美國學(xué)前教育質(zhì)量評(píng)級(jí)與提升系統(tǒng)的元評(píng)價(jià)研究述評(píng)

【摘要】:美國以州政府為主體實(shí)施的學(xué)前教育質(zhì)量評(píng)級(jí)與提升系統(tǒng)(QRIS)通過質(zhì)量評(píng)級(jí)、財(cái)政激勵(lì)和技術(shù)支持來提升各州學(xué)前教育質(zhì)量,并引導(dǎo)學(xué)前教育領(lǐng)域的市場選擇。在QRIS發(fā)展的二十余年中,各州持續(xù)開展元評(píng)價(jià)研究以檢驗(yàn)QRIS各項(xiàng)內(nèi)容實(shí)施的有效性。這些元評(píng)價(jià)研究關(guān)注質(zhì)量基本概念、質(zhì)量測量、評(píng)級(jí)結(jié)果以及學(xué)前機(jī)構(gòu)等級(jí)與兒童發(fā)展水平的關(guān)系,并反映出美國各州QRIS的具體實(shí)施情況及改進(jìn)措施。這些元評(píng)價(jià)研究在研究方法和研究結(jié)論方面也有一定的局限性。
[Abstract]:The quality rating and Promotion system of Preschool Education (QRIS), which is mainly implemented by the state government, promotes the quality of preschool education by quality rating, financial incentive and technical support, and guides the market choice in the field of preschool education. In the more than twenty years since the development of QRIS, the states have continued to carry out meta-evaluation studies to test the effectiveness of the implementation of the contents of QRIS. These meta-evaluation studies focus on the basic concepts of quality, quality measurement, rating results, and the relationship between pre-school institutional grades and children's development levels, and reflect the specific implementation and improvement measures of QRIS in the states of the United States. These meta-evaluation studies also have some limitations in research methods and conclusions.
