【摘要】：長(zhǎng)期以來(lái)，我國(guó)高校、科研院所與企業(yè)之間的產(chǎn)學(xué)研合作存在合作關(guān)系不夠穩(wěn)定、有效合作模式相對(duì)單一、合作效率低、校企之間信息溝通不暢、缺少合作的規(guī)范性等問(wèn)題，致使高校科技成果產(chǎn)業(yè)化成功率極為低下，影響其迅速地轉(zhuǎn)化為生產(chǎn)力。 本文主要從高�？萍汲晒a(chǎn)業(yè)化的行為主體及產(chǎn)業(yè)化合作模式兩個(gè)對(duì)其有重要影響的因素著手開(kāi)展深入研究及探索。通過(guò)對(duì)高�？萍汲晒a(chǎn)業(yè)化過(guò)程中高校、政府、企業(yè)三個(gè)行為主體的分析研究，明確其各自存在的問(wèn)題，并提出解決的措施和方案。繼而對(duì)高�？萍汲晒a(chǎn)業(yè)化的傳統(tǒng)合作模式做了簡(jiǎn)要介紹，，結(jié)合多年實(shí)際工作的驗(yàn)證并理論提升，提出了高�？萍汲晒a(chǎn)業(yè)化的“市場(chǎng)化運(yùn)營(yíng)平臺(tái)”模式，即：政府、高校、部分骨干企業(yè)等聯(lián)合牽頭成立市場(chǎng)化運(yùn)營(yíng)的科技創(chuàng)新服務(wù)平臺(tái)（“高校”“某地”“某產(chǎn)業(yè)方向”研究院），繼而成立該平臺(tái)的市場(chǎng)化運(yùn)營(yíng)主體（經(jīng)濟(jì)實(shí)體、股份公司）及該市場(chǎng)化運(yùn)營(yíng)主體的專項(xiàng)控股或參股技術(shù)公司。該模式為高校科技成果產(chǎn)業(yè)化的合作模式探索出了一條新路。 通過(guò)對(duì)“市場(chǎng)化運(yùn)營(yíng)平臺(tái)”合作模式應(yīng)用實(shí)例的詳細(xì)實(shí)施過(guò)程及其效果進(jìn)行分析，良好的實(shí)際運(yùn)行效果證明了該理論的可執(zhí)行性。并闡述了在“市場(chǎng)化運(yùn)營(yíng)平臺(tái)”合作模式推廣運(yùn)行時(shí)，應(yīng)具備的前提條件和保障措施。 市場(chǎng)化運(yùn)營(yíng)平臺(tái)模式已經(jīng)初步經(jīng)過(guò)市場(chǎng)的檢驗(yàn)，能夠充分地整合了各方面的優(yōu)勢(shì)資源，可謂是集中力量辦大事。此模式比較適合應(yīng)用于城市轉(zhuǎn)型、產(chǎn)業(yè)化結(jié)構(gòu)調(diào)整、打造優(yōu)勢(shì)行業(yè)領(lǐng)域等。有利于提高高校科技成果產(chǎn)業(yè)化的效率、提升企業(yè)競(jìng)爭(zhēng)力、促進(jìn)科技創(chuàng)新和可持續(xù)發(fā)展、增加稅收等多方面形成良性循環(huán)。對(duì)于促進(jìn)我國(guó)高�？萍汲晒焖俎D(zhuǎn)化為生產(chǎn)力，推進(jìn)國(guó)民經(jīng)濟(jì)的發(fā)展及創(chuàng)新型國(guó)家的建設(shè)有一定的理論意義和現(xiàn)實(shí)參考、應(yīng)用價(jià)值。
[Abstract]:For a long time, the cooperation between universities, research institutes and enterprises in our country is not stable enough, the mode of effective cooperation is relatively single, the cooperation efficiency is low, the communication of information between universities and enterprises is not smooth, and the standardization of cooperation is lacking, and so on. As a result, the success rate of industrialization of scientific and technological achievements in colleges and universities is extremely low, which affects its rapid transformation into productive forces. This article mainly from the university science and technology achievement industrialization behavior main body and the industrialization cooperation mode two important factors which have the influence to it proceed to carry on the in-depth research and the exploration. Through the analysis and research of the three main actors in the industrialization process of the scientific and technological achievements of colleges and universities, the government and the enterprise, the existing problems are clarified, and the measures and schemes to solve the problems are put forward. Then it briefly introduces the traditional cooperative mode of the industrialization of scientific and technological achievements in colleges and universities, and puts forward the "market-oriented operation platform" mode of industrialization of scientific and technological achievements in colleges and universities, that is, the government, colleges and universities, etc. Some key enterprises, such as key enterprises, jointly led the establishment of a market-oriented operating scientific and technological innovation service platform ("University" somewhere "a certain industry direction" research institute), and then set up the market-oriented operating main body (economic entity) of the platform. Joint-stock company) and the main body of the market-oriented operation of the special holding or participation in the technology company. This model explores a new way for the cooperative mode of scientific and technological achievements industrialization in colleges and universities. Through the analysis of the detailed implementation process and the effect of the "market-oriented operation platform" cooperative mode application, it is proved that the theory is enforceable by the good practical operation effect. At the same time, the precondition and safeguard measures should be possessed when the market-oriented operation platform is popularized and operated. The market-oriented operation platform model has been tested by the market, can fully integrate the advantages of all aspects of resources, can be described as a concentration of efforts to do major events. This model is more suitable for urban transformation, industrial structure adjustment, building an advantageous field of industry and so on. It is beneficial to improve the efficiency of the industrialization of scientific and technological achievements of colleges and universities, to enhance the competitiveness of enterprises, to promote scientific and technological innovation and sustainable development, to increase tax revenue and other aspects to form a benign circle. It is of theoretical and practical significance and practical value for promoting the rapid transformation of scientific and technological achievements of colleges and universities into productive forces, promoting the development of national economy and building an innovative country.
