【摘要】：自1999年高校擴(kuò)招以來，大學(xué)生數(shù)量急劇增加，就業(yè)難問題日益突出。我國從2003年就制定大學(xué)生就業(yè)促進(jìn)的各項(xiàng)政策，這些措施為畢業(yè)生充分就業(yè)提供了制度和政策保障，并在一定程度上緩解了大學(xué)生就業(yè)的壓力。但是我國多數(shù)研究集中在大學(xué)畢業(yè)生就業(yè)難的對(duì)策研究以及就業(yè)政策的理論研究上，而通過實(shí)證分析大學(xué)生就業(yè)政策的實(shí)施效果評(píng)價(jià)的研究非常少。 本文首先研究我國大學(xué)生就業(yè)促進(jìn)政策的內(nèi)容及其特點(diǎn)，歸納并梳理出三種政策類型：就業(yè)供給促進(jìn)、就業(yè)需求促進(jìn)和供給匹配促進(jìn),分別從這三種類型介紹了國外大學(xué)生就業(yè)促進(jìn)政策的實(shí)施內(nèi)容以及借鑒的經(jīng)驗(yàn)。其次以陜西，河南地區(qū)大學(xué)畢業(yè)生為研究對(duì)象，借鑒政策評(píng)估的理論和方法，結(jié)合大學(xué)生就業(yè)促進(jìn)政策的特點(diǎn)，建立大學(xué)生就業(yè)促進(jìn)政策實(shí)施效果評(píng)價(jià)的框架。通過分析針對(duì)大學(xué)生和企業(yè)的問卷調(diào)查結(jié)果，運(yùn)用政策評(píng)估研究常規(guī)方法，進(jìn)行定性定量多重論證，運(yùn)用綜合分析中的“投射—實(shí)施后”對(duì)比分析法來說明政策實(shí)施的效果。最后，分析政策實(shí)施后的效果，針對(duì)實(shí)施效果而發(fā)現(xiàn)的具體未解決問題及政策執(zhí)行偏差,從微觀和宏觀層面提出大學(xué)生就業(yè)促進(jìn)政策創(chuàng)新與優(yōu)化的建議。 本文創(chuàng)新點(diǎn)首先借鑒國內(nèi)外政策評(píng)估的一般理論與方法，建立大學(xué)生就業(yè)促進(jìn)政策實(shí)施效果評(píng)價(jià)的框架，提出評(píng)價(jià)的基本思路和運(yùn)作過程，，對(duì)大學(xué)生就業(yè)促進(jìn)政策實(shí)施效果評(píng)價(jià)具有重要的理論價(jià)值。其次從實(shí)證研究出發(fā)，采用定量的研究方法，通過問卷調(diào)查調(diào)研數(shù)據(jù)的收集，整理，分析，對(duì)大學(xué)生就業(yè)促進(jìn)政策做出實(shí)施效果后的評(píng)價(jià)。最后將就業(yè)政策分為就業(yè)供給政策、就業(yè)需求政策及就業(yè)服務(wù)方政策。并分別對(duì)這三種類型政策進(jìn)行實(shí)施效果評(píng)價(jià)，具有針對(duì)性地提出大學(xué)生就業(yè)促進(jìn)政策改善和創(chuàng)新的建議，最終實(shí)現(xiàn)大學(xué)生充分就業(yè)。
[Abstract]:Since the expansion of college enrollment in 1999, the number of college students has increased sharply, and the problem of employment difficulties has become increasingly prominent. Since 2003, China has formulated various policies to promote the employment of college students. These measures have provided a system and policy guarantee for the full employment of graduates, and to a certain extent have alleviated the pressure on employment of college students. However, most of the studies in our country focus on the countermeasures of employment difficulties of college graduates and the theoretical research of employment policy, but the research on the evaluation of the effect of the employment policy of college students through empirical analysis is very few. This paper first studies the contents and characteristics of employment promotion policies for college students in China, and summarizes and sorts out three types of policies: employment supply promotion, employment demand promotion and supply matching promotion. From these three types, this paper introduces the implementation content and experience of employment promotion policy for foreign college students. Secondly, taking the university graduates of Shaanxi and Henan as the research objects, using the theory and method of policy evaluation and combining the characteristics of the employment promotion policy for college students, the framework of the evaluation of the effect of the employment promotion policy for college students is established. By analyzing the results of questionnaire survey for college students and enterprises, using the conventional method of policy evaluation research, the qualitative and quantitative analysis is carried out, and the effect of policy implementation is illustrated by the comparative analysis method of "project-implementation" in the comprehensive analysis. Finally, this paper analyzes the effect of the policy implementation, aiming at the concrete unsolved problems and the policy implementation deviation found in the implementation effect, and puts forward the suggestions of promoting the policy innovation and optimization of college students' employment from the micro and macro level. The innovation points of this paper first draw lessons from the general theories and methods of policy evaluation at home and abroad, establish the framework of evaluation of the effect of college students' employment promotion policy implementation, and put forward the basic ideas and operation process of the evaluation. It has important theoretical value to evaluate the effect of employment promotion policy for college students. Secondly, from the empirical research, using quantitative research methods, through the questionnaire survey data collection, collation, analysis, the employment promotion policy for college students to make the implementation of the effect of evaluation. Finally, the employment policy is divided into employment supply policy, employment demand policy and employment service side policy. Finally, the author evaluates the effect of these three types of policies, and puts forward some suggestions on how to improve and innovate the employment policies of college students, so as to realize the full employment of college students.
