試論我國實行教育成本分擔與補償?shù)囊罁?jù)

【摘要】：正從教育經(jīng)濟學的角度而言,所謂教育成本,是指培養(yǎng)學生所耗費的社會勞動,包括物化勞動和活勞動。其貨幣表現(xiàn)為培養(yǎng)學生由社會和受教育者個人直接和間接支付的全部費用,即教育經(jīng)濟學中通常所說的教育的社會直接成本和社會間接成本、教育的個人直接成本和個人間接成本。而所謂教育成本分擔與補償則是隨著教育觀念的改進、人們投資教育的意愿增強、教育財政日益緊張而出現(xiàn)的。它指的是教育成本由誰支付、如何支付的問題,即教育成本如何在政府、企業(yè)、個人等社會各方面之間合理分擔并最終實現(xiàn)的問題。因此,從教育成本的分擔與補償?shù)慕嵌葋砜疾?教育成本則是指教育的社會直接成本,具體地講,它是指每年在教育上的投入量,其中包括“教師、圖書館人員及學校行政服務人員與維持學校建筑及設備的每年因素成本,以及建校貸款利息,貶值及折舊等每年因素成本”,在我國,它主要指教育事業(yè)費和教育基本建設投資。
