浙江省高等教育規(guī)模、結(jié)構(gòu)與區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展研究

【摘要】:教育與經(jīng)濟(jì)的相互關(guān)系一直是教育經(jīng)濟(jì)學(xué)界關(guān)注的重要課題。而其中與經(jīng)濟(jì)聯(lián)系最直接、最密切的部分——高等教育與經(jīng)濟(jì)之間的關(guān)系更是近年來(lái)研究的熱點(diǎn)問(wèn)題,特別是上世紀(jì)90年代以來(lái)高等教育與區(qū)域經(jīng)濟(jì)之間的協(xié)調(diào)發(fā)展研究越來(lái)越受到各級(jí)政府和學(xué)術(shù)界的關(guān)注。浙江的市場(chǎng)程度發(fā)展比較完善且高等教育近十幾年來(lái)取得了驚人的成績(jī),但對(duì)浙江省高等教育與經(jīng)濟(jì)協(xié)調(diào)性問(wèn)題卻鮮有系統(tǒng)研究。對(duì)浙江高等教育與經(jīng)濟(jì)協(xié)調(diào)發(fā)展問(wèn)題進(jìn)行研究,既具有填補(bǔ)研究空白的理論意義,又對(duì)指導(dǎo)兩者高層次協(xié)調(diào)發(fā)展進(jìn)而推動(dòng)浙江社會(huì)和諧發(fā)展有著實(shí)踐意義。 本文結(jié)合高等教育發(fā)展現(xiàn)狀,綜合運(yùn)用經(jīng)濟(jì)學(xué)、統(tǒng)計(jì)學(xué)、管理學(xué)和教育學(xué)的理論與方法,以人力資本理論、區(qū)域競(jìng)爭(zhēng)力理論、三螺旋理論等為理論分析基礎(chǔ),通過(guò)對(duì)浙江高等教育發(fā)展規(guī)模和結(jié)構(gòu)以及經(jīng)濟(jì)發(fā)展的規(guī)模和產(chǎn)業(yè)結(jié)構(gòu)的相關(guān)性、回歸分析,深入研究了浙江省高等教育與經(jīng)濟(jì)發(fā)展之間的協(xié)調(diào)關(guān)系。 縱向上浙江省近三十年來(lái)高等教育和區(qū)域經(jīng)濟(jì)都得到了飛速發(fā)展,高等教育的規(guī)模與區(qū)域經(jīng)濟(jì)發(fā)展基本協(xié)調(diào),而高等教育的專業(yè)結(jié)構(gòu)、區(qū)域結(jié)構(gòu)、層次結(jié)構(gòu)與區(qū)域經(jīng)濟(jì)發(fā)展存在一定程度的不協(xié)調(diào)。橫向上,與全國(guó)各省市高等教育與經(jīng)濟(jì)發(fā)展?fàn)顩r相比,浙江高等教育的發(fā)展滯后于區(qū)域經(jīng)濟(jì)發(fā)展,高等教育規(guī)模及結(jié)構(gòu)與經(jīng)濟(jì)發(fā)展不協(xié)調(diào)。其原因不僅與高等教育的發(fā)展基礎(chǔ)有關(guān),還與市場(chǎng)化程度和高等教育的發(fā)展環(huán)境有關(guān) 最后本文針對(duì)浙江高等教育與經(jīng)濟(jì)協(xié)調(diào)性存在的問(wèn)題,提出了以下對(duì)策和思路:適度規(guī)模,兼顧經(jīng)濟(jì)發(fā)展;結(jié)構(gòu)調(diào)整、統(tǒng)籌兼顧,適應(yīng)社會(huì)需求;組織創(chuàng)新,大力發(fā)展促進(jìn)高等教育與區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展的新型組織機(jī)構(gòu);創(chuàng)新機(jī)制,進(jìn)一步推進(jìn)高校與經(jīng)濟(jì)組織的互動(dòng)合作
[Abstract]:The relationship between education and economy has always been an important issue in educational economics circles. Among them, the relationship between higher education and the economy, which has the most direct and close relationship with the economy, has been a hot issue in recent years. Especially, the coordinated development between higher education and regional economy has been paid more and more attention by governments and academic circles since 1990s. The market level of Zhejiang Province is relatively perfect and the higher education has made remarkable achievements in the past ten years, but the coordination between higher education and economy in Zhejiang Province has rarely been systematically studied. The study on the coordinated development of higher education and economy in Zhejiang has the theoretical significance of filling up the research blank and the practical significance of guiding the high-level coordinated development of the two and promoting the harmonious development of Zhejiang society. Based on the theory and method of economics, statistics, management and pedagogy, this paper takes the theory of human capital, the theory of regional competitiveness and the theory of triple helix as the theoretical basis. Based on the correlation between the development scale and structure of Zhejiang higher education and the scale of economic development and industrial structure, this paper studies the harmonious relationship between higher education and economic development in Zhejiang Province. Vertically, higher education and regional economy in Zhejiang Province have developed rapidly in the past 30 years. The scale of higher education is basically coordinated with the development of regional economy, while the professional structure and regional structure of higher education are basically coordinated. There is a certain degree of incoordination between hierarchy and regional economic development. Horizontally, the development of higher education in Zhejiang lags behind the development of regional economy, and the scale and structure of higher education are not in harmony with economic development, compared with the situation of higher education and economic development in various provinces and cities of China. The reasons are not only related to the development basis of higher education, but also related to the degree of marketization and the development environment of higher education. Finally, this paper aims at the problems existing in the coordination of higher education and economy in Zhejiang Province. This paper puts forward the following countermeasures and ideas: moderate scale, taking into account economic development; structural adjustment, overall planning, adapting to social needs; organizational innovation, vigorously developing new organizational institutions to promote the coordinated development of higher education and regional economy; innovative mechanism, Further promoting the Interactive Cooperation between Universities and Economic organizations
