【摘要】：從1999年擴(kuò)招到現(xiàn)在，我國(guó)教育已經(jīng)從精英化教育轉(zhuǎn)變?yōu)榇蟊娀逃�。作為長(zhǎng)周期行業(yè)的高等教育市場(chǎng)也逐步進(jìn)入成熟期。在此背景下，未來(lái)5-8年高校將經(jīng)歷從外延式發(fā)展到全面提升質(zhì)量的內(nèi)涵式發(fā)展階段。 隨著適齡人口的持續(xù)下降和有限的毛入學(xué)率提高空間，人們對(duì)高等院校外在需求總體顯現(xiàn)平穩(wěn)態(tài)勢(shì)。在此過(guò)程中，一些規(guī)模小、質(zhì)量低的院校將不得不面臨生存問(wèn)題。大多數(shù)地方高校面對(duì)未來(lái)生源競(jìng)爭(zhēng)，不得不進(jìn)行持續(xù)有效的質(zhì)量提升建設(shè)，以適應(yīng)不斷變化的環(huán)境。 為了實(shí)現(xiàn)高校的科學(xué)持續(xù)發(fā)展，一般高�；静捎昧巳阶邞�(zhàn)略：滿足高校學(xué)生的物理要求（實(shí)現(xiàn)校區(qū)的重新功能規(guī)劃和建設(shè)、教學(xué)設(shè)備的完善）——滿足高校學(xué)生的質(zhì)量要求（如不斷提升學(xué)科建設(shè)和專(zhuān)業(yè)師資能力等）——滿足高校社會(huì)聲譽(yù)要求（合作辦學(xué)，社會(huì)培訓(xùn)、科研成果等），，而絕大多數(shù)高校處于第一步到第二步的推進(jìn)過(guò)程中。三步走戰(zhàn)略的實(shí)現(xiàn)離不開(kāi)資金保障，而因?yàn)樵谛Ｉ磥?lái)保持總體穩(wěn)定，高校學(xué)費(fèi)也基本不變導(dǎo)致未來(lái)幾年高校的學(xué)費(fèi)收入將基本保持不變，而財(cái)政撥款雖然不斷提高但對(duì)教育的投入將主要集中在義務(wù)教育和學(xué)前教育的增長(zhǎng)上。面對(duì)未來(lái)的競(jìng)爭(zhēng)，各高校需要大量的資金支持。 在過(guò)去的十年多數(shù)高校主要通過(guò)銀行貸款的方式實(shí)現(xiàn)了高�？缭绞桨l(fā)展，并通過(guò)經(jīng)濟(jì)杠杠作用使高校的成就被社會(huì)普遍認(rèn)可。未來(lái)高校的經(jīng)營(yíng)也極有可能依靠高校自身解決，這更加需要高校管理者需將高校財(cái)務(wù)規(guī)劃放在更加重要的位置。不斷提升高校的融資渠道和融資能力是加速高校發(fā)展的必由之路，也是服務(wù)高校內(nèi)涵建設(shè)的強(qiáng)有力保障。 融資租賃作為新興的融資方式，在近年有著飛速的發(fā)展。融資租賃通過(guò)金融加產(chǎn)業(yè)的獨(dú)特專(zhuān)業(yè)運(yùn)作模式成功進(jìn)入高校市場(chǎng)。高校在現(xiàn)有發(fā)展階段下如何運(yùn)用融資租賃？融資租賃如何在高校市場(chǎng)建立獨(dú)特的產(chǎn)品服務(wù)？本文將通過(guò)融資租賃與其他金融產(chǎn)品的對(duì)比及案例分析進(jìn)行詳細(xì)闡述，分析如何科學(xué)合理地進(jìn)行產(chǎn)品設(shè)計(jì)和財(cái)務(wù)預(yù)測(cè)，并建立高校財(cái)務(wù)風(fēng)險(xiǎn)的預(yù)防機(jī)制，以實(shí)現(xiàn)融資租賃在高校的健康持續(xù)發(fā)展。
[Abstract]:From 1999 to now, China's education has changed from elite education to popular education. As a long-term industry, the higher education market has gradually entered a mature period. In this context, colleges and universities in the next 5 to 8 years will go through the stage of connotation development from extension to overall improvement of quality. With the continuous decline of the school-age population and the limited increase of the gross enrolment rate, the external demand for colleges and universities shows a stable trend. In the process, some small, low-quality colleges will have to face the problem of survival. Facing the competition of future students, most local colleges and universities have to carry on continuous and effective quality improvement construction to adapt to the changing environment. In order to realize the scientific and sustainable development of colleges and universities, the general colleges and universities have basically adopted a three-step strategy: to meet the physical requirements of college students (to realize the re-functional planning and construction of the campus, The improvement of teaching equipment-to meet the quality requirements of college students (such as continuously improving the subject construction and professional teachers' ability, etc.)-to meet the social reputation requirements of colleges and universities (cooperation in running schools, social training, etc.), Most colleges and universities are in the process of advancing from the first step to the second step. The realization of the three-step strategy cannot be achieved without the guarantee of funds, and because the future of college students remains generally stable, the tuition fees of colleges and universities will remain basically unchanged in the next few years, and the tuition fees of colleges and universities will remain basically unchanged in the next few years. The management of colleges and universities in the future is likely to depend on their own solutions, which requires university administrators to put the financial planning of colleges and universities in a more important position. It is the only way to accelerate the development of colleges and universities to continuously improve their financing channels and ability, and it is also a strong guarantee to serve the construction of connotation of colleges and universities. As a new financing method, financial lease has been developing rapidly in recent years. Financial leasing has successfully entered the university market through the unique professional operation mode of finance plus industry. How do colleges and universities use financial leasing in the current stage of development? How to establish unique products and Services in the University Market by Financial Lease? Through the comparison of financial leasing and other financial products and case analysis, this paper will elaborate in detail how to scientifically and reasonably carry out product design and financial forecast, and establish the prevention mechanism of financial risk in colleges and universities. In order to achieve the healthy and sustainable development of financial leasing in colleges and universities.
