創(chuàng)業(yè)型大學(xué)發(fā)展的成功經(jīng)驗(yàn)及啟示

【摘要】:創(chuàng)業(yè)型大學(xué)作為大學(xué)發(fā)展的一種新模式,自產(chǎn)生以來,便受到國外教育學(xué)界和社會(huì)學(xué)界的廣泛關(guān)注。20世紀(jì)末,創(chuàng)業(yè)型大學(xué)的相關(guān)理論被引入我國,并逐漸成為高等教育研究的一個(gè)熱點(diǎn)。 目前,世界上已有一批大學(xué)完成了向創(chuàng)業(yè)型大學(xué)的轉(zhuǎn)型,并取得了令人矚目的成就。通過轉(zhuǎn)型,這些大學(xué)不僅使自己獲得了跨越式發(fā)展,同時(shí)也提升了國家和地區(qū)的經(jīng)濟(jì)發(fā)展水平。毫無疑問,揭示創(chuàng)業(yè)型大學(xué)的價(jià)值理念、組織特征以及其成長過程、發(fā)展機(jī)制和制度安排等問題,對(duì)于我國高校發(fā)展與改革,提升國家創(chuàng)新能力具有重要意義。 首先,本文在文獻(xiàn)綜述的基礎(chǔ)上對(duì)創(chuàng)業(yè)型大學(xué)的相關(guān)理論問題進(jìn)行了分析:所謂創(chuàng)業(yè)型大學(xué),是指對(duì)社會(huì)需求和環(huán)境變化作出積極回應(yīng),將知識(shí)資源轉(zhuǎn)化為知識(shí)資本,從而獲取自身發(fā)展動(dòng)能的新型大學(xué)。與以往的任何一種新型大學(xué)一樣,創(chuàng)業(yè)型大學(xué)的興起也有其符合高等教育發(fā)展規(guī)律的內(nèi)在邏輯:是高等教育系統(tǒng)應(yīng)對(duì)社會(huì)需求變化的必然結(jié)果;是高等教育機(jī)構(gòu)生存環(huán)境發(fā)生變化的必然反映;是知識(shí)轉(zhuǎn)型背景下高等教育機(jī)構(gòu)組織嬗變的必然結(jié)果。與傳統(tǒng)大學(xué)相比,創(chuàng)業(yè)型大學(xué)有著自身特有的組織特征:以知識(shí)應(yīng)用與服務(wù)社會(huì)發(fā)展作為組織目標(biāo),以學(xué)術(shù)資本主義作為組織文化,組織結(jié)構(gòu)強(qiáng)調(diào)組織柔性的實(shí)現(xiàn),教學(xué)和研究方面更注意面向?qū)嶋H問題,資源配置重視知識(shí)生產(chǎn)效率的提升,運(yùn)作方式上突出創(chuàng)業(yè)活動(dòng)與商務(wù)運(yùn)營。 其次,選取新加坡國立大學(xué)作為案例進(jìn)行研究分析,系統(tǒng)地考察和分析了新加坡國立大學(xué)向創(chuàng)業(yè)型大學(xué)轉(zhuǎn)型的背景、途徑以及所取得的成就,并在此基礎(chǔ)上歸納出新加坡國立大學(xué)發(fā)展創(chuàng)業(yè)型大學(xué)的成功經(jīng)驗(yàn):根據(jù)環(huán)境變化,制定新的發(fā)展戰(zhàn)略;選擇合適的領(lǐng)軍人物領(lǐng)導(dǎo)變革;建立柔性組織結(jié)構(gòu);建立創(chuàng)業(yè)服務(wù)體系;培養(yǎng)學(xué)生的創(chuàng)業(yè)精神;開展與創(chuàng)新創(chuàng)業(yè)相關(guān)的理論研究,并注重經(jīng)驗(yàn)借鑒。 最后,在借鑒新加坡國立大學(xué)發(fā)展創(chuàng)業(yè)型大學(xué)的成功經(jīng)驗(yàn)的基礎(chǔ)上提出了對(duì)我國發(fā)展創(chuàng)業(yè)型大學(xué)的啟示:政府必須為發(fā)展創(chuàng)業(yè)型大學(xué)提供必要的政策支持;制定大學(xué)知識(shí)產(chǎn)權(quán)制度;構(gòu)建創(chuàng)業(yè)服務(wù)平臺(tái);構(gòu)建跨學(xué)科研究平臺(tái);開展創(chuàng)業(yè)教育;開展與創(chuàng)新創(chuàng)業(yè)相關(guān)的理論研究,并注重經(jīng)驗(yàn)借鑒。
[Abstract]:As a new model for the development of universities, entrepreneurial universities have received extensive attention from the educational and social circles of foreign countries since their birth. At the end of the 20th century, the related theories of entrepreneurial universities were introduced into our country. And gradually become a hot spot of higher education research. At present, a number of universities in the world have completed the transition to entrepreneurial universities, and have made remarkable achievements. Through transformation, these universities not only made their own leapfrog development, but also raised the level of national and regional economic development. There is no doubt that revealing the value concept, organizational characteristics, growth process, development mechanism and system arrangement of entrepreneurial universities is of great significance to the development and reform of Chinese universities and the promotion of national innovation ability. First of all, based on the literature review, this paper analyzes the relevant theoretical problems of entrepreneurial universities: the so-called entrepreneurial universities refer to the positive response to social needs and environmental changes, and the transformation of knowledge resources into knowledge capital. In order to obtain their own momentum of development of new universities. Like any new type of university in the past, the rise of entrepreneurial university also has its inherent logic which accords with the law of the development of higher education: it is the inevitable result of higher education system responding to the change of social demand; It is the inevitable reflection of the changes in the living environment of higher education institutions and the inevitable result of the organizational changes of higher education institutions under the background of knowledge transformation. Compared with the traditional universities, entrepreneurial universities have their own unique organizational characteristics: the application of knowledge and service for social development as the organizational goal, academic capitalism as the organizational culture, organizational structure emphasizes the realization of organizational flexibility. In teaching and research, we should pay more attention to practical problems, attach importance to the efficiency of knowledge production in resource allocation, and highlight entrepreneurial activities and business operations in operation mode. Secondly, select National University of Singapore as a case study and analyze the background, ways and achievements of the transition from National University of Singapore to entrepreneurial university. On this basis, the successful experiences of National University of Singapore in the development of entrepreneurial universities are summed up: to formulate new development strategies according to the changes in the environment, to select appropriate leaders to lead the changes, to establish flexible organizational structures, to establish entrepreneurial service systems; Cultivate students' entrepreneurial spirit, carry out theoretical research related to innovation and entrepreneurship, and pay attention to experience. Finally, based on the successful experience of the National University of Singapore in the development of entrepreneurial universities, this paper puts forward the enlightenment to the development of entrepreneurial universities in China: the government must provide the necessary policy support for the development of entrepreneurial universities; To establish the university intellectual property system; to build a platform for entrepreneurial services; to build an interdisciplinary research platform; to carry out entrepreneurship education; to carry out theoretical research related to innovation and entrepreneurship, and to pay attention to experience.
