基于勝任特征的高校中層領(lǐng)導(dǎo)干部績(jī)效考核研究

【摘要】:對(duì)高校中層領(lǐng)導(dǎo)干部進(jìn)行績(jī)效考核綜合評(píng)價(jià),是識(shí)人用人的重要手段,是干部工作的基礎(chǔ)。建立高校中層領(lǐng)導(dǎo)干部績(jī)效考核系統(tǒng),運(yùn)用科學(xué)的方法、合理的標(biāo)準(zhǔn)和完善的程序,對(duì)高校中層領(lǐng)導(dǎo)干部履行工作職責(zé)的情況進(jìn)行全面、客觀、準(zhǔn)確的客觀評(píng)價(jià),目的是以考核為抓手全面加強(qiáng)高校中層領(lǐng)導(dǎo)干部隊(duì)伍建設(shè)。建立高校中層領(lǐng)導(dǎo)干部考核評(píng)價(jià)體系,是深化干部人事制度改革,推進(jìn)選人用人工作科學(xué)化、民主化、制度化建設(shè)的重要舉措,對(duì)于建設(shè)朝氣蓬勃、奮發(fā)有為的中層干部隊(duì)伍,提高中層領(lǐng)導(dǎo)干部的領(lǐng)導(dǎo)能力和工作水平,調(diào)動(dòng)中層領(lǐng)導(dǎo)干部的主動(dòng)性、積極性和創(chuàng)造性,具有十分重要的實(shí)踐意義。 高校中層領(lǐng)導(dǎo)干部的管理水平、管理效能如何,直接關(guān)系到高校人才培養(yǎng)的目標(biāo),關(guān)系到高校的改革發(fā)展。本研究基于高校中層領(lǐng)導(dǎo)干部德、能、勤、績(jī)、廉五個(gè)方面的勝任特征,從與高校中層干部考核相關(guān)的績(jī)效考核理論等入手,以中共中央2009年6月通過(guò)的《關(guān)于建立促進(jìn)科學(xué)發(fā)展的黨政領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部考核評(píng)價(jià)機(jī)制的意見(jiàn)》等為依據(jù),旨在建立體現(xiàn)科學(xué)發(fā)展觀與正確政績(jī)觀、符合高校實(shí)際的中層領(lǐng)導(dǎo)干部考核評(píng)價(jià)系統(tǒng),為推進(jìn)高校中層領(lǐng)導(dǎo)干部考核評(píng)價(jià)實(shí)踐的深入開(kāi)展拋磚引玉。 本研究從當(dāng)今高校中層領(lǐng)導(dǎo)干部考核的現(xiàn)狀與存在的問(wèn)題出發(fā),分析提出了構(gòu)建績(jī)效考評(píng)體系的基本思路,并對(duì)如何進(jìn)行評(píng)價(jià)實(shí)踐和結(jié)果反饋運(yùn)用等作了探索和完善。
[Abstract]:The comprehensive evaluation of the performance of middle level leading cadres in colleges and universities is an important means to recognize and employ people and is the basis of cadre work. To establish a performance appraisal system for middle-level leading cadres in colleges and universities, and to make a comprehensive, objective and accurate evaluation of the performance of middle-level leading cadres in colleges and universities by using scientific methods, reasonable standards and perfect procedures. The aim is to strengthen the construction of middle-level leading cadres in colleges and universities. The establishment of an assessment and evaluation system for middle-level leading cadres in colleges and universities is an important measure to deepen the reform of the cadre and personnel system, to promote the scientific, democratic and institutionalized construction of the selection and employment of personnel, and to build a vigorous and energetic contingent of middle-level cadres. It is of great practical significance to improve the leading ability and work level of middle level leading cadres and to arouse their initiative, enthusiasm and creativity. The management level and efficiency of middle-level leading cadres in colleges and universities are directly related to the goal of talent cultivation in colleges and universities, and to the reform and development of colleges and universities. This study is based on the five aspects of competence, such as morality, ability, diligence, achievement and incorruptibility of the middle level leading cadres in colleges and universities, starting with the theory of performance appraisal related to the appraisal of middle level cadres in colleges and universities. On the basis of "opinions on establishing the Evaluation Mechanism of the Party and Government leading bodies and leading cadres to promote Scientific Development", adopted by the CPC Central Committee in June 2009, the purpose of this paper is to establish a scientific outlook on development and a correct view on achievements. The evaluation system of middle-level leading cadres in accordance with the actual situation in colleges and universities, which is helpful to promote the practice of evaluation and evaluation of middle-level leading cadres in colleges and universities. Starting from the present situation and existing problems of the evaluation of middle level leading cadres in colleges and universities, this paper analyzes and puts forward the basic ideas of constructing the performance appraisal system, and explores and perfects how to carry out the evaluation practice and the application of the result feedback.
