學(xué)生宿舍建設(shè)工程造價(jià)管理研究

【摘要】:我國(guó)十多年來(lái)的高等教育擴(kuò)招促使高校生源量逐年增加,學(xué)生宿舍供不應(yīng)求,大多數(shù)高校擴(kuò)建了原有學(xué)生宿舍或新建了現(xiàn)代化的學(xué)生宿舍。但這些新建的學(xué)生宿舍工程多數(shù)存在著因前期設(shè)計(jì)失妥導(dǎo)致變更或因管理不當(dāng)導(dǎo)致停工、返工等而造成了工程造價(jià)劇增甚至失控的情況。同時(shí),部分采用社會(huì)化投資興建的高校學(xué)生宿舍工程在實(shí)際運(yùn)營(yíng)過(guò)程中出現(xiàn)與學(xué)生宿舍公益性、教育性本質(zhì)相沖突的問(wèn)題,迫使高校必須盡快回購(gòu),而這部分學(xué)生宿舍回購(gòu)成本的合理估測(cè)卻成為一個(gè)暫時(shí)的難題。 目前國(guó)內(nèi)外對(duì)學(xué)生宿舍建設(shè)工程造價(jià)管理及成本分析方面尚缺乏研究,為有效管理新建學(xué)生宿舍工程造價(jià),為后續(xù)學(xué)生宿舍及類(lèi)似工程的建設(shè)提供投資決策和造價(jià)管理的參考依據(jù),并為國(guó)內(nèi)部分高校對(duì)社會(huì)化投資建設(shè)學(xué)生宿舍的回購(gòu)成本估測(cè)提供參照,對(duì)高校學(xué)生宿舍工程整個(gè)建設(shè)過(guò)程開(kāi)展系統(tǒng)全面的造價(jià)管理研究具有重要的理論和實(shí)際意義。 本文首先對(duì)國(guó)內(nèi)外關(guān)于工程造價(jià)及學(xué)生宿舍建設(shè)工程的研究現(xiàn)狀進(jìn)行了分析和總結(jié),簡(jiǎn)要闡述了價(jià)值工程、Partnering模式等在工程造價(jià)管理中的用法和研究現(xiàn)狀。其次,介紹并分析了造價(jià)管理相關(guān)理論及方法,借鑒相關(guān)造價(jià)管理的成熟理論,針對(duì)學(xué)生宿舍建設(shè)工程的特點(diǎn)及其建設(shè)各階段造價(jià)管理的不同特點(diǎn)和要求,從造價(jià)的合理確定和有效控制兩個(gè)具體方面對(duì)學(xué)生宿舍建設(shè)各階段工程造價(jià)的計(jì)算、估測(cè)和控制方法及管理措施進(jìn)行了全面系統(tǒng)的研究。第三,創(chuàng)新性地把Partnering模式引入學(xué)生宿舍建設(shè)工程造價(jià)管理中,,并在造價(jià)控制實(shí)踐中加以運(yùn)用,驗(yàn)證其在工程造價(jià)管理中的適用性和有效性。第四,采用某高校新建學(xué)生宿舍的工程實(shí)際資料作為案例,進(jìn)行實(shí)證分析,并與實(shí)際造價(jià)管理的效果進(jìn)行比較,驗(yàn)證了本文方法的科學(xué)性、合理性和先進(jìn)性。最后,在研究中,始終將學(xué)生宿舍建設(shè)工程造價(jià)管理與和諧校園建設(shè)理念相結(jié)合,提出并強(qiáng)調(diào)合理工程造價(jià)是需要考慮一定的環(huán)境、人文和社會(huì)等隱性成本前提下所追求的低成本和高效益,且給出了相關(guān)建議。
[Abstract]:The expansion of higher education in our country in the past ten years has promoted the increase of the number of students in colleges and universities year by year, and the supply of student dormitories has outstripped supply. Most colleges and universities have expanded their original student dormitories or built new modern student dormitories. However, most of these new student dormitory projects have the situation that the cost of the project increases sharply or even out of control because of the improper design in the early stage or the shutdown and rework caused by the improper management. At the same time, some of the students' dormitory project, which is constructed by socialized investment, conflicts with the nature of public welfare and education in the actual operation, which forces colleges and universities to buy back as soon as possible. However, the reasonable estimation of repurchase cost of this part of student dormitory has become a temporary problem. At present, there is a lack of research on the cost management and cost analysis of student dormitory construction project at home and abroad, in order to effectively manage the project cost of newly built student dormitory, It provides reference for investment decision and cost management for the subsequent construction of student dormitory and similar projects, and provides reference for some colleges and universities to estimate the repurchase cost of socialized investment and construction of student dormitory. It is of great theoretical and practical significance to carry out systematic and comprehensive research on cost management in the whole construction process of college student dormitory project. This paper firstly analyzes and summarizes the research status of project cost and student dormitory construction project at home and abroad, and briefly expounds the usage and research status of value engineering and Partnering model in project cost management. Secondly, this paper introduces and analyzes the relevant theories and methods of cost management, referring to the mature theory of cost management, aiming at the characteristics of the construction project of the student dormitory and the different characteristics and requirements of the cost management in each stage of the construction. From two aspects of reasonable cost determination and effective control, this paper makes a comprehensive and systematic study on the calculation, estimation and control methods and management measures of the construction cost of the students' dormitory. Thirdly, the Partnering model is innovatively introduced into the cost management of student dormitory construction project, and applied in the practice of cost control to verify its applicability and effectiveness in the project cost management. Fourthly, using the engineering data of a new student dormitory in a certain university as a case, this paper makes an empirical analysis, and compares with the effect of actual cost management, which verifies the scientific, reasonable and advanced nature of the method in this paper. Finally, in the research, we always combine the project cost management of student dormitory construction with the idea of harmonious campus construction, and put forward and emphasize that reasonable project cost should consider certain environment. The low cost and high benefit under the premise of the hidden cost such as humanities and society are pursued, and the relevant suggestions are given.
