【摘要】：高校幫困助學工作是我國高等教育工作的重要組成部分,隨著高等教育改革的不斷深入,高校貧困學生比例逐年上升,他們是學校中的一個弱勢群體,需要政府、高校、社會力量共同參與來幫助他們解決學習和生活上遇到的困難。近年來,家庭經(jīng)濟困難學生這一特殊群體已經(jīng)引起各方關注,國家加大了對他們的資助力度,高校也努力在經(jīng)濟、心理、學業(yè)上全方位、多角度的幫助他們順利完成大學學業(yè)。本文主要通過幾個章節(jié),對高校幫困助學工作的進行探究,分析貧困學生群體產(chǎn)生的原因,尋找合理解決問題的辦法,從而既能提升高校幫困助學資助工作的整體效果,也能更加有效地幫助貧困學生更好的完成學業(yè)。 第一部分：緒論。主要闡述了論文選題意義、研究現(xiàn)狀以及論文研究的內(nèi)容、思路與研究方法。 第二部分：建立高校幫困助學體系必要性的研究。闡述了家庭經(jīng)濟困難學生現(xiàn)狀及貧困原因、我國資助體系的內(nèi)容及現(xiàn)狀。對調(diào)研對象發(fā)放《建立和完善高校幫困助學體系的必要性的調(diào)查問卷》,回收并分析數(shù)據(jù)。總結我國資助工作開展過程中所遇到的各種問題,如：資助力度不夠、資助范圍較小、資金來源渠道較窄、校內(nèi)勤工助學崗位較少等問題,研究建立高校幫困助學體系的必要性。 第三部分：分析幫困助學資助體系的內(nèi)容及其存在的問題。將幫困助學體系內(nèi)容進行分類,將資助內(nèi)容劃分為獎學金、無償資助、有償資助三類,并分析各類資助內(nèi)容所存在的問題。 第四部分：分析幫困助學管理體系的內(nèi)容及其不足。分別闡述了政府監(jiān)督管理體系及高校幫困助學管理體系的內(nèi)容,同時分析了輔導員在幫困助學過程中所起的作用。介紹了如何完善家庭經(jīng)濟困難學生檔案數(shù)據(jù)庫；民主化管理的流程；輔導員在建立有效監(jiān)督機制、心理疏導及就業(yè)幫扶中的作用；分析并提出目前幫困助學管理體系中亟待解決的問題。 第五部分：提出完善幫困助學體系過程的對策。前幾章節(jié)已經(jīng)提出幫困助學資助體系及管理體系的問題,本章節(jié)找出相關解決對策。闡述如何加強政府部門的監(jiān)督和管理,發(fā)揮高校在幫困助學工作中的作用,分析如何合理規(guī)劃幫困助學結構,提出了諸如：弱化無償資助,強化有償資助；構建有償資助監(jiān)管機制,減少欠費行為的發(fā)生；加快幫困助學體系法律建設；拓展社會資助渠道及避免學費過渡上漲等方法。
[Abstract]:The work of helping poor students in colleges and universities is an important part of the work of higher education in our country. With the deepening of the reform of higher education, the proportion of poor students in colleges and universities is rising year by year. They are a weak group in schools, and need the government and universities. Social forces work together to help them solve their learning and life problems. In recent years, the special group of students with family financial difficulties has attracted the attention of all parties. The state has increased its financial support to them, and colleges and universities have also made efforts to help them successfully complete their college studies from all aspects of economic, psychological and academic aspects. This article mainly through several chapters, carries on the inquiry to the university to help the impoverished student work, analyzes the reason which the impoverished student group produces, looks for the reasonable solution method, thus can enhance the university to help the impoverished student assistance work the overall effect, It can also help poor students to finish their studies more effectively. Part one: introduction. This paper mainly describes the significance, research status, research content, ideas and research methods. The second part: the research on the necessity of setting up the system of helping the needy students in colleges and universities. This paper expounds the present situation and the causes of poverty of the students with financial difficulties in their families, and the contents and present situation of the financial aid system in our country. The questionnaire on the necessity of establishing and perfecting the system of helping poor students in colleges and universities was issued, and the data were collected and analyzed. This paper summarizes the various problems encountered in the process of carrying out the financial aid work in China, such as insufficient financial support, small scope of funding, narrow channels of funding sources, fewer part-time work and study posts in schools, and so on. To study the necessity of setting up the system of helping the needy students in colleges and universities. The third part: analyze the contents and problems of the aid system. The contents of the aid system are classified into three categories: scholarship, free and paid, and the problems existing in all kinds of financial support are analyzed. The fourth part: analyze the content and deficiency of the management system of helping poor students. This paper expounds the contents of government supervision and management system and the management system of helping poor students in colleges and universities, and analyzes the role played by counselors in the process of helping needy students. This paper introduces how to improve the archives database of students with financial difficulties, the process of democratic management, the role of counselors in establishing effective supervision mechanism, psychological counseling and employment support. This paper analyzes and puts forward the problems to be solved urgently in the management system of helping poor students. The fifth part: put forward the countermeasure of perfecting the system of helping poor students. The previous chapters have put forward the problems of aid system and management system. This paper expounds how to strengthen the supervision and management of government departments, gives full play to the role of colleges and universities in the work of helping poor students, analyzes on how to rationally plan the structure of helping poor students, and puts forward such as: weakening the free financial aid and strengthening the paid financial assistance; To construct the supervision mechanism of paid financial aid, to reduce the occurrence of overdue fees, to speed up the legal construction of the aid system, to expand the channels of social assistance and to avoid the excessive increase in tuition fees, and so on.
