the private kindergartens in Hohhot, sum up the experience and seek the countermeasures of the sustainable development of the private kindergartens in Hohhot under the guidance of the concept of sustainable development. Draw attention to private preschool education and further promote the healthy development of private kindergartens in Hohhot. The research methods in this paper are qualitative research and quantitative research. The research technique is mainly questionnaire survey, supplemented by interview and reference to relevant documents and regulations. The thesis is divided into four parts: the first part is the introduction, including the questions raised, the purpose and significance of the research and the research methods and processes. On the basis of defining the concept of private kindergarten, this paper briefly explains the reason of selecting the topic and the theoretical and practical significance of this study for the construction of the theoretical system of private preschool education, and provides the operational basis for the decision-making department. The second part through the domestic and foreign private kindergarten development situation and management strategy inspection, understands the foreign private kindergarten management strategy and our country private kindergarten development present situation. So as to provide background materials for the following Hohhot private garden analysis and countermeasures. The third part analyzes the present situation of private kindergartens in Hohhot. Through the investigation of the basic situation of the private kindergartens in Hohhot, this paper, while affirming the role and achievements of the private kindergartens, points out that the government departments are recognizing and managing the status of the private kindergartens. There are many problems in macro aspects such as policy fund support, management system, teachers' level, quality of education and so on. The fourth part aims at the problems existing in the private kindergartens in Hohhot, from the perspective of sustainable development, from the point of view of optimizing the external environment, perfecting the macro management system and strengthening the internal management, improving the quality of the garden. It is necessary to change the concept, strengthen the legislation, perfect the macro management system, and do a good job in the supervision and evaluation of the private garden. It is also necessary to establish and improve the internal management system, strengthen the construction of the teaching staff, and strive to improve the quality of education and other sustainable development countermeasures.
