【摘要】：英國(guó)首相托尼布萊爾執(zhí)政期間（1997～2007)，英國(guó)政府先后出臺(tái)了多項(xiàng)針對(duì)學(xué)前教育改革的政策和法案，目的是為所有兒童提供高質(zhì)量的學(xué)前教育、兒童保育，給每個(gè)兒童的發(fā)展提供一個(gè)良好的開端，以此影響其一生發(fā)展，打破貧窮和失業(yè)代代相傳怪圈，初步實(shí)現(xiàn)建立一個(gè)平等公正的新型福利國(guó)家的目標(biāo)。其中兩個(gè)學(xué)前教育改革政策“確保開端”項(xiàng)目（Sure Start）、“最好開端”項(xiàng)目（Choice for parents，the best startfor children：a ten year strategy for childcare）極大的推動(dòng)了英國(guó)學(xué)前教育的發(fā)展。 “確保開端”項(xiàng)目由英國(guó)政府、英國(guó)財(cái)政部主導(dǎo)，1998年起最先在英格蘭地區(qū)實(shí)施的一項(xiàng)學(xué)前教育政策。目的是“盡可能給兒童一個(gè)最好的生命開端”，，主要是通過以下四個(gè)途徑來實(shí)現(xiàn)：兒童保育、早期教育、兒童健康、家庭支持，并注重于擴(kuò)大服務(wù)范圍和地區(qū)發(fā)展�！按_保開端”項(xiàng)目最初的服務(wù)對(duì)象是服務(wù)于未出生的胎兒到4歲大的兒童及其家庭，但是后來服務(wù)對(duì)象的年齡延長(zhǎng)到14歲的正常兒童、16歲的殘疾兒童。 英國(guó)政府總結(jié)自身及世界各國(guó)學(xué)前教育的經(jīng)驗(yàn)，發(fā)現(xiàn)成就與不足。為了適應(yīng)21世紀(jì)，在2004年提出了“最好開端”項(xiàng)目，Choice for Parents，the Best Start forChildren：A Ten Year Strategy for Childcare是該政策官方文件，2004年12月由英國(guó)財(cái)政部、教育與技能部和勞動(dòng)養(yǎng)老金部聯(lián)合發(fā)布。此項(xiàng)目有兩個(gè)目的，一是：確保每個(gè)英國(guó)兒童都能獲得最好的生命開端。二是：為家長(zhǎng)提供更多的機(jī)會(huì)來平衡工作和家庭生活之間的關(guān)系。 本文共分四章來對(duì)“確保開端”項(xiàng)目進(jìn)行研究： 第一章是“確保開端”項(xiàng)目出臺(tái)的背景，從英國(guó)現(xiàn)實(shí)社會(huì)條件和理論基礎(chǔ)兩方面分析了項(xiàng)目出臺(tái)的背景。 第二章是分兩個(gè)時(shí)期對(duì)“確保開端”項(xiàng)目的基本主張、出臺(tái)背景和具體內(nèi)容做詳細(xì)的闡述，兩個(gè)時(shí)期分別是“確保開端”項(xiàng)目（1998）、“最好開端”項(xiàng)目（2004）。 第三章是“確保開端”項(xiàng)目國(guó)家評(píng)估（NESS， National Evaluation of SureStart），闡述了NESS評(píng)估的方法、內(nèi)容。 第四章是“確保開端”項(xiàng)目的影響和特色分析。
[Abstract]:British Prime Minister Tony Blair was in power in 1997 and 2007. The British government has successively introduced a number of policies and bills aimed at the reform of pre-school education, with the aim of providing all children with high-quality pre-school education and child care. To provide a good beginning for the development of every child in order to influence his or her development throughout his life, break the cycle of poverty and unemployment from generation to generation, and initially achieve the goal of establishing a new welfare state of equality and justice. Two of the pre-school reform policies "ensure a start" project, the "best start" program Choice for parentsand the best startfor children:a ten year strategy for childcare), have greatly contributed to the development of pre-school education in the UK. The "ensure a start" programme, led by the British Government and the Treasury, was the first pre-school policy to be implemented in England since 1998. The aim is to "give children the best possible start in life", mainly through four ways: child care, early education, child health, family support, and focus on expanding the range of services and regional development. The "ensure start" program initially served unborn fetuses to 4-year-olds and their families, but later extended to 14-year-old normal children and 16-year-old disabled children. The British Government sums up its own experience and the experience of preschool education around the world, and finds achievements and shortcomings. In order to adapt to the 21st century, a "best start" project was proposed in 2004, Choice for parents / the Best Start forChildren:A Ten Year Strategy for Childcare is the official document of the policy, which was jointly released in December 2004 by the Treasury, the Department of Education and skills and the Department of Labour and Pensions. The project has two objectives: to ensure that every British child gets the best start in life. Second, provide more opportunities for parents to balance the relationship between work and family life. This paper is divided into four chapters to study the "ensuring a beginning" project: The first chapter is the background of "ensuring a beginning" project, from the UK social conditions and theoretical basis to analyze the background of the introduction of the project. The second chapter is divided into two periods to "ensure the beginning" project of the basic idea, the introduction of the background and specific content of the detailed elaboration, the two periods are "ensure the beginning" project 1998 / 98, "the best start" project 2004 / 4. The third chapter is the "ensure start" project country assessment, National Evaluation of launch, describes the method and content of NESS evaluation. The fourth chapter is the analysis of the impact and characteristics of the "ensuring a beginning" project.
