民營高校行政效率研究

【摘要】:提高效率是當今社會的熱點話題,也是全社會人員關注的焦點。市場經濟條件下,社會競爭日益激烈,人們越來越關注人、財、物、信息等各種形式的資源的充分有效的利用。只有所擁有的各種形式的資源得以充分的利用了,經濟、管理等效率才能真正地提升。民營高校作為社會的一大辦學機構,承載著社會的期盼,寄托著學生的夢想,孕育著教育工作者的教研結晶。作為龐大體系的民營高校要正常運轉,行政管理工作起著關鍵性作用。民營高校行政人員的日常工作相對來說比較繁瑣而緊張,遇到的突發(fā)情況也是不能預料的。為保證民營高校行政管理工作正常開展,保證民營高校教學等工作順利進行,這就要求行政人員做事直截了當,避免浪費時間。而行政人員對日常工作有計劃、在工作職責范圍內要進行有效的控制,提高行政管理效率。行政效率的提高是民營高校節(jié)約成本,提高辦學能力,樹立良好社會形象的關鍵和落腳點之一。只有行政效率提高了,民營高校的口碑才會好,其教學科研等成果才會被廣泛認可,更多的學生才會主動選擇進入該高校進行深造。換而言之,只有行政效率提高了,民營高校的日常管理、教學、科研等工作才能正常開展,民營高校才會有美好的明天。 本文主要采用模型分析法、對比研究法和系統(tǒng)分析等研究方法,對我國民營高校一般的組織結構、行政管理效率存在的普遍性問題、民營高校管理效率改進措施等方面進行了全面的系統(tǒng)的研究。文章共分為引言和三個部分,各個部分的內容簡介如下: 引言。介紹了該研究主題的背景、研究民營高校行政效率問題的具體內容及其目的意義;對國內外的研究現狀進行了梳理評述;闡明了研究項目的研究框架與方法。 第一部分:民營高校組織結構與民營高校管理效率概述。首先,介紹了我國民營高校管理中現今大多采用的組織結構并剖析了該組織結構的特征;接著,闡述了民營高校管理效率的涵義;最后,分析了民營高校管理效率研究的理論基礎及影響要素。 第二部分:民營高校管理效率低下的表現及其原因。本部分主要從兩個方面進行了分析論證。一方面,詳細地介紹了我國民營高校管理效率低下的表現,另一方面,具體分析了民營高校管理效率低下的深層原因。 第三部分:提升民營高校管理效率的對策探討。提升我國民營高校管理效率是本文研究的出發(fā)點和根本目標,作為全文的核心部分,論文就如何提升我國民營高校的管理效率問題主要從三個方面進行了研究探討。首先是優(yōu)化體制機制,明確目標管理和績效考核;其次是加強隊伍建設,提升管理人員素質;最后是推進校務信息化,實行標準化管理。 論文的創(chuàng)新之處有以下兩個方面: (1)在如何提升我國民營高等學校行政管理效率的舉措問題上,探索提出了我國民營高校行政效率的“三驅動”模式,即“內外環(huán)境分析驅動”、“激勵、崗位輪換驅動”以及“行政部門相互關系、結構職能驅動”三方面同時驅動的行政效率提高模式,并闡述了其演化路線圖。 (2)將“目標管理”與“標準化管理”等管理思想引入到民營高校行政效率問題的研究范疇,豐富和深化了對民營高校行政效率問題的研究內容與研究手段。
[Abstract]:Increasing efficiency is a hot topic in today's society. It is also the focus of attention of the whole society. Under the market economy, social competition is becoming increasingly fierce. People are paying more and more attention to the full and effective use of various forms of resources, such as human, money, material and information. Only the various forms of resources have been fully utilized, economy and management are equivalent. The private colleges and universities, as one of the major institutions of the society, bear the expectation of the society, hold the dreams of the students, give birth to the education and research of the educators. As a large system of private colleges and universities to operate normally, the administrative work plays a key role. The daily work of the private colleges and universities is relative to the administrative personnel. In order to ensure the normal development of the administrative work of the private colleges and universities to ensure the smooth progress of the work of the private colleges and universities, the administrative personnel are required to do things directly and avoid waste of time. Effective control, improve the efficiency of administrative management. The improvement of administrative efficiency is one of the key and foothold for private colleges and universities to save costs, improve their ability to run a school and set up a good social image. Only the administrative efficiency is improved, the reputation of private colleges and universities will be good, and their teaching and scientific research will be widely recognized, and more students will choose their own initiative. Choose to enter the University for further study. In other words, only the administrative efficiency has been improved, and the daily management, teaching and scientific research of private colleges and universities can be carried out normally, and the private colleges and universities will have a better future.
This article mainly uses the model analysis method, the comparative study method and the system analysis method, and has carried on the comprehensive and systematic research to the general organizational structure of the private colleges and universities in our country, the universality of the administrative efficiency and the improvement measures of the management efficiency of the private colleges and universities. The article is divided into the introduction and three parts, each part. The contents are as follows:
Introduction. It introduces the background of the research topic, studies the specific content and purpose of the administrative efficiency of private colleges and universities, reviews the current research status at home and abroad, and clarifies the research framework and methods of the research project.
The first part is an overview of the organizational structure of private colleges and universities and the management efficiency of private colleges and universities. First, it introduces the organizational structure which is mostly adopted in the management of private colleges and universities in our country and analyzes the characteristics of the organization structure. Then, it expounds the meaning of the management efficiency of private colleges and universities. Finally, it analyses the theoretical basis of the research on the management efficiency of private colleges and universities. The foundation and the factors of influence.
The second part: the performance and reasons of low management efficiency in private colleges and universities. This part mainly analyzes and demonstrates from two aspects. On the one hand, the performance of low management efficiency in private colleges and universities in China is introduced in detail. On the other hand, the deep reasons for the low management efficiency of private colleges and universities are analyzed.
The third part: the countermeasures to improve the management efficiency of private colleges and universities. To improve the management efficiency of private colleges and universities is the starting point and the fundamental goal of this paper. As the core part of the full text, the paper studies how to improve the management efficiency of private colleges and universities in China from three aspects. First, the optimization of the system mechanism, Clear objectives management and performance appraisal; secondly, strengthen team building and improve the quality of management personnel; finally, promote school informatization and standardize management.
The innovation of this paper are the following two aspects:
(1) on how to improve the administrative efficiency of private colleges and universities in China, we have explored the "three drive" mode of administrative efficiency of private colleges and universities in our country, that is, "internal and external environment analysis drive", "incentive, job rotation drive", and "administrative department relationship, structure function drive" three aspects of the administration at the same time. The model of efficiency is improved and its evolutionary roadmap is described.
(2) introduce the management ideas of "target management" and "standardized management" into the research category of the administrative efficiency of private colleges and universities, and enrich and deepen the research content and research means for the administrative efficiency of private colleges and universities.
