【摘要】：以共享知識為宗旨的開放教育資源(OER)建設,成為我國擴大教育開放的重要組成部分,開放的標準與協(xié)議既是開放教育資源建設與實施的基礎部分,也是開放教育資源廣泛傳播與應用的關鍵。在分析國內外教育資源使用開放標準與協(xié)議的現(xiàn)狀,指出當前建設開放標準與協(xié)議存在的主要問題和面臨的挑戰(zhàn)的基礎上,初步提出建設開放的標準與協(xié)議的有效舉措,即分層級建設開放標準與協(xié)議,細化資源內容性標準及內容分類,注重標準與協(xié)議的互操作性,提高開放化過程的管理,加強機構間合作與溝通,來推動我國開放教育資源下一個十年可持續(xù)性發(fā)展。
[Abstract]:The construction of open educational resources (OER) with the aim of sharing knowledge has become an important part of expanding the opening of education in our country. The open standards and agreements are not only the basic part of the construction and implementation of open educational resources, but also the basic part of open educational resources construction and implementation. It is also the key to the wide spread and application of open educational resources. On the basis of analyzing the present situation of open standards and agreements in the use of educational resources at home and abroad, pointing out the main problems and challenges in the construction of open standards and agreements at present, the effective measures to construct open standards and agreements are put forward. We should build open standards and protocols at different levels, refine resource-inclusive standards and content classification, pay attention to interoperability between standards and protocols, improve the management of the open process, and strengthen inter-agency cooperation and communication. To promote China's open education resources for the next decade sustainable development.
