聊城市義務(wù)教育均衡發(fā)展推進(jìn)的調(diào)查研究

【摘要】:義務(wù)教育的不均衡發(fā)展始終伴隨著我國(guó)的教育發(fā)展,且問題越來越凸顯。義務(wù)教育的不均衡發(fā)展問題嚴(yán)重危害了作為政府公共產(chǎn)品的義務(wù)教育的公平性,也違背了我國(guó)義務(wù)教育要確保每一個(gè)兒童都能夠享有平等的受教育的權(quán)利和機(jī)會(huì)的宗旨。國(guó)家為此出臺(tái)了一系列促進(jìn)義務(wù)教育均衡發(fā)展的措施,取得了一定的成效,但不均衡現(xiàn)象依然存在,主要表現(xiàn)在地域之間、城鄉(xiāng)之間和校際之間。隨著社會(huì)的不斷發(fā)展,各地對(duì)于高質(zhì)量教育的旺盛需求與長(zhǎng)期供給不足的矛盾日益加劇,并逐漸演化成為全社會(huì)關(guān)注的教育熱點(diǎn)問題。而關(guān)于如何解決這一問題,幾乎所有的矛頭都指向了政府。政府作為基礎(chǔ)教育的辦學(xué)主體,在經(jīng)費(fèi)投入上處于主導(dǎo)地位,因此強(qiáng)化政府的義務(wù)教育責(zé)任,加大義務(wù)教育的投入力度是實(shí)現(xiàn)義務(wù)教育均衡發(fā)展的關(guān)鍵。 本文運(yùn)用文獻(xiàn)資料法、訪談法和問卷調(diào)查法為主要研究方法,以教育均衡理論、教育機(jī)會(huì)均等理論、教育公平理論及公共產(chǎn)品理論為基礎(chǔ),以聊城市義務(wù)教育均衡發(fā)展的現(xiàn)狀為切入點(diǎn),利用大量現(xiàn)有的數(shù)據(jù)資料,對(duì)聊城市促進(jìn)義務(wù)教育均衡發(fā)展的舉措進(jìn)行了呈現(xiàn),即“兩大治理”、“三大體系”、“1318計(jì)劃”。在對(duì)舉措分析的基礎(chǔ)上,得出了聊城市實(shí)施的義務(wù)教育均衡發(fā)展策略問題導(dǎo)致的結(jié)果,具體表現(xiàn)為硬件設(shè)施差異、師資力量差異、政府投入差異和教育質(zhì)量差異。 義務(wù)教育均衡發(fā)展能否實(shí)現(xiàn)的預(yù)期目標(biāo)取決于政府、學(xué)校和社會(huì)三方的共同努力。聊城市在促進(jìn)義務(wù)教育均衡發(fā)展上取得了一些成績(jī),但問題依然存在。因此,應(yīng)從政府、學(xué)校、社會(huì)三個(gè)方面著手,力圖通過強(qiáng)化政府的義務(wù)教育責(zé)任;完善配套設(shè)施,合理配置資源;整合社會(huì)力量,規(guī)范學(xué)校辦學(xué)等一系列舉措,更好地促進(jìn)義務(wù)教育的均衡化發(fā)展,希望能從根本上解決當(dāng)前我國(guó)義務(wù)教育均衡發(fā)展過程中所存在的問題,進(jìn)而促進(jìn)義務(wù)教育均衡而健康地發(fā)展。
[Abstract]:The unbalanced development of compulsory education has always been accompanied by the development of education in China, and the problem is becoming more and more prominent. The unbalanced development of compulsory education seriously endangers the fairness of compulsory education as a government public product. It also runs counter to the aim of ensuring that every child can enjoy equal rights and opportunities to receive education. For this reason, the state has issued a series of measures to promote the balanced development of compulsory education, and has achieved certain results. However, the imbalance still exists, mainly between regions, between urban and rural areas and between schools. With the continuous development of society, the contradiction between the strong demand for high-quality education and the long-term shortage of supply in various places is increasing day by day. And has gradually evolved into a hot educational issue of concern to the whole society. Almost all of the spearheads on how to solve this problem are directed at the government. As the main body of running a school in basic education, the government is in a leading position in the investment of funds. Therefore, it is the key to realize the balanced development of compulsory education to strengthen the government's responsibility of compulsory education and increase the input of compulsory education. This paper uses literature, interview and questionnaire as the main research methods, based on the theory of educational equilibrium, the theory of equal opportunities in education, the theory of educational fairness and the theory of public goods. Taking the current situation of the balanced development of compulsory education in Liaocheng as the starting point and using a large number of existing data, this paper presents the measures to promote the balanced development of compulsory education in Liaocheng. That is, "two big governance", "three major systems", "1318 plan". Based on the analysis of the measures, the results of the balanced development strategy of compulsory education implemented in Liaocheng City are obtained, which are manifested in the differences of hardware facilities and teachers' strength. Differences in government input and education quality. The expected goal of the balanced development of compulsory education depends on the joint efforts of the government, schools and society. Liaocheng has made some achievements in promoting the balanced development of compulsory education, but the problems still exist. School, society, try to strengthen the compulsory education responsibility of the government, improve supporting facilities, rationally allocate resources, integrate social forces, standardize schools, and a series of measures, It is hoped that the balanced development of compulsory education can solve the problems existing in the process of balanced development of compulsory education in our country, and then promote the balanced and healthy development of compulsory education.
