高校協(xié)同創(chuàng)新組織的運(yùn)行機(jī)制研究

【摘要】:時(shí)代的變遷,科技的發(fā)展,創(chuàng)新的需要,這無(wú)疑對(duì)高校這座智囊的寶庫(kù)也提出了挑戰(zhàn)。高校對(duì)促進(jìn)創(chuàng)新型國(guó)家、創(chuàng)新型區(qū)域的建立,起著力量支撐的作用。當(dāng)代國(guó)際大背景下,全球教育和科技都呈現(xiàn)出新的發(fā)展態(tài)勢(shì),在服務(wù)社會(huì)的同時(shí),促進(jìn)高校、政府與企業(yè)協(xié)同創(chuàng)新已是迫在眉睫。而現(xiàn)階段國(guó)內(nèi)的協(xié)同創(chuàng)新組織在一定程度上滯后于我國(guó)戰(zhàn)略需求和科技的發(fā)展,高校實(shí)施協(xié)同創(chuàng)新的動(dòng)因,有建設(shè)創(chuàng)新型我國(guó)的需要,還有提高國(guó)際競(jìng)爭(zhēng)力的需要,同時(shí)也是推動(dòng)高校高等教育的需要。本文通過(guò)分析和研究相關(guān)成果來(lái)了解國(guó)內(nèi)協(xié)同創(chuàng)新組織的現(xiàn)狀,針對(duì)高校協(xié)同創(chuàng)新組織運(yùn)行的困境,比如協(xié)同創(chuàng)新體制壁壘、多元化的主體目標(biāo)很難達(dá)到一致性、組織管理上方式太因循守舊、學(xué)術(shù)評(píng)價(jià)體系落后、科研組織機(jī)構(gòu)單一以及缺乏一個(gè)重量級(jí)的領(lǐng)導(dǎo)來(lái)實(shí)施對(duì)協(xié)同創(chuàng)新組織的指揮,對(duì)我國(guó)高校協(xié)同創(chuàng)新組織提出些許思考。 本文的主要內(nèi)容包括:第一,對(duì)文章的選題背景進(jìn)行介紹,我國(guó)是在何種大背景下步入?yún)f(xié)同創(chuàng)新領(lǐng)域的;另對(duì)關(guān)于高校、協(xié)同創(chuàng)新、協(xié)同創(chuàng)新組織做了相關(guān)概念的文獻(xiàn)綜述。第二,對(duì)高校協(xié)同創(chuàng)新組織運(yùn)行的現(xiàn)狀及動(dòng)因進(jìn)行了分析,并選取了國(guó)內(nèi)外兩所知名院校代表作為范例進(jìn)行總結(jié)概述,在了解其組織運(yùn)行現(xiàn)狀的前提下,給我國(guó)協(xié)同創(chuàng)新組織運(yùn)行以啟示。第三,該部分對(duì)高校協(xié)同創(chuàng)新組織運(yùn)行機(jī)制的建構(gòu)進(jìn)行了研究,,這也是本文的中心環(huán)節(jié),分別從宏觀制度保障層面、宏觀經(jīng)費(fèi)保障層面與高校內(nèi)部自身層面對(duì)組織運(yùn)行機(jī)制進(jìn)行闡釋。而在文章的第四章節(jié),關(guān)于我國(guó)高校協(xié)同創(chuàng)新組織的運(yùn)行,作者作出了相應(yīng)的對(duì)策研究,提出了以下幾個(gè)方面的建議:首先,基于協(xié)同創(chuàng)新平臺(tái)科研實(shí)施的路徑方面,應(yīng)建立合理的校企制度保障體系,創(chuàng)建完善的利益共享保障機(jī)制;其次,就高校自身而言,應(yīng)樹(shù)立創(chuàng)新的價(jià)值取向理念、建立產(chǎn)學(xué)研用戰(zhàn)略聯(lián)盟、完善協(xié)同創(chuàng)新組織的自我評(píng)價(jià)體系;最后,就國(guó)家層面而言,應(yīng)完善組織運(yùn)行的制度保障體系與評(píng)價(jià)體系、加大對(duì)協(xié)同創(chuàng)新組織的項(xiàng)目經(jīng)費(fèi)投入、擴(kuò)寬高校協(xié)同創(chuàng)新組織的科研立項(xiàng)力度等。
[Abstract]:The change of times, the development of science and technology and the need of innovation have undoubtedly challenged the treasure house of the think-tank. Colleges and universities play a supporting role in promoting the establishment of innovative countries and innovative regions. Under the background of contemporary international society, global education and science and technology are showing a new trend of development. While serving the society, it is urgent to promote the cooperative innovation of universities, governments and enterprises. At present, the domestic cooperative innovation organization lags behind the strategic demand and the development of science and technology in our country to a certain extent, the motivation of implementing cooperative innovation in colleges and universities, the need to build an innovative China, and the need to improve the international competitiveness. At the same time, it is also the need to promote higher education in colleges and universities. This paper analyzes and studies the related achievements to understand the current situation of cooperative innovation organizations in China, aiming at the plight of cooperative innovation organizations in colleges and universities, such as cooperative innovation system barriers, the diversification of the main objective is difficult to achieve consistency. The organizational management is too conservative, the academic evaluation system is backward, the scientific research organization is single and lacks a heavyweight leader to carry out the command of the cooperative innovation organization. The main contents of this paper are as follows: first, the background of this paper is introduced, in which background our country entered the field of collaborative innovation; in addition, the related concepts of cooperative innovation organization in colleges and universities are reviewed. Secondly, this paper analyzes the current situation and motivation of cooperative innovation organization in colleges and universities, and selects representatives of two well-known colleges and universities at home and abroad as examples to sum up and summarize, under the premise of understanding the current situation of organization operation, To our country coordinated innovation organization operation to enlighten. Third, this part has carried on the research to the university coordinated innovation organization movement mechanism construction, this also is the central link of this article, respectively from the macroscopic system safeguard level, The macro-fund level and the internal level of colleges and universities to explain the operational mechanism of the organization. In the fourth chapter of the article, the author makes the corresponding countermeasure research on the operation of the cooperative innovation organization in colleges and universities in our country, and puts forward the following suggestions: first, the path of scientific research implementation based on the collaborative innovation platform; We should set up a reasonable system of guaranteeing the system of the school and enterprise, and establish the perfect mechanism of the benefit sharing. Secondly, as far as the university itself is concerned, it is necessary to set up the idea of innovative value orientation and establish the strategic alliance for the use of industry, education and research. Finally, at the national level, we should perfect the system guarantee system and evaluation system of the organization operation, and increase the project funds input to the cooperative innovation organization. Expand the cooperative innovation organizations in colleges and universities to establish scientific research projects and so on.
