【摘要】：近些年來(lái),內(nèi)蒙古經(jīng)濟(jì)持續(xù)高速發(fā)展,引起社會(huì)各界的廣泛關(guān)注,這種迅猛發(fā)展的勢(shì)頭被稱(chēng)為“內(nèi)蒙古現(xiàn)象”。 但是內(nèi)蒙古經(jīng)濟(jì)快速增長(zhǎng)的背后存在許多問(wèn)題,對(duì)這些問(wèn)題進(jìn)行分析得出,內(nèi)蒙古經(jīng)濟(jì)發(fā)展對(duì)科技進(jìn)步和高素質(zhì)、高技能人才需求迫切。因此內(nèi)蒙古急需加大人力資本投資,高水平的人力資本能夠促進(jìn)生產(chǎn)領(lǐng)域科技創(chuàng)新、促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、增加人民收入。而人力資本投資最基本的形式就是教育投資,基于內(nèi)蒙古急切需要高素質(zhì)和高技能人才的現(xiàn)實(shí),內(nèi)蒙古需要大力發(fā)展高等教育。 高等教育要發(fā)展,充足的經(jīng)費(fèi)來(lái)源是關(guān)鍵,教育經(jīng)費(fèi)的多少直接影響高等教育發(fā)展的規(guī)模和質(zhì)量。本文著重對(duì)內(nèi)蒙古普通高等學(xué)校教育投資各渠道進(jìn)行分析,并與全國(guó)各地區(qū)地方屬普通高等學(xué)校作比較,分析各來(lái)源渠道的經(jīng)費(fèi)現(xiàn)狀、存在的問(wèn)題及原因,并對(duì)各來(lái)源渠道的潛力進(jìn)行分析,從而得出內(nèi)蒙古普通高等學(xué)校未來(lái)經(jīng)費(fèi)發(fā)展方向,更好地促進(jìn)內(nèi)蒙古普通高等教育健康、持續(xù)、快速發(fā)展。 高等教育的快速發(fā)展,必然為內(nèi)蒙古經(jīng)濟(jì)發(fā)展注入大量高素質(zhì)和高科技人才解決內(nèi)蒙古經(jīng)濟(jì)發(fā)展中對(duì)人力資本的迫切需求。根據(jù)人力資本理論,提高人力資本水平能夠從根本上解決內(nèi)蒙古經(jīng)濟(jì)發(fā)展中存在的問(wèn)題。
[Abstract]:In recent years, the sustained and rapid economic development in Inner Mongolia has attracted wide attention from all walks of life, and the momentum of rapid development is called "Inner Mongolia phenomenon". However, there are many problems behind the rapid economic growth in Inner Mongolia. The analysis of these problems shows that the development of Inner Mongolia economy is in urgent need of scientific and technological progress, high quality and high skill talents. Therefore, Inner Mongolia is in urgent need of increasing investment in human capital. The high level of human capital can promote scientific and technological innovation in the production field, promote the upgrading of industrial structure, and increase people's income. The most basic form of human capital investment is education investment. Based on the reality that Inner Mongolia urgently needs high-quality and highly skilled personnel, Inner Mongolia needs to vigorously develop higher education. To develop higher education, adequate sources of funds are the key, and the amount of educational funds directly affects the scale and quality of the development of higher education. This paper focuses on the analysis of various channels of education investment in ordinary colleges and universities in Inner Mongolia, and compares them with those of local colleges and universities in various regions of the country, and analyzes the current situation, existing problems and causes of the funds from various sources. By analyzing the potential of various sources, we can find out the direction of the development of the future funds of the ordinary colleges and universities in Inner Mongolia, and better promote the healthy, sustained and rapid development of the ordinary higher education in Inner Mongolia. The rapid development of higher education is bound to inject a large number of high-quality and high-tech talents into the economic development of Inner Mongolia to solve the urgent needs of human capital in the economic development of Inner Mongolia. According to the theory of human capital, raising the level of human capital can fundamentally solve the problems existing in the economic development of Inner Mongolia.
