【摘要】：2011年4月胡錦濤總書(shū)記在慶祝清華大學(xué)建校100周年大會(huì)上明確提出“不斷提高質(zhì)量，是高等教育的生命線”,“堅(jiān)持走內(nèi)涵式發(fā)展道路，借鑒國(guó)際先進(jìn)理念和經(jīng)驗(yàn)，全面提高高等教育質(zhì)量，不斷為社會(huì)主義現(xiàn)代化建設(shè)提供強(qiáng)有力的人才保證和智力支撐�！蔽覈�(guó)民辦高校自改革開(kāi)放以后發(fā)展至今，已經(jīng)進(jìn)入了以質(zhì)量求生存謀發(fā)展的階段，只有高水平的教育教學(xué)質(zhì)量才能實(shí)現(xiàn)學(xué)校的辦學(xué)目的。如何建立一套科學(xué)、完備的高等學(xué)校內(nèi)部教學(xué)質(zhì)量管理體系,這是當(dāng)前民辦高校適應(yīng)高等教育發(fā)展趨勢(shì)、培育核心競(jìng)爭(zhēng)力的首要問(wèn)題。 本文以萬(wàn)杰醫(yī)學(xué)院質(zhì)量保證體系的構(gòu)建與測(cè)評(píng)為研究對(duì)象，旨在引用國(guó)際先進(jìn)的質(zhì)量管理理念（尤其是ISO9001：2000標(biāo)準(zhǔn)），借鑒其中的事前控制為主、持續(xù)改進(jìn)、全員參與等科學(xué)管理思路，結(jié)合民辦高等院校的現(xiàn)狀和發(fā)展前景，參考普通高校本科教學(xué)評(píng)估方案，構(gòu)建適合萬(wàn)杰醫(yī)學(xué)院的教學(xué)質(zhì)量保證體系與測(cè)評(píng)體系，，并進(jìn)行旨在提高民辦高校管理規(guī)范性和可操作性的管理模式探討。 在本文中，筆者利用文獻(xiàn)資料研究法，參考了ISO9000的基本理論與八項(xiàng)基本原則，特別是PDCA循環(huán)理論，分析探討了9000族標(biāo)準(zhǔn)在民辦高校管理運(yùn)行中的適宜性與可行性，然后利用實(shí)證分析與圖表分析等研究方法，結(jié)合萬(wàn)杰醫(yī)學(xué)院自身特點(diǎn)，分析了辦學(xué)定位、質(zhì)量目標(biāo)與方針、資源優(yōu)化配置、各教學(xué)服務(wù)環(huán)節(jié)的識(shí)別、體系的測(cè)評(píng)指標(biāo)與方案等問(wèn)題，最終構(gòu)建起一個(gè)合理適宜的萬(wàn)杰醫(yī)學(xué)院教學(xué)質(zhì)量保證體系與持續(xù)改進(jìn)的測(cè)評(píng)體系。 萬(wàn)杰醫(yī)學(xué)院質(zhì)量保證體系的構(gòu)建，為教學(xué)質(zhì)量的提高提供了有力的保障，有利于現(xiàn)有資源的整合，保證了人才培養(yǎng)質(zhì)量，提高了辦學(xué)的效益，最終實(shí)現(xiàn)辦學(xué)成果質(zhì)量的提高。同時(shí)大大提高了民辦高校辦學(xué)的規(guī)范性化水平，降低了民辦高校因管理問(wèn)題而造成的經(jīng)營(yíng)風(fēng)險(xiǎn)，為省內(nèi)外同類院校提供了有力的借鑒。
[Abstract]:In April 2011, General Secretary Hu Jintao made it clear at the conference to celebrate the 100th anniversary of the founding of Tsinghua University that "continuous improvement of quality is the lifeline of higher education", "adhere to the path of implicit development, and learn from advanced international concepts and experiences." Improve the quality of higher education in an all-round way, and continuously provide strong talent guarantee and intellectual support for socialist modernization. " Since the reform and opening up to the outside world, private colleges and universities in China have entered the stage of seeking survival and development by quality. Only the high level of education and teaching quality can achieve the purpose of running a school. How to set up a set of scientific and complete teaching quality management system in colleges and universities is the primary problem for private colleges and universities to adapt to the development trend of higher education and cultivate the core competitiveness. This paper takes the construction and evaluation of the quality assurance system of Wanjie Medical College as the research object, aiming at quoting the international advanced quality management idea (especially the ISO9001:2000 standard), referring to the prior control and continuously improving. The scientific management idea such as full participation, combined with the present situation and development prospects of private colleges and universities, and referring to the undergraduate teaching evaluation plan of ordinary universities, the teaching quality assurance system and evaluation system suitable for Wanjie Medical College are constructed. And to improve the management of private colleges and universities standardized and operational management model. In this paper, the author makes use of the literature research method, referring to the basic theory and eight basic principles of ISO9000, especially the theory of PDCA cycle, analyzes and discusses the suitability and feasibility of 9000 family standards in the management and operation of private colleges and universities. Then, by means of empirical analysis and chart analysis, combined with the characteristics of Wanjie Medical College, this paper analyzes the orientation of the school, the quality objectives and policies, the optimal allocation of resources, and the identification of each teaching service link. Finally, a reasonable and appropriate teaching quality assurance system and continuous improvement evaluation system of Wanjie Medical College are constructed. The construction of the quality assurance system of Wanjie Medical College provides a powerful guarantee for the improvement of teaching quality, is beneficial to the integration of existing resources, ensures the quality of personnel training, improves the efficiency of running a school, and finally realizes the improvement of the quality of educational achievements. At the same time, it has greatly improved the standard level of running a private university, reduced the management risk caused by the management problem of the private university, and provided a powerful reference for the similar colleges and universities inside and outside the province.
