【摘要】：以大學(xué)為依托的大學(xué)科技園,主要借助于大學(xué)的師資力量和科研力量來(lái)提高高新技術(shù)產(chǎn)業(yè)化的速度,它不僅僅是以科學(xué)技術(shù)為第一生產(chǎn)力的中小型企業(yè)的孵化中心,同時(shí)也是大學(xué)教學(xué)、科研與社會(huì)經(jīng)濟(jì)發(fā)展結(jié)合的窗口。大學(xué)科技園的發(fā)展必須建立在對(duì)大學(xué)科技園功能準(zhǔn)確分析的基礎(chǔ)上,而科學(xué)的大學(xué)科技園的發(fā)展評(píng)價(jià)指標(biāo)體系,既是大學(xué)科技園發(fā)展的評(píng)估依據(jù),也對(duì)大學(xué)科技園的發(fā)展具有重要的指導(dǎo)意義。因此,需要有一套完善的功能定位和發(fā)展評(píng)價(jià)體系,用于定位、分析、評(píng)價(jià)大學(xué)科技園的發(fā)展。雖然我國(guó)的大學(xué)科技園發(fā)展評(píng)價(jià)工作已取得了較大的進(jìn)步,但是迄今尚無(wú)較為統(tǒng)一與權(quán)威的評(píng)價(jià)指標(biāo)體系,尤其是有關(guān)發(fā)展評(píng)價(jià)的指標(biāo)體系。功能定位不準(zhǔn)確,評(píng)價(jià)指標(biāo)體系不完善,評(píng)價(jià)方法不科學(xué),這些都將影響我國(guó)大學(xué)科技園的可持續(xù)發(fā)展。 本文以國(guó)家大學(xué)科技園“十五”發(fā)展規(guī)劃綱要和國(guó)家大學(xué)科技園評(píng)估(驗(yàn)收)指標(biāo)體系作為大學(xué)科技園功能定位的指導(dǎo)思想,對(duì)大學(xué)科技園的功能進(jìn)行了分析定位,在分析大學(xué)科技園功能定位的基礎(chǔ)上,構(gòu)建了大學(xué)科技園發(fā)展評(píng)價(jià)指標(biāo)體系,并基于中心法和最大熵-逼近理想值方法,建立組合賦權(quán)模型。選取6家大學(xué)科技園作為評(píng)價(jià)對(duì)象,采用AHP和熵值法,根據(jù)本文建立的組合賦權(quán)模型,計(jì)算組合權(quán)重,最后對(duì)6家大學(xué)科技園的發(fā)展?fàn)顩r進(jìn)行評(píng)價(jià),并根據(jù)評(píng)價(jià)結(jié)果,比較各大學(xué)科技園發(fā)展中的優(yōu)勢(shì)和不足,確定影響大學(xué)科技園發(fā)展的關(guān)鍵因素,進(jìn)而從確立大學(xué)科技園在現(xiàn)代科技發(fā)展中的主體地位、加強(qiáng)政產(chǎn)學(xué)研協(xié)同創(chuàng)新,完善大學(xué)科技園功能和改變大學(xué)科技園發(fā)展模式三個(gè)方面,提高大學(xué)科技園在社會(huì)的影響力度,提出促進(jìn)我國(guó)大學(xué)科技園發(fā)展的相關(guān)對(duì)策。
[Abstract]:The university science and technology park, relying on the university, mainly relies on the faculty and scientific research strength of the university to improve the speed of high-tech industrialization. It is not only the incubating center of small and medium-sized enterprises with science and technology as the first productive force. Also is the university teaching, the scientific research and the social economic development unifies the window. The development of the university science and technology park must be based on the accurate analysis of the function of the university science and technology park, and the scientific evaluation index system of the university science and technology park is the evaluation basis for the development of the university science and technology park. Also has the important guiding significance to the university science and technology park development. Therefore, it is necessary to have a set of perfect function orientation and development evaluation system, which can be used to locate, analyze and evaluate the development of university science and technology park. Although great progress has been made in the evaluation of the development of university science and technology parks in China, there is no unified and authoritative evaluation index system, especially the index system of development evaluation. The function orientation is not accurate, the evaluation index system is not perfect, the evaluation method is not scientific, all these will affect the sustainable development of the university science and technology park of our country. Based on the outline of the National University Science and Technology Park's "Tenth Five-Year Plan" and the evaluation (acceptance) index system of the national university science and technology park as the guiding ideology of the function orientation of the university science and technology park, this paper analyzes the function of the university science and technology park. On the basis of analyzing the function orientation of the university science and technology park, the evaluation index system of the university science park development is constructed, and the combination weight model is established based on the central method and the maximum entropy-approaching ideal value method. Six university science parks are selected as evaluation objects, and the combined weights are calculated according to the combined weight model established in this paper by using AHP and entropy method. Finally, the development status of six university science and technology parks is evaluated, and the evaluation results are given. By comparing the advantages and disadvantages in the development of university science and technology parks, the key factors affecting the development of university science and technology parks are determined, and the main position of university science and technology parks in the development of modern science and technology is established, and the cooperative innovation of politics, production, education and research is strengthened. In order to improve the function of university science park and change the development mode of university science park, the influence of university science park on society is improved, and the relevant countermeasures are put forward to promote the development of university science and technology park in our country.
