【摘要】:學(xué)前教育是我國(guó)教育層次的薄弱環(huán)節(jié),學(xué)前教育資源本來(lái)就不充足,"全面二孩"政策實(shí)施后,將會(huì)給學(xué)前教育帶來(lái)巨大的壓力和挑戰(zhàn)。早期教育市場(chǎng)化無(wú)法解決學(xué)前教育發(fā)展的問(wèn)題,從教育供給側(cè)的角度看,這些需求為學(xué)前教育的發(fā)展帶來(lái)前所未有的機(jī)遇。保證早期教育的質(zhì)量和實(shí)現(xiàn)早期教育的公平是政府的責(zé)任和義務(wù)。為保障"全面二孩"政策有效落實(shí),國(guó)家在幼兒撫養(yǎng)和學(xué)前教育方面應(yīng)高度重視,明確學(xué)前教育事業(yè)的發(fā)展目標(biāo)和方向,從國(guó)家層面對(duì)學(xué)前教育立法,并逐步完善各項(xiàng)政策法規(guī),完善學(xué)前教育管理體制,建立以政府為主體的學(xué)前教育財(cái)政分擔(dān)機(jī)制,構(gòu)建學(xué)前教育質(zhì)量評(píng)價(jià)體系,最終建立高質(zhì)量的公共教育服務(wù)體系,確保所有兒童都能接受有質(zhì)量保證的早期保育和教育。
[Abstract]:Preschool education is a weak link in the educational level of our country. The pre-school education resources are not sufficient. After the implementation of the "all-around two-child" policy, it will bring great pressure and challenge to pre-school education. The marketization of early education can not solve the problem of preschool education development. From the point of view of education supply side, these demands bring unprecedented opportunities for the development of preschool education. It is the responsibility and duty of the government to guarantee the quality of early education and to realize the fairness of early education. In order to ensure the effective implementation of the "comprehensive two-child" policy, the state should attach great importance to the upbringing of young children and preschool education, clarify the development objectives and direction of preschool education, and legislate on preschool education at the national level. And gradually perfect the policies and regulations, perfect the pre-school education management system, establish the financial sharing mechanism of preschool education with the government as the main body, construct the pre-school education quality evaluation system, and finally establish the high-quality public education service system. Ensure that all children have access to quality-assured early care and education.
