我國(guó)農(nóng)村地區(qū)兒童早期照料與教育的供給及選擇

【摘要】:兒童早期照料與教育是促進(jìn)兒童早期發(fā)展、保證教育公平的重要途徑。為了深入了解中國(guó)農(nóng)村地區(qū)兒童早期照料與教育的提供和利用情況,本研究基于1991—2011年中國(guó)健康和營(yíng)養(yǎng)調(diào)查(CHNS)數(shù)據(jù),首先運(yùn)用隨機(jī)效應(yīng)回歸模型和普通最小二乘法探討不同社區(qū)在提供兒童早期照料與教育服務(wù)方面存在的差異,然后采用多元邏輯特回歸模型探究農(nóng)村兒童看護(hù)類(lèi)型的選擇情況,最后運(yùn)用最小二乘法分析影響兒童被照料時(shí)間的主要因素,結(jié)果發(fā)現(xiàn)我國(guó)農(nóng)村兒童在獲得早期照料和教育上存在很大的差別;農(nóng)村幼兒園大多建在經(jīng)濟(jì)條件比較好、公共設(shè)施比較便利的地方,經(jīng)濟(jì)發(fā)展落后地區(qū)以及偏遠(yuǎn)地區(qū)幼兒園的可及性明顯影響這些地區(qū)兒童的入園率;家庭收入水平低的兒童在接受早期照料和教育服務(wù)方面劣于家庭條件好的兒童?梢(jiàn),當(dāng)前我國(guó)農(nóng)村兒童早期照料與教育發(fā)展不平衡,農(nóng)村地區(qū)尤其是貧困、偏遠(yuǎn)地區(qū)兒童入園率低的問(wèn)題亟待解決。作為公共服務(wù)提供者,政府應(yīng)更多向貧困地區(qū)的貧困家庭進(jìn)行政策傾斜,形成以財(cái)政投入為主的農(nóng)村貧困地區(qū)兒童早期照料與教育經(jīng)費(fèi)投入體制與機(jī)制。
[Abstract]:Early care and education is an important way to promote the early development of children and ensure the fairness of education. To better understand the availability and utilization of early childhood care and education in rural China, this study was based on data from the China Health and Nutrition Survey (CHNS) from 1991 to 2011. First, the random effect regression model and the ordinary least square method were used to explore the differences between different communities in providing early care and education services for children, and then the multiple logistic regression model was used to explore the choice of the type of care for children in rural areas. Finally, using the least square method to analyze the main factors that affect the time of children being cared for, the results show that there are great differences in the access of rural children to early care and education, and most of the rural kindergartens are built in good economic conditions. (a) where public facilities are more accessible, the accessibility of kindergartens in areas with backward economic development and in remote areas has a significant impact on the participation rate of children in these areas; Children with low household incomes are worse off in early care and educational services than children with good family conditions. It can be seen that the development of early care and education in rural areas is not balanced, especially in rural areas, especially in the poor, and the low rate of children in remote areas needs to be solved. As a public service provider, the government should pay more attention to the poor families in the poor areas, and form the system and mechanism of the children's early care and education funds in the poor rural areas.
