高校突發(fā)事件的預防與處置研究

【摘要】:高等學校作為培養(yǎng)人才的搖籃,作為社會精英的高度集聚地,,作為社會思潮的發(fā)源地和傳播集散地,是社會的重要組成部分之一,構建和諧校園是促進學校全面、協(xié)調、可持續(xù)發(fā)展,增強校園創(chuàng)造活力,實現(xiàn)學校安定、健康、有序發(fā)展的切實需要,也是和諧社會建設的必然要求。我國當前處在經(jīng)濟社會快速發(fā)展的同時,伴隨著深刻的社會轉型,經(jīng)濟社會發(fā)展處于理論界定的“矛盾凸顯期”。而從現(xiàn)實看,群體性事件、公共安全事件等突發(fā)事件的發(fā)生也處于數(shù)量不斷增加,影響不斷加劇的歷史階段。高校的突發(fā)事件的發(fā)生率也隨之呈現(xiàn)出日益增長的趨勢。因此,我國高校突發(fā)事件的預防和處置已成為高校亟待研究的重要課題。 本文立足于我國經(jīng)濟社會轉型和高校突發(fā)事件頻發(fā)的大背景,結合高校管理工作經(jīng)驗,對相關概念與定義進行了新的探討;并運用實證分析法、系統(tǒng)分析法,對新時期我國的高校突發(fā)事件的特征、類型及其成因進行了橫向和縱向的比較;基于對高校突發(fā)事件處置的目標、原則及突發(fā)事件應有的一般性應對程序的深入分析,作者提出“統(tǒng)一領導與分職分級管理、積極預防、堅持以人為本、依法處置”的管理原則和“預防為先-事件性質甄別-事態(tài)緊急控制-研究對策并實施-善后處理”的一般性應對程序。形成了構建預防和處置的基本思路,即:“搭建組織領導、監(jiān)測、咨詢和組織網(wǎng)絡的預警機制、建立統(tǒng)一有效的輿論監(jiān)控引導機制、構建和諧校園文化,更深層次地預防突發(fā)事件”的高校突發(fā)事件預防思路,“健全完善科學合理的決策機制、有效的全員參與保障機制、高效的信息溝通機制、危機干預機制、形象重塑機制”的高校突發(fā)事件處置思路。其中高校突發(fā)事件心理干預機制、新聞發(fā)言人制度等的提出不乏創(chuàng)新性。本文努力對高校突發(fā)事件在理論和實踐上做出以上貢獻。
[Abstract]:As the cradle of cultivating talents, the high gathering place of the social elite, the birthplace and dissemination center of the social trend of thought, colleges and universities are one of the important parts of the society. To build a harmonious campus is to promote the overall and harmonious development of the school. Sustainable development, strengthening the vitality of campus creation, realizing the school stability, healthy and orderly development are also the inevitable requirements of the construction of a harmonious society. With the rapid development of economy and society, with the profound social transformation, the economic and social development is in the period of contradiction protruding. From the reality, the occurrence of group events, public security incidents and other emergencies is also in the historical stage of increasing number and increasing influence. The incidence of emergencies in colleges and universities also shows a growing trend. Therefore, the prevention and treatment of emergencies in colleges and universities has become an important subject to be studied. Based on the background of China's economic and social transformation and frequent emergencies in colleges and universities, this paper makes a new discussion on the related concepts and definitions, and applies the empirical analysis method and the systematic analysis method. This paper makes a horizontal and vertical comparison of the characteristics, types and causes of college emergencies in China in the new era, based on the in-depth analysis of the objectives, principles and general procedures for dealing with emergencies in colleges and universities. The author puts forward that "unified leadership and graded management, active prevention, people-oriented," The management principle of "dealing with according to law" and the general response procedure of "prevention first-nature of event discrimination-emergency control of state of affairs-research countermeasures and implementation-after treatment". The basic ideas of constructing prevention and treatment are as follows: "build the early warning mechanism of organizational leadership, monitoring, consulting and organizing network, establish a unified and effective supervision and guidance mechanism of public opinion, and construct a harmonious campus culture," A deeper level of emergency prevention in colleges and universities, "perfect and perfect scientific and reasonable decision-making mechanism, effective all-staff participation protection mechanism, efficient information communication mechanism, crisis intervention mechanism," and "improve and perfect the scientific and reasonable decision-making mechanism, the effective all-staff participation safeguard mechanism, the effective information communication mechanism, the crisis intervention mechanism," Image reshaping Mechanism "the thought of dealing with unexpected events in Colleges and Universities." Among them, the mechanism of psychological intervention and the system of press spokesman in colleges and universities are not lack of innovation. This paper tries to make the above contributions in theory and practice.
