美國擇校政策的政治動力研究

【摘要】:本文以美國擇校政策的政治動力為研究對象,聚焦于回答“誰在推動美國擇校政策”這個問題;诿绹厥獾恼沃贫群驼挝幕,本文提出理論假設:在美國政治體制中受到憲法保護的,對擇校政策具有政治訴求的,在政策過程中代表資源、觀念、利益、權力的政策參與者是推動擇校政策發(fā)展的政治動力。根據研究問題、研究對象和研究假設的特性,作者借鑒保爾·薩巴蒂爾和漢克·簡金斯·史密斯的倡議聯盟理論,吸收賈內爾·斯考特等人分析擇校政策的倡議聯盟分析框架,綜合其它相關研究成果,提出本文的分析框架。 本文從兩個維度和四個方面來分析擇校政策的政治動力。第一個是非政府行為的維度。在這個維度中,作者考察資源、觀念和利益這三個層面力量的作用,即基金作為一種慈善事業(yè),如何通過資助擇校運動推動擇校政策,思想庫作為一種學術組織,如何通過影響擇校觀念推動擇校政策,倡議組織作為一種利益聯盟,如何通過爭取擇校權力來推動擇校政策。第二個是政府行為的維度。在這個維度中,作者考察政治家和政府如何在順應民意的基礎上,利用政治權力和政治資源在政府中推動擇校政策。本文認為,代表財富的基金會、代表學術的思想庫、代表草根的倡議組織、代表政府的政治家是推動擇校從理念變?yōu)楝F實這個歷史過程中最重要的四股政治動力。本文共分四章,每一章探討其中一種政治動力。 本文主要采用定量研究與定性研究相結合的方法。在定量研究方面,本文確定研究問題,提出研究假設,收集數據和信息,分析和解釋數據和信息;在定性研究方面,本文主要采用案例研究的方法,選取具有代表性的三個支持擇校政策的思想庫、三個支持擇校的倡議組織、實施擇校政策的一個城市和一個州,以及相關政治家作為案例分析的對象。最終,通過分析數據和描述案例,證明支持擇校政策的基金會、思想庫、倡議組織、政治家確實是推動擇校政策發(fā)展的重要力量。研究數據和信息主要來源于基金會中心、聯邦稅務局、聯邦統計局、思想庫、倡議組織的官方網站,ERIC數據庫中的學術論文和研究報告。
[Abstract]:This paper focuses on the political motivation of American school choice policy and answers the question "who is promoting American school choice policy". Based on the special political system and political culture of the United States, this paper puts forward theoretical assumptions: those protected by the Constitution in the political system of the United States, those who have a political appeal to the school choice policy, represent the resources, ideas, interests in the policy process. The policy participants of power are the political power to promote the development of school choice policy. According to the research questions, the characteristics of the research object and the research hypothesis, the author draws on Paul Sabatil and Hank Jenkins Smith's theory of initiative alliance, and absorbs the framework of the initiative alliance analysis of Janel Scott and others to analyze the school choice policy. Based on other related research results, the analytical framework of this paper is put forward. This paper analyzes the political power of school choice policy from two dimensions and four aspects. The first dimension of non-government behavior. In this dimension, the author examines the role of resources, ideas and interests, that is, how the fund, as a charity, promotes the school choice policy through funding the school selection movement, and the think tank as an academic organization. How to promote the school choice policy through the influence of the school choice concept, the initiative organization as a kind of interest alliance, how to promote the school choice policy by striving for the school choice power. The second is the dimension of government behavior. In this dimension, the author examines how politicians and governments, on the basis of responding to public opinion, use political power and resources to promote school selection policies in the government. This paper holds that the foundation representing wealth, the think-tank of academia, the grassroots advocacy organization, and the politicians representing the government are the four most important political forces in the historical process of promoting the idea of school selection into reality. This article is divided into four chapters, each chapter discusses one of the political dynamics. This paper mainly adopts the method of combining quantitative research with qualitative research. In the aspect of quantitative research, this paper identifies research problems, puts forward research hypotheses, collects data and information, analyzes and interprets data and information. In qualitative research, this paper mainly adopts the method of case study. Three representative think tanks supporting school policy, three advocacy organizations supporting school choice, a city and a state implementing school choice policy, and relevant politicians are selected as the object of case study. Finally, by analyzing the data and describing cases, it is proved that foundations, think tanks, advocacy organizations and politicians that support the school policy are really the important forces to promote the development of the school choice policy. Research data and information are mainly derived from academic papers and research reports in the Foundation Center, the Federal Revenue Office, the Federal Bureau of Statistics, think tanks, and the Initiative's official website, the Eric database.
