【摘要】：在澳大利亞的幼兒教育與保育發(fā)展過程中,為糾正服務(wù)供給不足、學(xué)費(fèi)交叉補(bǔ)貼和信息不對稱等市場失靈現(xiàn)象,政府使用了直接提供服務(wù)、管制和資助等方法進(jìn)行干預(yù)。政府干預(yù)為市場有效運(yùn)行提供了重要保障,但也出現(xiàn)了一定程度的政府失靈。政府失靈主要包括:管制存在重疊、質(zhì)量評價(jià)和等級評定系統(tǒng)不完善、家長面臨著較高的實(shí)際邊際稅率、資助對市場的正常運(yùn)行有不利影響等。澳大利亞政府對幼兒教育與保育的干預(yù)策略對我國的啟示主要有:對幼教機(jī)構(gòu)加強(qiáng)質(zhì)量管制、建立合理的政府資助機(jī)制及有效治理政府失靈等。
[Abstract]:In the development of early childhood education and care in Australia, in order to correct the market failures such as inadequate supply of services, cross-subsidization of tuition fees and asymmetric information, the government has used direct service provision, regulation and subsidy to intervene. Government intervention provides an important guarantee for the effective operation of the market, but there is also a certain degree of government failure. The government failure mainly includes: the regulation is overlapping, the quality evaluation and rating system is not perfect, the parents are faced with higher actual marginal tax rate, and the subsidy has a negative impact on the normal operation of the market, and so on. The Australian government's intervention strategies on early childhood education and care have some implications for our country, such as strengthening quality control of preschool education institutions, establishing reasonable government subsidy mechanism, and effectively managing government failure and so on.
