【摘要】：發(fā)展和扶持普惠性民辦園是2010年《國務(wù)院關(guān)于當(dāng)前發(fā)展學(xué)前教育的若干意見》中提出的政策思路。所謂普惠性民辦園是指受政府資助或委托提供學(xué)前教育服務(wù),不以營利為目的,面向大眾、辦園規(guī)范、收費(fèi)合理、有質(zhì)量保證的民辦幼兒園。 本研究通過政策文本分析,全面梳理了全國范圍內(nèi)各地出臺(tái)的省、市、區(qū)縣普惠性民辦園扶持辦法,發(fā)現(xiàn)目前的政策可以依據(jù)四個(gè)標(biāo)準(zhǔn)大體上劃分公告型與實(shí)干型、系統(tǒng)設(shè)計(jì)型與重點(diǎn)突破型、全面鋪開型與試點(diǎn)先行型、短期政策型與長效制度型。 在文本梳理的基礎(chǔ)上,本研究又采用案例調(diào)查的方法,對(duì)上海浦東、重慶江北、深圳福田普惠性民辦園的政策現(xiàn)狀進(jìn)行了梳理與分析。研究發(fā)現(xiàn)浦東新區(qū)在普惠性民辦園扶持政策上存在著三個(gè)特點(diǎn)：立足歷史與現(xiàn)實(shí)的系統(tǒng)設(shè)計(jì)、高位均衡的財(cái)政投入、創(chuàng)新的多方參與管理制度；重慶江北區(qū)則表現(xiàn)為：陽光普照的系統(tǒng)設(shè)計(jì)、結(jié)構(gòu)完善的教師政策、初見成效的扶持政策；深圳福田表現(xiàn)為結(jié)構(gòu)完善的扶持政策、試點(diǎn)先行的普惠性民辦園規(guī)模規(guī)劃及正中靶心的教師政策三個(gè)方面的政策特點(diǎn)。 在政策文本梳理與三個(gè)案例調(diào)查研究的基礎(chǔ)上,研究者提出了發(fā)展普惠性民辦園的四大建議：合理規(guī)劃布局、規(guī)范經(jīng)費(fèi)投入與監(jiān)管、穩(wěn)定教師隊(duì)伍、強(qiáng)化業(yè)務(wù)指導(dǎo)與提升保教質(zhì)量。只有對(duì)普惠性民辦園進(jìn)行系統(tǒng)的制度設(shè)計(jì),才能真正保證普惠性民辦園規(guī)范且有質(zhì)量的發(fā)展。
[Abstract]:The development and support of inclusive private gardens are the policy ideas put forward in the State Council's opinions on the current Development of Preschool Education in 2010. The so-called inclusive private gardens refer to the provision of pre-school education by government subsidy or entrustment. Services. Not for profit, open to the public, standard, reasonable fees, quality assurance of private kindergartens. Through the analysis of the policy text, this study comprehensively combed the provincial, municipal, district and county inclusive private garden support measures in all parts of the country. It is found that the present policy can be divided into four types according to four standards: announcement type and practical type, system design type and key breakthrough type, comprehensive spreading type and pilot first type, short-term policy type and long-effect system type. On the basis of combing the text, this study adopts the method of case investigation to Shanghai Pudong, Chongqing Jiangbei. The present situation of the policy of Shenzhen Futian inclusive private garden is analyzed. It is found that there are three characteristics in Pudong New area: system design based on history and reality. High balanced financial input, innovative multi-participation management system; The Jiangbei District of Chongqing shows as follows: the system design of sunshine, the teacher policy with perfect structure, the support policy with initial effect; Futian in Shenzhen is characterized by a well-structured support policy, a pilot pilot inclusive private garden scale planning and a targeted teacher policy. On the basis of combing the policy text and three case studies, the researcher puts forward four suggestions for developing inclusive private gardens: rational planning and layout, standardizing the investment and supervision of funds, and stabilizing the teaching staff. Only the systematic system design of the inclusive private garden can ensure the standard and quality development of the inclusive private garden.
