【摘要】：近年來,隨著高校擴(kuò)招政策的實(shí)施,我國(guó)大學(xué)生總量性失業(yè)現(xiàn)象越來越嚴(yán)重,受到社會(huì)各界的廣泛關(guān)注。 本文在凱恩斯周期總量性失業(yè)模型框架下,結(jié)合我國(guó)大學(xué)生勞動(dòng)力市場(chǎng)的特殊性,分析了大學(xué)生總量性失業(yè)產(chǎn)生的原因。主要原因包括過高的高等教育投資回報(bào)、過度高等教育補(bǔ)貼、企業(yè)經(jīng)驗(yàn)歧視行為和金融危機(jī)的影響。其中,過高的高等教育投資回報(bào)是指,在官本位思想的作用下,我國(guó)高等教育投資除了可獲得直接貨幣收益外,還能收獲心理滿足和地位提升等不可量化的投資回報(bào)；過度的高等教育補(bǔ)貼是指,政府和社會(huì)對(duì)高等教育補(bǔ)貼超過了高等教育的外部收益；企業(yè)經(jīng)驗(yàn)歧視行為則是用人單位在招聘員工時(shí),設(shè)定一些不合理的最低工作年限要求,使得應(yīng)屆畢業(yè)生被拒之門外；金融危機(jī)的影響主要是指08年次貸危機(jī)以來國(guó)際環(huán)境變化對(duì)我國(guó)經(jīng)濟(jì)的沖擊。在此基礎(chǔ)上,本文放寬了傳統(tǒng)教育投資模型中完全就業(yè)假設(shè)條件,在模型中引入了失業(yè)概率,從而將期望預(yù)期收益取代預(yù)期收益概念,進(jìn)一步分析了總量性失業(yè)條件下的個(gè)人高等教育投資決策行為,并提出,上不上大學(xué)的收入流差額過大導(dǎo)致了我國(guó)大學(xué)生總量性失業(yè)長(zhǎng)期存在。大學(xué)生總量性失業(yè)影響到我國(guó)經(jīng)濟(jì)社會(huì)的發(fā)展,針對(duì)該問題產(chǎn)生的原因提出了五項(xiàng)對(duì)策：調(diào)低高等教育過高投資回報(bào)、提高非高等教育投資回報(bào)、完善高等教育補(bǔ)貼機(jī)制、規(guī)范用人單位用人制度和積極應(yīng)對(duì)金融危機(jī)。
[Abstract]:In recent years, with the implementation of the policy of college enrollment expansion, the phenomenon of total unemployment of college students in China is becoming more and more serious, which has received extensive attention from all walks of life. Under the framework of Keynesian periodic total unemployment model and the particularity of the labor market of college students in China, this paper analyzes the causes of the total unemployment of college students. The main causes include excessive return on investment in higher education, subsidies for excessive higher education, discriminatory behavior of enterprise experience and the impact of the financial crisis. Among them, the excessive return on higher education investment means that under the function of the official standard thought, the higher education investment in our country can not only obtain the direct monetary income, but also reap the unquantifiable return on investment, such as psychological satisfaction and status improvement. Excessive subsidies for higher education refer to the fact that the government and society have exceeded the external benefits of higher education, and the discriminatory behavior of enterprise experience means that employers set some unreasonable minimum working life requirements when recruiting employees. The impact of the financial crisis mainly refers to the impact of international environmental changes on China's economy since the subprime mortgage crisis of 2008. On this basis, we relax the assumption of full employment in the traditional educational investment model, introduce unemployment probability into the model, and replace the expected income with the expected income. This paper further analyzes the investment decision-making behavior of individual higher education under the condition of total unemployment, and points out whether the excess of income flow in college leads to the long-term existence of total unemployment of college students in our country. The total unemployment of college students affects the economic and social development of our country. In view of the causes of this problem, this paper puts forward five countermeasures: to lower the high return on investment in higher education, to improve the return on investment of non-higher education, and to perfect the subsidy mechanism of higher education. We should standardize the employing system of employers and actively respond to the financial crisis.
