土左旗義務(wù)教育階段教育公平現(xiàn)狀及對(duì)策

【摘要】:教育公平問題有著悠久的歷史,早在2000多年前,孔子就提出“有教無類”的教育公平思想。20世紀(jì)60年代以來,教育公平問題成為國(guó)際教育改革領(lǐng)域的重要論題。教育公平是社會(huì)公平價(jià)值在教育領(lǐng)域的延伸和體現(xiàn),追求教育公平是人類社會(huì)古老的理念。在東西方教育史上,有很多學(xué)者對(duì)此做了思考及論述,并對(duì)當(dāng)今教育科學(xué)的發(fā)展有著至關(guān)重要的意義。當(dāng)前,我國(guó)社會(huì)的改革開放事業(yè)正在向縱深發(fā)展,并且取得了巨大的歷史性成就,充分顯示了社會(huì)主義制度的優(yōu)越性。然而,由于種種復(fù)雜的自然、歷史和社會(huì)原因,在整個(gè)社會(huì)蓬勃發(fā)展的同時(shí),人們也看到,社會(huì)收入差距以及由此產(chǎn)生的其他社會(huì)差距也日益顯現(xiàn)出來并有進(jìn)一步擴(kuò)大的趨勢(shì)。實(shí)現(xiàn)和擴(kuò)大教育公平,是縮小社會(huì)差別、促進(jìn)共同發(fā)展、構(gòu)建社會(huì)主義和諧社會(huì)的有效途徑。2006年9月1日起,我國(guó)開始在全國(guó)范圍實(shí)施免費(fèi)的義務(wù)教育制度,為有效促進(jìn)教育公平提供了制度性保障。然而,由于自然、歷史等原因,教育不公平問題依然十分嚴(yán)峻。 土左旗是我國(guó)西部地區(qū)的一個(gè)旗縣,近年來,在落實(shí)國(guó)家有關(guān)教育公平政策的同時(shí),結(jié)合本地實(shí)際,與時(shí)俱進(jìn),務(wù)求實(shí)效,在促進(jìn)義務(wù)教育階段教育公平方面取得了一定成績(jī)。截至“十一五”期末,全旗小學(xué)入學(xué)率為100%,升學(xué)率為100%,初中階段毛入學(xué)率為100%,鞏固率為98.9%,適齡兒童入學(xué)率和輟學(xué)率明顯下降。但是,土左旗在義務(wù)教育階段仍然存在諸多不公平問題,筆者試從學(xué)生接受教育的2個(gè)階段——教育起點(diǎn)、教育過程來研究土左旗義務(wù)教育階段存在的教育不公平問題。筆者從已有的教育公平理論研究成果出發(fā),借鑒其他學(xué)者、老師的研究成果,根據(jù)土左旗的實(shí)際,通過調(diào)查、訪談、、對(duì)比、統(tǒng)計(jì)歸納,將土左旗在義務(wù)教育階段的教育公平現(xiàn)狀及存在問題進(jìn)行了整理,針對(duì)存在問題找出原因,并大膽提出了自己的對(duì)策。 土左旗義務(wù)教育階段教育不公平問題的成因主要有觀念、體制、投入、學(xué)校布局、教育工作者素質(zhì)和不同階層的收入差距六大因素造成。因此,筆者從對(duì)教育公平的認(rèn)識(shí),加大農(nóng)村教育投入,提高師資整體水平,改革現(xiàn)行不合理評(píng)價(jià)機(jī)制、教育投入機(jī)制,到學(xué)校布局調(diào)整,縮小貧富差距、關(guān)注弱勢(shì)六個(gè)方面提出土左旗義務(wù)教育階段教育不公平的解決對(duì)策。試圖拋磚引玉,促進(jìn)土左旗義務(wù)教育階段教育公平。
[Abstract]:The issue of educational fairness has a long history. As early as 2000 years ago, Confucius put forward the idea of "education without education". Since the 1960s, the issue of educational fairness has become an important topic in the field of international education reform. Educational fairness is the extension and embodiment of social fair value in the field of education, and the pursuit of educational fairness is an ancient concept of human society. In the history of education in East and West, many scholars have thought and discussed it, which is of great significance to the development of educational science. At present, the cause of reform and opening to the outside world in our country is developing in depth, and has made great historical achievements, which fully shows the superiority of socialist system. However, due to various complicated natural, historical and social reasons, while the whole society is booming, people also see that the social income gap and other social disparities arising therefrom are increasingly emerging and have a trend of further expansion. The realization and expansion of education equity is an effective way to narrow social differences, promote common development and build a harmonious socialist society. From September 1, 2006, China began to implement the free compulsory education system nationwide. It provides institutional guarantee for promoting education equity effectively. However, due to natural, historical and other reasons, education inequality is still very serious. Tuzuo Banner is a flag county in the western region of China. In recent years, it has made some achievements in promoting the education fairness in the compulsory education stage while carrying out the national educational fair policy, combining with the local reality, keeping pace with the times and seeking practical results. By the end of the Eleventh Five-Year Plan, the primary school enrolment rate in the whole flag was 100, the transition rate was 100, the gross enrolment rate in junior middle school was 100, the consolidation rate was 98.9, and the school enrolment rate and drop-out rate of school-age children decreased significantly. However, there are still many unfair problems in the compulsory education stage of Tuzuo Banner. The author tries to study the educational unfairness in the compulsory education stage of Tuzuo Banner from the two stages of the students' receiving education-the starting point of education and the educational process. The author proceeds from the existing research results of educational fairness theory, draws lessons from the research results of other scholars and teachers, according to the actual situation of Tuzuo Banner, through investigation, interview, comparison, statistical induction, This paper collates the present situation and existing problems of Tuzuo Banner's education fairness in the stage of compulsory education, finds out the reasons for the existing problems, and boldly puts forward its own countermeasures. The main causes of the inequity in compulsory education in Tuzuo Banner are the following six factors: concept, system, investment, school layout, quality of educators and income gap of different classes. Therefore, the author from the understanding of education fairness, increase rural education investment, improve the overall level of teachers, reform the current unreasonable evaluation mechanism, education investment mechanism, to school layout adjustment, reduce the gap between rich and poor, Pay attention to the vulnerable six aspects and put forward the solution to the unfair education in the compulsory education stage of Tuzuo Banner. Try to throw a brick to attract jade, promote the education fairness of compulsory education stage of Tuzuo Banner.
