新自由主義視域中高等教育質(zhì)量觀的轉(zhuǎn)變研究

【摘要】:高等教育的發(fā)展同其他事物一樣遵循著人類(lèi)歷史的發(fā)展規(guī)律,,總是在尋找著新的平衡以代替落后的、不符合時(shí)代發(fā)展的狀態(tài)。人們對(duì)高等教育質(zhì)量的認(rèn)識(shí)也不是一成不變的。從高等教育的發(fā)展軌跡來(lái)看,高等教育質(zhì)量觀經(jīng)歷了從精英階段到大眾化階段的轉(zhuǎn)變,即從質(zhì)量觀的一元化發(fā)展到多元化,越來(lái)越多除了政府之外的人或組織參與其中,與高等教育產(chǎn)生了千絲萬(wàn)縷的聯(lián)系。由此,高等教育不可避免地要遭受市場(chǎng)邏輯的沖擊。作為市場(chǎng)邏輯的典型代表——新自由主義理論,是研究高等教育質(zhì)量觀變革過(guò)程中不可逾越的一道屏障。在1990年以“華盛頓共識(shí)”的達(dá)成為標(biāo)志,新自由主義理論正式作為意識(shí)形態(tài)領(lǐng)域的一面旗幟進(jìn)軍高等教育領(lǐng)域。 以新自由主義為整個(gè)研究的理論支撐,以高等教育質(zhì)量觀的轉(zhuǎn)變?yōu)檠芯繉?duì)象,運(yùn)用文獻(xiàn)分析、歷史分析的方法,結(jié)合20世紀(jì)八十年代美國(guó)、英國(guó)、日本、印度四國(guó)高等教育質(zhì)量觀轉(zhuǎn)變的現(xiàn)實(shí),探索新自由主義視域中高等教育質(zhì)量觀轉(zhuǎn)變的影響因素,主要包括來(lái)自于理論自身價(jià)值追求的應(yīng)然性因素、來(lái)自國(guó)際環(huán)境的客觀必然性因素、來(lái)自高等教育活動(dòng)自身的實(shí)然性因素三方面,由此分析得出我國(guó)高等教育質(zhì)量觀的健康發(fā)展離不開(kāi)社會(huì)現(xiàn)實(shí)基礎(chǔ)上的必盡、應(yīng)盡和愿盡之責(zé)任。
[Abstract]:The development of higher education, like other things, follows the law of the development of human history, and is always looking for a new balance to replace the backward one, which does not conform to the state of development of the times. People's understanding of the quality of higher education is not inflexible. From the perspective of the development track of higher education, the quality view of higher education has experienced a transformation from the elite stage to the popular stage, that is, from the unified quality view to the diversification, more and more people or organizations outside the government participate in it. It is closely related to higher education. As a result, higher education will inevitably suffer the impact of market logic. As a typical representative of market logic, neoliberal theory is an insurmountable barrier in the process of studying the reform of higher education quality view. In 1990, neoliberal theory formally entered the field of higher education as a banner of ideology. Taking neoliberalism as the theoretical support of the whole research, taking the transformation of the quality view of higher education as the research object, using the methods of literature analysis and historical analysis, combining with the United States, Britain and Japan in the 1980s, This paper explores the influence factors of the change of higher education quality view in the neoliberal field of view, including the necessary factors from the pursuit of the theory's own value, and the reality of the transformation of the quality view of higher education in the four countries of India. The objective necessity factors from the international environment and the realistic factors from the activities of higher education itself are three aspects. From this analysis, it is concluded that the healthy development of the quality view of higher education in our country cannot be separated from the necessity of social reality.
