政府購買學(xué)前教育服務(wù)的動因與改革路徑研究

【摘要】:為緩解學(xué)前教育供需矛盾,更好地為人民群眾提供公益性和普惠性學(xué)前教育服務(wù),各地不斷創(chuàng)新學(xué)前教育服務(wù)供給方式,積極開展政府購買學(xué)前教育服務(wù)的實踐探索。但作為一種新的政策工作,政府購買學(xué)前教育服務(wù)還面臨不少實踐困難,只有深入分析政策實施的風險與困難,從法律保障、制度設(shè)計、責任主體等多維度提出改革路徑,才能真正提高政府購買學(xué)前教育服務(wù)供給的質(zhì)量與效益,促進學(xué)前教育事業(yè)健康和可持續(xù)發(fā)展。
[Abstract]:In order to alleviate the contradiction between supply and demand of preschool education and provide public welfare and inclusive pre-school education services to the masses, various localities have constantly innovated the modes of supply of pre-school education services, and actively carried out practical exploration on the purchase of pre-school education services by the government. However, as a new policy work, the government still faces many practical difficulties in purchasing pre-school education services. Only by deeply analyzing the risks and difficulties of policy implementation, the reform path is put forward from the aspects of legal protection, system design, responsibility subject and so on. Only by improving the quality and benefit of the supply of pre-school education service can the government promote the healthy and sustainable development of preschool education.
