【摘要】：創(chuàng)新是一個(gè)民族進(jìn)步的靈魂，是一個(gè)區(qū)域發(fā)展的不竭動(dòng)力。知識(shí)經(jīng)濟(jì)的到來，以知識(shí)為核心的高新技術(shù)成為衡量一個(gè)國家或區(qū)域的綜合實(shí)力的重要指標(biāo)，越來越?jīng)Q定其在國際競(jìng)爭(zhēng)中的輸贏和成敗。高等院校作為知識(shí)創(chuàng)新和科技創(chuàng)新的主要基地，，通過為社會(huì)輸送高素質(zhì)人才和提供高端的科技成果，提高勞動(dòng)者素質(zhì)和生產(chǎn)力水平，促進(jìn)社會(huì)經(jīng)濟(jì)和科學(xué)技術(shù)的進(jìn)步和發(fā)展。 本文以經(jīng)濟(jì)增長(zhǎng)理論、技術(shù)創(chuàng)新理論和國家科技創(chuàng)新理論為依據(jù)，首先對(duì)高�？萍紕�(chuàng)新的內(nèi)涵進(jìn)行了界定。在此基礎(chǔ)上，以教育部科學(xué)技術(shù)司主編的2001-2009年的《中國統(tǒng)計(jì)年鑒》中關(guān)于河北省高校科技創(chuàng)新投入、產(chǎn)出狀況，經(jīng)濟(jì)發(fā)展?fàn)顩r的統(tǒng)計(jì)數(shù)據(jù)，對(duì)2001-2009年高校科技創(chuàng)新對(duì)河北省經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率進(jìn)行了測(cè)算。最后通過對(duì)河北高校科技創(chuàng)新狀況的實(shí)證研究及分析，提出提升河北省高校科技創(chuàng)新能力的對(duì)策，增強(qiáng)河北省高校科技創(chuàng)新在經(jīng)濟(jì)發(fā)展中的作用，促進(jìn)河北省盡快實(shí)現(xiàn)由經(jīng)濟(jì)大省向經(jīng)濟(jì)強(qiáng)省的轉(zhuǎn)變。 本論文分為四章。緒論部分包括問題的提出、研究意義、研究綜述、研究思路和方法等幾方面的內(nèi)容。第一章是高校科技創(chuàng)新對(duì)河北省經(jīng)濟(jì)發(fā)展作用的理論依據(jù)，主要包括：經(jīng)濟(jì)增長(zhǎng)理論、技術(shù)創(chuàng)新理論和國家科技創(chuàng)新理論。第二章是高校科技創(chuàng)新與河北省經(jīng)濟(jì)發(fā)展的互動(dòng)關(guān)系研究，通過對(duì)高校科技創(chuàng)新的投入——產(chǎn)出現(xiàn)狀和河北省經(jīng)濟(jì)發(fā)展?fàn)顩r及影響因素分析，闡釋高校科技創(chuàng)新與河北省經(jīng)濟(jì)發(fā)展之間的互動(dòng)關(guān)系。第三章是河北省高校科技創(chuàng)新對(duì)經(jīng)濟(jì)增長(zhǎng)貢獻(xiàn)率的測(cè)算，該部分首先采用柯布——道格拉斯生產(chǎn)函數(shù)模型測(cè)算出河北省科技創(chuàng)新對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率的基礎(chǔ)上，運(yùn)用馬克思的復(fù)雜勞動(dòng)簡(jiǎn)化法將高�？萍紕�(chuàng)新的貢獻(xiàn)份額從中分離出來，測(cè)算出河北省高�？萍紕�(chuàng)新對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率，并將其與我國東部其它地區(qū)進(jìn)行橫向比較，明確河北省高校科技創(chuàng)新在河北省及整個(gè)東部地區(qū)的發(fā)展?fàn)顩r及地位。第四章從高校、政府、企業(yè)三個(gè)維度提出促進(jìn)高�？萍紕�(chuàng)新、提高高�？萍紕�(chuàng)新對(duì)經(jīng)濟(jì)發(fā)展的貢獻(xiàn)作用的對(duì)策。
[Abstract]:Innovation is the soul of the progress of the nation and the inexhaustible motive force of regional development. The arrival of knowledge economy, the high and new technology with knowledge as the core, are the important indicators to measure the comprehensive strength of a country or region, and more and more determine its success and defeat in the international competition. The higher institutions are the master of knowledge innovation and scientific and technological innovation. In order to improve the quality and productivity of workers and promote the progress and development of the social economy and science and technology, the base should be needed to improve the quality and productivity of the workers through the delivery of high-quality talents and high - level scientific and technological achievements for the society.
Based on the theory of economic growth, the theory of technological innovation and the theory of national scientific and technological innovation, this paper first defines the connotation of scientific and technological innovation in Colleges and universities. On the basis of this, the input, output and economic development of colleges and universities in Hebei Province in the "China Statistical Yearbook", which is the chief editor of the Ministry of science and technology of the Ministry of education, for 2001-2009 years. The statistical data is used to calculate the contribution rate of scientific and technological innovation to the economic growth of Hebei Province in the last 2001-2009 years. Finally, through the empirical study and analysis of the scientific and technological innovation in Hebei colleges and universities, the countermeasures are put forward to improve the scientific and technological innovation ability of universities in Hebei Province, to enhance the role of science and technology innovation in the universities of Hebei Province in the economic development and to promote the Hebei province. As soon as possible, change from an economically large province to a strong economic province.
This paper is divided into four chapters. The introduction part includes the questions, research significance, research review, research ideas and methods. The first chapter is the theoretical basis for the role of scientific and technological innovation in Hebei Province, including economic growth theory, technology innovation theory and national scientific and technological innovation theory. The second chapter is the University. The research on the interactive relationship between scientific and technological innovation and the economic development of Hebei Province, through the analysis of the present situation of the output of scientific and technological innovation in Colleges and universities, the status of economic development in Hebei province and the influencing factors, the paper explains the interactive relationship between the scientific and technological innovation of universities and the economic development of Hebei province. The third chapter is the contribution rate of scientific and technological innovation to the economic growth of universities in Hebei. On the basis of measuring the contribution rate of Hebei scientific and technological innovation to economic growth by Cobb Douglas production function model, this part uses Marx's complex labor simplification method to separate the contribution share of scientific and technological innovation in Colleges and universities, and calculates the contribution of scientific and technological innovation of universities in Hebei to economic growth. Rate, and compare it with other parts of the eastern part of China, to make a clear comparison of the development of scientific and technological innovation in Hebei Province in Hebei province and the whole eastern region. The fourth chapter from the three dimensions of universities, government and enterprises, put forward the countermeasures to promote scientific and technological innovation in Colleges and universities, and to improve the contribution of scientific and technological innovation to economic development in Colleges and universities.
