我國大學(xué)技術(shù)轉(zhuǎn)移模式比較研究

【摘要】:隨著全球化和知識經(jīng)濟(jì)時(shí)代的到來,大學(xué)技術(shù)轉(zhuǎn)移問題已成為世界各國在經(jīng)濟(jì)與社會發(fā)展過程中高度關(guān)注的一個(gè)十分重要的問題。為此,許多國家政府紛紛制定、調(diào)整本國的科技發(fā)展政策,以便有效地促進(jìn)大學(xué)的技術(shù)轉(zhuǎn)移。為了同世界各國遙相呼應(yīng),縮短我國同發(fā)達(dá)國家之間的差距,我國也先后實(shí)施了科教興國、創(chuàng)新型國家建設(shè)等全局性發(fā)展戰(zhàn)略,并采取了許多富有成效的措施,鼓勵(lì)大學(xué)開展形式多樣的技術(shù)轉(zhuǎn)移活動。正是基于這種背景,學(xué)界有關(guān)大學(xué)技術(shù)轉(zhuǎn)移問題的研究,才成為學(xué)者們高度關(guān)注的重要問題?v觀學(xué)界圍繞著大學(xué)技術(shù)轉(zhuǎn)移模式問題展開的研究,或聚焦于大學(xué)技術(shù)轉(zhuǎn)移模式類型的研究,或集中于大學(xué)技術(shù)轉(zhuǎn)移模式存在問題的研究,或側(cè)重于解決大學(xué)技術(shù)轉(zhuǎn)移模式問題的對策探討?梢,探討大學(xué)技術(shù)轉(zhuǎn)移模式的比較問題,是屬于一個(gè)既有理論價(jià)值、又具有實(shí)踐意義的選題?傮w而言,選題研究主要集中在以下內(nèi)容:首先,闡述了我國大學(xué)技術(shù)轉(zhuǎn)移模式比較研究的選題目的及意義,梳理了學(xué)界圍繞著大學(xué)技術(shù)轉(zhuǎn)移模式展開的諸多研究文獻(xiàn),并進(jìn)行了簡要評析,在此基礎(chǔ)上確定選題的研究思路、主要內(nèi)容以及運(yùn)用的研究方法;其次,界定了選題涉及到的模式、技術(shù)轉(zhuǎn)移和技術(shù)轉(zhuǎn)移模式等基本概念,闡述了我國大學(xué)技術(shù)轉(zhuǎn)移模式比較研究運(yùn)用的學(xué)術(shù)資本主義理論和知識生產(chǎn)模式Ⅱ理論;再次,對學(xué)界涉及到的我國大學(xué)技術(shù)轉(zhuǎn)移的7種模式進(jìn)行了整理、概括,合并“成果轉(zhuǎn)讓模式”、“聯(lián)合研發(fā)模式”和“自我研發(fā)模式”三類,并將這三類模式進(jìn)行了兩兩比較,從大學(xué)內(nèi)部和外部兩個(gè)方面分析了導(dǎo)致我國大學(xué)技術(shù)轉(zhuǎn)移模式異同的主要原因;最后,在我國大學(xué)技術(shù)轉(zhuǎn)移模式比較研究結(jié)論的基礎(chǔ)上,指出了目前如何完善我國大學(xué)技術(shù)轉(zhuǎn)移模式的主要經(jīng)驗(yàn)建議和注意問題,并從大學(xué)、企業(yè)和政府三個(gè)方面闡述了未來我國大學(xué)技術(shù)轉(zhuǎn)移模式完善的主要舉措。同以往大學(xué)技術(shù)轉(zhuǎn)移模式相關(guān)研究不同的是,選題研究以學(xué)術(shù)資本主義和知識生產(chǎn)模式Ⅱ?yàn)槔碚摶A(chǔ),一方面將我國大學(xué)7種技術(shù)轉(zhuǎn)移模式整理、概括為3類,構(gòu)成了展開選題研究的前提:另一方面運(yùn)用比較研究的結(jié)論,從目前和未來兩個(gè)方面闡述了完善我國大學(xué)技術(shù)轉(zhuǎn)移模式的若干主要對策。就選題研究的下一階段目標(biāo)而言,有關(guān)我國大學(xué)技術(shù)轉(zhuǎn)移模式比較研究的價(jià)值基礎(chǔ)問題和不同國別大學(xué)技術(shù)轉(zhuǎn)移模式比較問題,是今后一段時(shí)期值得進(jìn)一步研究和探討的兩方面主要問題。
[Abstract]:With the advent of globalization and the era of knowledge economy, the transfer of university technology has become a very important issue in the process of economic and social development all over the world. For this reason, many governments have formulated and adjusted their science and technology development policies in order to effectively promote technology transfer in universities. In order to keep pace with the rest of the world and shorten the gap between China and the developed countries, China has successively implemented the overall development strategy of revitalizing the country through science and education and building an innovative country, and has taken many fruitful measures. Universities are encouraged to carry out various forms of technology transfer activities. It is against this background that the academic research on university technology transfer has become an important issue that scholars pay close attention to. Throughout the academic circles around the university technology transfer model research, or focus on the university technology transfer model type of research, or focus on the university technology transfer model problems, Or focus on solving the problem of university technology transfer mode of countermeasures. Therefore, it is of both theoretical value and practical significance to discuss the comparative problem of university technology transfer mode. In general, the research focuses on the following contents: firstly, this paper expounds the purpose and significance of the comparative research on the mode of university technology transfer in China, and combs many research documents about the mode of university technology transfer in academic circles. On the basis of this, the research ideas, main contents and applied research methods are determined. Secondly, the basic concepts such as model, technology transfer and technology transfer model are defined. This paper expounds the theories of academic capitalism and knowledge production mode used in the comparative study of university technology transfer mode in China, and summarizes the seven models of university technology transfer involved in academic circles. Combining the three models of "transfer of results", "Joint R & D" and "Self-R & D", and comparing these three models in pairs, This paper analyzes the main reasons leading to the similarities and differences of university technology transfer modes from the internal and external aspects of universities, and finally, on the basis of the comparative research conclusions of university technology transfer models in China, This paper points out the main experience suggestions and problems on how to perfect the mode of university technology transfer in our country at present, and expounds the main measures of perfecting the mode of university technology transfer in our country in the future from three aspects of university, enterprise and government.
