【摘要】：自1989年蘇東劇變之后,轉(zhuǎn)型國(guó)家高等教育實(shí)行雙重市場(chǎng)化:公立高等教育機(jī)構(gòu)市場(chǎng)化;私立高等教育開(kāi)始建立。公私立高等教育機(jī)構(gòu)在行為和精神氣質(zhì)方面越來(lái)越接近,不少轉(zhuǎn)型國(guó)家在財(cái)政資助和質(zhì)量保證方面對(duì)公私立高等教育機(jī)構(gòu)也越來(lái)越一視同仁,以至于出現(xiàn)了公私莫辨現(xiàn)象,通常區(qū)分公私立的標(biāo)準(zhǔn)——所有權(quán)歸屬、資金來(lái)源、政府監(jiān)管力度和機(jī)構(gòu)使命——在轉(zhuǎn)型國(guó)家高等教育面前失去了辨別效力。
[Abstract]:After the drastic changes in the Soviet Union and East Europe in 1989, higher education in the transition countries implemented dual marketization: the marketization of public institutions of higher education and the establishment of private higher education. Public and private institutions of higher education are becoming closer to each other in terms of behaviour and ethos, and many countries in transition have increasingly treated public and private institutions of higher education equally in terms of financial assistance and quality assurance, resulting in a phenomenon of public and private discrimination. The criteria that usually distinguish between public and private ownership, sources of funding, government oversight and institutional missions are ineffective in the face of higher education in transition countries.
