【摘要】：醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化是指通過對醫(yī)藥衛(wèi)生領(lǐng)域中具有使用價值,符合客觀規(guī)律的科技成果進(jìn)行研究,開發(fā)、試驗、生產(chǎn)、銷售等實踐活動,從而實現(xiàn)規(guī)模化生產(chǎn)和市場化銷售的過程,使醫(yī)藥衛(wèi)生科學(xué)技術(shù)更多、更好、更快、更省地為人們的健康服務(wù)。醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化是醫(yī)藥衛(wèi)生技術(shù)創(chuàng)新的源泉,是發(fā)展生物醫(yī)藥產(chǎn)業(yè)的基礎(chǔ)。隨著全球化進(jìn)展的不斷加快,全球范圍內(nèi)對先進(jìn)醫(yī)療技術(shù)和創(chuàng)新藥物治療的需求越來越強烈。現(xiàn)今世界各國,特別是發(fā)達(dá)國家,已經(jīng)把發(fā)展生物醫(yī)藥產(chǎn)業(yè)作為經(jīng)濟(jì)發(fā)展和科技進(jìn)步的新增長點,紛紛制定戰(zhàn)略規(guī)劃,發(fā)布專項政策,大幅度增加資金投入扶持生物醫(yī)藥產(chǎn)業(yè)發(fā)展。改革開放以來,我國生物醫(yī)藥產(chǎn)業(yè)發(fā)展取得了一定成效。但是,生物醫(yī)藥產(chǎn)業(yè)對經(jīng)濟(jì)發(fā)展和社會進(jìn)步的推動作用仍然不足,政府和社會各界必須引起重視,依靠擁有自主知識產(chǎn)權(quán)的醫(yī)藥衛(wèi)生科技成果,促進(jìn)生物醫(yī)藥產(chǎn)業(yè)的優(yōu)化升級,提高醫(yī)療診治技術(shù),滿足人們的生命安全和身體健康的需求,占領(lǐng)世界醫(yī)藥科技的制高點。 高校是國家自主創(chuàng)新體系的重要組成部分,是知識創(chuàng)造、技術(shù)創(chuàng)新的主力軍,擁有雄厚的科研實力和豐富的科研經(jīng)驗,每年為國家產(chǎn)出6000項-8000項科技成果,但是真正轉(zhuǎn)化為現(xiàn)實生產(chǎn)力的僅有5%,其中很大部分是由于先進(jìn)的實驗室科技成果不符合市場需求,無法實現(xiàn)產(chǎn)業(yè)化轉(zhuǎn)變。高校醫(yī)藥衛(wèi)生科技成果包括對自然科學(xué)探索的醫(yī)學(xué)基礎(chǔ)研究科技成果和探索治病救人科學(xué)手段的臨床醫(yī)學(xué)科技成果,決定了醫(yī)藥衛(wèi)生科技成果不表現(xiàn)為實物形式、不具備商品性的科技成果居多,科技成果轉(zhuǎn)化率和產(chǎn)業(yè)化成功率較一般的工農(nóng)業(yè)科技成果低。只有引導(dǎo)高校科學(xué)的、先進(jìn)的、創(chuàng)新的科技成果走向市場,提高高校醫(yī)藥衛(wèi)生科技成果的轉(zhuǎn)化率,實現(xiàn)科技與經(jīng)濟(jì)的對接,才能促進(jìn)醫(yī)藥產(chǎn)業(yè)的進(jìn)一步優(yōu)化升級,提升我國的科技競爭力,占領(lǐng)世界醫(yī)藥科技的制高點。因此,促進(jìn)高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化,構(gòu)建與經(jīng)濟(jì)發(fā)展水平相適應(yīng)的高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化服務(wù)模式,最大限度地引導(dǎo)科技為經(jīng)濟(jì)發(fā)展和社會進(jìn)步服務(wù),對國家發(fā)展、社會進(jìn)步、高校綜合實力的提升具有深層意義。 本研究以L.V.貝塔朗菲(L.Von.Bertalanffy)(?)的系統(tǒng)理論和熊彼特(Joseph A.Schumpeter)的技術(shù)創(chuàng)新理論為指導(dǎo),運用文獻(xiàn)研究法、描述性研究法、經(jīng)驗總結(jié)法、數(shù)理統(tǒng)計法、探索性研究法等研究方法開展科學(xué)研究工作。本研究根據(jù)高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化的特點,結(jié)合科技中介的服務(wù)功能、國外高校科技成果產(chǎn)業(yè)化的成功經(jīng)驗借鑒和我國高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化存在的問題及原因,提出構(gòu)建高效醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化服務(wù)平臺,通過各子平臺的相互作用、相互影響,嘗試解決高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化過程中存在的信息交流不暢和社會生產(chǎn)技術(shù)落后問題,從而達(dá)到提高高校醫(yī)藥衛(wèi)生科技成果轉(zhuǎn)化率和產(chǎn)業(yè)化成功率的效果。 本研究對高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化研究文獻(xiàn)進(jìn)行了系統(tǒng)分析與解讀。在專業(yè)人士的幫助下,根據(jù)研究目的和研究方向,搜集大量與高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化相關(guān)的政策文件、研究論文、科技著作、統(tǒng)計數(shù)據(jù)年鑒和網(wǎng)絡(luò)文字圖片信息。在閱讀大量文獻(xiàn)資料和學(xué)習(xí)相關(guān)研究理論的基礎(chǔ)上,對高校醫(yī)藥衛(wèi)生科技成果的概念和分類,醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化的定義和科技服務(wù)模式進(jìn)行了系統(tǒng)的闡述,揭示科技服務(wù)在高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化過程中的重要推動作用,為構(gòu)建高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化服務(wù)模式奠定理論基礎(chǔ)。充分了解高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化的國內(nèi)外現(xiàn)狀,利用數(shù)據(jù)說明我國高校科技成果轉(zhuǎn)化率低和產(chǎn)業(yè)化程度低的事實。總結(jié)歸納國內(nèi)外高�？萍汲晒a(chǎn)業(yè)化的成功經(jīng)驗,從科技成果產(chǎn)業(yè)化政策環(huán)境、科技中介服務(wù)體系建設(shè)、科技信息服務(wù)系統(tǒng)建設(shè)和科技成果產(chǎn)業(yè)化基地建設(shè)四方面進(jìn)行分類歸納,并從眾多的成功經(jīng)驗中總結(jié)出“加強政府的宏觀調(diào)控”、“建立和發(fā)展科技中介服務(wù)體系”、“構(gòu)建和完善科技信息服務(wù)系統(tǒng)”、“加強校企合作,建設(shè)科技成果產(chǎn)業(yè)化基地”四條經(jīng)驗啟示,為開展高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化研究提供經(jīng)驗借鑒。 上述理論基礎(chǔ)和經(jīng)驗借鑒為依據(jù),把高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化的各環(huán)節(jié)連成一條技術(shù)創(chuàng)新鏈條,分別從科學(xué)研究、成果孵化、市場化、規(guī)�；a(chǎn)四個基礎(chǔ)環(huán)節(jié)入手,探討目前我國高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化存在的問題并分析其原因。導(dǎo)致高校醫(yī)藥衛(wèi)生科技成果轉(zhuǎn)化率低和產(chǎn)業(yè)化成功率低的原因多且復(fù)雜,主要是信息交流不暢和社會生產(chǎn)技術(shù)落后。研究更從國家戰(zhàn)略發(fā)展的角度出發(fā),論述推動高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化的重要性和必要性,進(jìn)一步說明促進(jìn)科學(xué)技術(shù)轉(zhuǎn)化為現(xiàn)實醫(yī)療力量,對國家發(fā)展、社會進(jìn)步和醫(yī)藥高校自身發(fā)展都具有重要的現(xiàn)實意義,構(gòu)建推動高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化服務(wù)模式勢在必行。 科技成果轉(zhuǎn)化是一項系統(tǒng)工程,科技成果產(chǎn)業(yè)化是轉(zhuǎn)化過程中的一個轉(zhuǎn)換環(huán)節(jié),把社會上的物質(zhì)資源、信息和能量結(jié)合高校的實驗室成果,經(jīng)過相應(yīng)的轉(zhuǎn)換和生產(chǎn)程序,最終轉(zhuǎn)化為具有現(xiàn)實意義或商業(yè)價值的新產(chǎn)品、新技術(shù)、新工藝,是知識轉(zhuǎn)化為現(xiàn)實生產(chǎn)力的轉(zhuǎn)折點。高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化涉及到眾多的學(xué)科,也牽涉到醫(yī)藥、工業(yè)、服務(wù)業(yè)等多個行業(yè),又受到國家政策、科技意識、產(chǎn)業(yè)化環(huán)境的影響,是一個動態(tài)的變化過程。本研究參考相關(guān)的文獻(xiàn)資料。對高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化的過程進(jìn)行系統(tǒng)論述。然而,目前國內(nèi)關(guān)于高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化的研究中,較少涉及到高�？萍汲晒a(chǎn)業(yè)化模式的構(gòu)建和產(chǎn)業(yè)化服務(wù)模式的研究,筆者在中國知網(wǎng)中檢索2002年-2012年關(guān)于高校科技成果產(chǎn)業(yè)化服務(wù)模式的文獻(xiàn),共獲得30篇,其中大部分是農(nóng)業(yè)領(lǐng)域的研究。另外,檢索2002年-2012年關(guān)于高校科技成果轉(zhuǎn)化和產(chǎn)業(yè)化平臺建設(shè)的文獻(xiàn),共獲得3篇。本論文對檢索結(jié)果中其中6篇較有代表性的研究進(jìn)行概括論述,為高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化服務(wù)模式研究提供參考借鑒。 創(chuàng)新高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化服務(wù)模式,推進(jìn)高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化進(jìn)程,是實現(xiàn)科學(xué)技術(shù)服務(wù)社會,提高醫(yī)藥高校的創(chuàng)新能力,發(fā)揮社會服務(wù)職能的關(guān)鍵所在。因此,本研究提出構(gòu)建高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化服務(wù)平臺,為高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化提供專業(yè)的信息和技術(shù)服務(wù),促進(jìn)科學(xué)技術(shù)轉(zhuǎn)化為現(xiàn)實生產(chǎn)力,造福國家、社會及廣大群眾。 高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化服務(wù)平臺是將高校和社會的資源進(jìn)行整合,配以高效的管理機制和運行方式,將政府、高校、產(chǎn)業(yè)、科研機構(gòu)、金融機構(gòu)、中介組織連接組成合理、有效的技術(shù)產(chǎn)業(yè)網(wǎng)絡(luò),緩解甚至解決高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化過程中的信息交流不暢和社會生產(chǎn)技術(shù)落后問題,使高校醫(yī)藥衛(wèi)生科技成果順利地進(jìn)入產(chǎn)業(yè)化進(jìn)程,迅速轉(zhuǎn)化為實物產(chǎn)品或技術(shù)工藝,最終形成產(chǎn)業(yè)競爭力。高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化服務(wù)平臺劃分為技術(shù)集成子平臺、需求集成平臺、配套實施平臺、宏觀管理平臺4個子平臺,各子平臺間相互作用,相互影響,共同為高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化營造良好的產(chǎn)業(yè)化環(huán)境和提供專業(yè)的產(chǎn)業(yè)化服務(wù)。本研究論文詳細(xì)論述了技術(shù)集成子平臺、需求集成平臺、配套實施平臺、宏觀管理平臺4個子平臺的各自服務(wù)范圍、運行方式以及各子平臺之間的聯(lián)系。構(gòu)建高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化服務(wù)平臺,有效地加強高校與企業(yè)見的信息交流與流動,為高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化提供后臺服務(wù)支撐,有利于高校醫(yī)藥衛(wèi)生科技成果更多、更快地轉(zhuǎn)化為新藥、新型醫(yī)療器械和創(chuàng)新醫(yī)療技術(shù),提升我國的醫(yī)療診治水平,促進(jìn)醫(yī)藥產(chǎn)業(yè)的進(jìn)一步優(yōu)化升級。最后,筆者以高校為產(chǎn)業(yè)化活動的執(zhí)行主體,提出了6條推動高校醫(yī)藥衛(wèi)生科技成果產(chǎn)業(yè)化的策略措施,為高�？萍汲晒a(chǎn)業(yè)化的后續(xù)研究和國家產(chǎn)業(yè)化發(fā)展提供參考。
[Abstract]:Industrialization of medical and health scientific and technological achievements refers to the process of realizing large-scale production and market-oriented sales by researching, developing, testing, producing and selling scientific and technological achievements which are of practical value and conform to objective laws in the field of medical and health, so as to make medical and health science and technology more, better, faster and more economical for people. The industrialization of scientific and technological achievements in medicine and health is the source of innovation in medicine and health technology and the foundation of the development of biomedical industry. As a new growth point of economic development and scientific and technological progress, bio-pharmaceutical industry has formulated strategic plans, promulgated special policies and substantially increased capital input to support the development of bio-pharmaceutical industry. The promotion function is still insufficient. The government and all sectors of society must attach importance to it, rely on the achievements of medical and health science and technology with independent intellectual property rights, promote the optimization and upgrading of the biomedical industry, improve the medical diagnosis and treatment technology, meet the needs of people's life safety and health, and occupy the commanding heights of world medical and technological.
Colleges and universities are an important part of the national independent innovation system. They are the main force of knowledge creation and technological innovation. They have strong scientific research strength and rich scientific research experience. They produce 6,000-8,000 scientific and technological achievements for the country every year. However, only 5% of them are truly transformed into real productive forces. Most of them are due to advanced laboratory science and technology. The achievements of medical and health science and technology in Colleges and universities include the achievements of basic medical research on Natural Science and the achievements of clinical medical science and technology on exploring scientific means of treating diseases and saving people, which determines that the achievements of medical and health science and technology are not in the form of physical objects and not in the form of commercial scientific and technological achievements. Only by guiding scientific, advanced and innovative scientific and technological achievements to the market, improving the transformation rate of medical and health scientific and technological achievements in Colleges and universities, and realizing the connection between science and technology and economy, can we further optimize and upgrade the pharmaceutical industry and upgrade our country. Therefore, it is necessary to promote the industrialization of medical and health scientific and technological achievements in Colleges and universities, construct a service model for the industrialization of medical and health scientific and technological achievements in Colleges and universities in accordance with the level of economic development, guide science and technology to serve economic development and social progress to the greatest extent, and integrate National development, social progress and colleges and universities. The promotion of joint strength has deep meaning.
Guided by L. V. Bertalanffy's system theory and Joseph A. Schumpeter's theory of technological innovation, this study uses literature research, descriptive research method, experience summary method, mathematical statistics method and exploratory research method to carry out scientific research. Based on the characteristics of the industrialization of scientific and technological achievements, combined with the service functions of scientific and technological intermediaries, the successful experience of the industrialization of scientific and technological achievements in foreign universities and the problems and causes of the industrialization of medical and health scientific and technological achievements in Chinese universities, the paper puts forward to construct an efficient service platform for the industrialization of medical and health scientific and technological achievements, and influences each other through the interaction of various sub This paper tries to solve the problems of information exchange and backwardness of social production technology in the process of industrialization of medical and health scientific and technological achievements in Colleges and universities, so as to improve the transformation rate and success rate of industrialization of medical and health scientific and technological achievements in Colleges and universities.
With the help of professionals, a large number of policy papers, research papers, scientific and technological works, statistical data yearbooks and online text pictures related to the industrialization of medical and health scientific and technological achievements in Colleges and universities were collected according to the research purposes and directions. Information. On the basis of reading a large amount of literature and studying related research theories, the concept and classification of medical and health scientific and technological achievements in Colleges and universities, the definition of industrialization of medical and health scientific and technological achievements and the mode of scientific and technological service are systematically expounded. The important impetus of scientific and technological services in the industrialization of medical and health scientific and technological achievements in Colleges and universities is revealed. The purpose of this paper is to lay a theoretical foundation for the construction of the service model of the industrialization of medical and health scientific and technological achievements in Colleges and universities. The experience is classified and summarized from four aspects: the policy environment for the industrialization of scientific and technological achievements, the construction of scientific and technological intermediary service system, the construction of scientific and technological information service system and the construction of scientific and technological achievements industrialization base. Four pieces of experience and enlightenment are provided for the research on the industrialization of medical and health scientific and technological achievements in Colleges and universities.
Based on the above-mentioned theoretical basis and experience, the links of the industrialization of medical and health scientific and technological achievements in Colleges and universities are linked into a chain of technological innovation. The problems existing in the industrialization of medical and health scientific and technological achievements in Colleges and universities in China are discussed and analyzed from the four basic links of scientific research, achievements incubation, marketization and large-scale production. The reasons for the low conversion rate and the low success rate of industrialization of medical and health scientific and technological achievements in Colleges and universities are various and complex, mainly due to the poor information exchange and backward social production technology. Transforming science and technology into real medical power is of great practical significance to national development, social progress and the development of medical colleges and universities. It is imperative to construct a service mode to promote the industrialization of medical and health scientific and technological achievements in Colleges and universities.
The transformation of scientific and technological achievements is a systematic project, and the industrialization of scientific and technological achievements is a transformation link in the transformation process. It is known that the material resources, information and energy of the society are combined with the laboratory achievements of colleges and universities, which are transformed into new products, new technologies and new technologies with practical significance or commercial value through corresponding conversion and production procedures. The industrialization of medical and health scientific and technological achievements in Colleges and universities involves many disciplines, medicine, industry, service industry and other industries. It is also affected by national policies, scientific and technological awareness and industrialization environment. The process of industrialization of health scientific and technological achievements is systematically discussed. However, there are few studies on the industrialization of medical and health scientific and technological achievements in Colleges and universities in China at present, which involve the construction of the industrialization model of university scientific and technological achievements and the research on the industrialization service model. Thirty papers on the model of chemical service were obtained, most of which were in the field of agriculture. In addition, three papers were retrieved from 2002 to 2012 on the transformation of scientific and technological achievements and the construction of industrialization platform in universities. Six of the most representative papers were summarized in this paper, which will be the achievements of medical and Health Science and technology in universities. It provides reference for the research of industrialization service mode.
Innovating the service mode of industrialization of medical and health scientific and technological achievements in Colleges and universities and promoting the industrialization of medical and health scientific and technological achievements in Colleges and universities are the keys to realizing the service of science and technology to society, improving the innovative ability of medical colleges and universities and giving full play to their social service functions. To provide professional information and technical services for the industrialization of medical and health scientific and technological achievements in Colleges and universities, promote the transformation of science and technology into practical productive forces, and benefit the country, society and the masses.
The industrialization service platform of medical and health scientific and technological achievements in Colleges and universities is to integrate the resources of colleges and universities with efficient management mechanism and operation mode, and connect the government, colleges and universities, industries, scientific research institutions, financial institutions and intermediary organizations to form a reasonable and effective technological industrial network to alleviate or even solve the production of medical and health scientific and technological achievements in Colleges and universities. In the course of industrialization, the information exchange is not smooth and the social production technology is backward, which makes the medical and health scientific and technological achievements in Colleges and universities enter the industrialization process smoothly, and rapidly transform into physical products or technological processes, and finally form the industrial competitiveness. Platform, supporting implementation platform, macro-management platform four sub-platforms, the interaction between the sub-platforms, mutual influence, for the industrialization of medical and health science and technology achievements in Colleges and universities to create a good environment for industrialization and provide professional industrialization services. The four sub-platforms of the platform and the macro-management platform have their respective service scopes, operation modes and the links between the sub-platforms. More and more achievements in medical and health science and technology have been transformed into new drugs, new medical devices and innovative medical technology, so as to improve the level of medical diagnosis and treatment in China and promote the further optimization and upgrading of the pharmaceutical industry. Finally, the author puts forward six strategies to promote the industrialization of medical and Health Science and technology achievements in Colleges and universities. The measures will provide reference for further research on industrialization of scientific and technological achievements and development of national industrialization.
