【摘要】：目前大學生到農村就業(yè)還是以政府為主導，方式包括“大學生志愿服務西部計劃”、“三支一扶計劃”、“農村教育特崗計劃”、“大學生到村任職計劃”四種，它不僅減輕了社會就業(yè)壓力，鍛煉了大學生素質，也為農村培養(yǎng)了年輕干部。 首先，本文從當前大學生就業(yè)難這個問題出發(fā)，，分析了當前大學生到農村就業(yè)的四種途徑，指出了大學生到農村就業(yè)存在的問題及障礙，這些障礙包括：實際選擇到農村就業(yè)的大學生量少，大學生所學與崗位所需結合度低，農村就業(yè)的大學生實際流失率較高，大學生就業(yè)觀需改變，現(xiàn)有的政策缺乏長效機制，政府主導的就業(yè)途徑和去向較單一。 其次，針對大學生農村就業(yè)出現(xiàn)的困難和問題，提出了幾項解決對策：政府方面要落實政策、準確定位基層就業(yè)崗位，高校要優(yōu)化人才培養(yǎng)目標，畢業(yè)生要樹立從農村做起的新觀念、正確處理就業(yè)與創(chuàng)業(yè)的關系等。 最后，以“大學生村官”為例做了實證分析，闡述了“大學生村官”政策的形成過程、村官工作的發(fā)展道路，村官計劃實施的現(xiàn)狀、問題及完善村官政策的建議，指出大學生農村就業(yè)不僅是個人前途發(fā)展的正確選擇也是新時期社會發(fā)展和農村建設的有力保障。
[Abstract]:At present, the government is still the leading source of employment for college students in rural areas, including the "Western Plan for College students' Voluntary Service", the "three families and one support Program", the "Rural Education Special Post Program," and the "College Student to Village Employment Program." It not only reduces the pressure of social employment, exercises the quality of college students, but also cultivates young cadres in rural areas. First of all, starting from the problem of college students' employment difficulty, this paper analyzes the four ways for college students to obtain employment in rural areas, and points out the problems and obstacles that exist in the employment of college students in rural areas. These obstacles include: the small number of college students who actually choose to work in rural areas, the low degree of combination between what they have learned and their jobs, the higher actual wastage rate of rural employment students, the need to change their employment outlook, and the lack of long-term effective mechanisms for existing policies. The government-led employment path and destination are relatively single. Secondly, in view of the difficulties and problems in the employment of college students in rural areas, this paper puts forward several countermeasures: the government should carry out the policies, locate the employment posts at the grass-roots level accurately, and colleges and universities should optimize the training objectives of talents. Graduates should set up a new concept of starting from the countryside and correctly handle the relationship between employment and entrepreneurship. Finally, taking "university student village official" as an example, the paper makes an empirical analysis, expounds the forming process of "university student village official" policy, the development road of village official work, the present situation of village official plan implementation, the problems and the suggestion of perfecting village official policy. It is pointed out that the employment of college students in rural areas is not only the right choice for their future development, but also a strong guarantee for social development and rural construction in the new period.
