【摘要】： 我國自古以來就有關(guān)于誠信的訓(xùn)誡，如“人無信不立，政無信不威”“人而無信，不知其可也”等。進(jìn)入21世紀(jì)的現(xiàn)代社會，誠信，作為做人的基本準(zhǔn)則，人之為人的重要品質(zhì)，已被歸為公民基本道德規(guī)范之一，被提到相當(dāng)重要的位置。誠信是建設(shè)社會主義和諧社會、完善社會主義市場經(jīng)濟的基本要求，是社會主義思想道德體系的基石。 高等教育自學(xué)考試制度秉承著“以考促學(xué)”“以考育人”的理念，繼承并發(fā)揚儒家“以學(xué)為主”的思想，形成了以自學(xué)為基礎(chǔ)，以國家考試為主導(dǎo)，，輔以社會助學(xué)的教育形式。但在改革開放與社會轉(zhuǎn)型時期，由于受諸多社會因素的影響，社會上存在著誠信失范現(xiàn)象，表現(xiàn)為欺詐蒙騙、偽劣商品、貸款不還、假文憑泛濫以及考試作弊等。這種誠信失范現(xiàn)象也不可避免的輻射到高等教育自學(xué)考試領(lǐng)域中，嚴(yán)重影響了自學(xué)考試的公正性和科學(xué)性�；诖�，本研究把高等教育自學(xué)考試中的誠信問題作為研究對象，從現(xiàn)實情況出發(fā)，循著高等教育自學(xué)考試誠信失范的具體表現(xiàn)與危害性，探討自學(xué)考試中誠信失范的深層原因，提出有效控制自學(xué)考試中誠信失范的基本思路，以建立健全自學(xué)考試制度，促進(jìn)自學(xué)考試健康有序的發(fā)展。 本文認(rèn)為，考生誠信失范的主要表現(xiàn)是考試作弊、背信違約與證件作假等；考試機構(gòu)誠信失范則主要表現(xiàn)為監(jiān)管不力、縱容包庇、助學(xué)不到位與知行不統(tǒng)一等。高等教育自學(xué)考試誠信問題直接影響教風(fēng)和學(xué)風(fēng)，直接關(guān)系到高等教育人才的培養(yǎng)質(zhì)量和高等教育和諧發(fā)展。如果不加以防范和控制，自學(xué)考試誠信失范將會帶來以下幾點危害：第一，加劇了社會信用危機；第二，破壞公平有序的競爭環(huán)境；第三，扭曲自學(xué)考試的教育本質(zhì)；第四，動搖自學(xué)考試事業(yè)發(fā)展的根基等。 本文認(rèn)為，自學(xué)考試誠信失范是社會大環(huán)境、高等教育體系與自學(xué)考試自身的不足共同作用與影響的結(jié)果。主要有市場經(jīng)濟帶來的消極影響、社會上誠信危機的蔓延、用人單位唯文憑傾向的誘導(dǎo)、考試中利益博弈的影響、自學(xué)考試的制度不健全、高等教育法制建設(shè)的滯后等。 因此，有效防范與控制自學(xué)考試中誠信失范問題可以遵循以下幾個途徑，包括營造全民誠信的氛圍、重塑人才理念，推進(jìn)制度創(chuàng)新、建立考試信用體系、完善自學(xué)考試制度，依法治考、加強自學(xué)考試工作人員職業(yè)道德建設(shè)等。
[Abstract]:Since ancient times, there have been admonitions on honesty in our country, such as "people have no faith, no government does not trust", "people have no faith, they do not know what they can do" and so on. In the modern society of the 21st century, honesty, as the basic principle of life, the important quality of human being, has been classified as one of the basic moral norms of citizens, and has been mentioned as a very important position. Honesty and credit is the basic requirement of building socialist harmonious society and perfecting socialist market economy and the cornerstone of socialist ideological and moral system. The higher education self-study examination system inherits the idea of "promoting study by examination" and "educating people by examination", inherits and develops the Confucian thought of "taking study as the main task", and forms an educational form based on self-study, guided by national examination and supplemented by social aid for study. However, in the period of reform and opening up and social transformation, due to the influence of many social factors, there is a phenomenon of honesty and trustworthiness in the society, such as fraud and deception, fake goods, non-payment of loans, the flood of fake diplomas and cheating in examinations, and so on. This phenomenon of honesty and credit also inevitably radiates into the field of higher education self-study examination, which seriously affects the fairness and scientific nature of self-study examination. Based on this, this study takes the honesty problem in the self-study examination of higher education as the object of study, proceeding from the realistic situation, following the concrete manifestation and harm of the honesty and credit of the self-study examination of higher education. This paper probes into the deep causes of the loss of honesty and credit in the self-study examination, and puts forward the basic idea of effectively controlling the honesty and credit loss in the self-study examination, so as to establish and perfect the self-study examination system and promote the healthy and orderly development of the self-study examination. This paper holds that the main manifestation of the examinee's honesty is cheating in the examination breach of trust breach of credit and false certificate etc. The failure of the examination organization is mainly manifested in the lack of supervision connivance and protection and the lack of cooperation between the student and the knowledge and practice and so on. The problem of honesty and credit in higher education self-study examination directly affects the style of teaching and study, and is directly related to the quality of higher education personnel training and the harmonious development of higher education. If it is not prevented and controlled, it will bring the following harm: first, it intensifies the social credit crisis; second, it destroys the fair and orderly competitive environment; third, it distorts the essence of self-study examination. Fourth, shake the foundation of self-study examination development. This paper holds that the dishonesty of self-study examination is the result of the social environment, the deficiency of the system of higher education and the self-study examination itself. There are mainly negative effects brought by market economy, spread of credit crisis in society, inducement of employer's tendency of only diploma, influence of benefit game in examination, imperfect system of self-study examination, lag of legal system construction of higher education, etc. Therefore, the following ways can be followed to effectively prevent and control the loss of honesty in the self-study examination, including building the atmosphere of the integrity of the whole people, reshaping the concept of talent, promoting the innovation of the system, establishing the credit system of the examination, and perfecting the system of self-study examination. Administration of examination according to law, strengthen self-study examination staff professional ethics construction and so on.
