天津中醫(yī)藥大學(xué)財務(wù)項目管理研究

【摘要】:高校財務(wù)管理在整個高校行政管理工作占有重要位置,財務(wù)管理工作的好壞直接影響到高校辦學(xué)最終目標(biāo)能否實現(xiàn),圍繞著財務(wù)管理建立有效的財務(wù)組織運行模式勢在必行。隨著中國高校在教育和科研方面的快速發(fā)展,天津中醫(yī)藥大學(xué)以中醫(yī)藥教育為特色、學(xué)科建設(shè)為優(yōu)勢,招生規(guī)模不斷擴大,教育收入與科研收入等日益增加,逐漸發(fā)展成為國內(nèi)外知名的教學(xué)研究性中醫(yī)藥大學(xué),財務(wù)管理由核算型向管理型轉(zhuǎn)變成為必然。 項目管理作為一門新興的管理理論,在國際上已經(jīng)有幾十年的發(fā)展歷史,但在我國還處于起步階段,項目管理產(chǎn)業(yè)發(fā)展尚不均衡。對高校經(jīng)費實行項目管理,是指運用項目管理的理論方法對高校涉及到的各種款項進(jìn)行規(guī)劃、核算以及控制,以實現(xiàn)項目資金的最佳社會效益和經(jīng)濟效益。 各地高校經(jīng)費管理正在積極尋求改良辦法,天津中醫(yī)藥大學(xué)采取企業(yè)項目管理是解決財務(wù)管理的一個途徑,隨著學(xué)校的發(fā)展,原有財務(wù)管理越來越不適應(yīng)資金的管理,迫切需要建立一套行之有效的管理方法,為此天津中醫(yī)藥大學(xué)對科研經(jīng)費全面實行了項目管理,部分部門的專用經(jīng)費也實行了項目管理,但在具體執(zhí)行中也出現(xiàn)了很多問題,促使學(xué)校不斷地總結(jié)完善項目管理的各個關(guān)鍵環(huán)節(jié)。 本文通過對高校財務(wù)項目管理相關(guān)理論的研究,系統(tǒng)梳理了財務(wù)項目管理理論和國內(nèi)外高等院校財務(wù)項目管理研究的進(jìn)展和存在的問題,結(jié)合天津中醫(yī)藥大學(xué)的財務(wù)管理現(xiàn)狀,通過近幾年在財務(wù)項目管理上摸索的經(jīng)驗,從體制、觀念、方法幾個方面指出項目管理在天津中醫(yī)藥大學(xué)財務(wù)管理中的存在問題及其原因,對產(chǎn)生的問題進(jìn)行深入分析,總結(jié)當(dāng)前具體工作中的先進(jìn)方法,提出了未來應(yīng)該實行規(guī)范的財務(wù)項目管理體制、樹立財務(wù)項目管理理念、運用項目績效考核規(guī)范項目資金管理等解決的辦法及操作程序,最大限度地整合所掌握的資料。提出對于學(xué)校的各項管理,如教學(xué)質(zhì)量管理、學(xué)生安全管理、計劃管理、學(xué)籍管理、財務(wù)管理、基建項目管理、技術(shù)管理、科研經(jīng)費管理等均設(shè)立項目;將項目管理參與到事前預(yù)算中;在工作中完善項目建賬工作,將各種經(jīng)費打包一律建立項目賬,力爭做到專項經(jīng)費微機化管理;學(xué)習(xí)其它院校先進(jìn)的財務(wù)管理經(jīng)驗加以完善等具體措施,為天津中醫(yī)藥大學(xué)財務(wù)部門對各項經(jīng)費實行項目管理提供了具體方法。
[Abstract]:The financial management of colleges and universities occupies an important position in the administration of the whole university. The quality of the financial management directly affects the realization of the ultimate goal of running a university. It is imperative to establish an effective operating mode of financial organization around the financial management. With the rapid development of Chinese universities in education and scientific research, Tianjin University of traditional Chinese Medicine is characterized by traditional Chinese medicine education, subject construction as an advantage, the scale of enrollment is constantly expanding, and the income of education and scientific research is increasing day by day. Gradually developing into a well-known university of teaching and research Chinese medicine at home and abroad, the change of financial management from accounting to management is inevitable. As a new management theory, project management has a history of several decades in the world, but it is still in its infancy in China, and the development of project management industry is not balanced. The implementation of project management for college funds refers to the use of project management theory to plan, calculate and control all kinds of funds involved in colleges and universities, in order to realize the best social and economic benefits of project funds. Local colleges and universities are actively seeking ways to improve their financial management. Tianjin University of traditional Chinese Medicine adopts enterprise project management as a way to solve financial management. With the development of the school, the original financial management is becoming more and more inadaptable to the management of funds. There is an urgent need to establish a set of effective management methods. For this reason, Tianjin University of traditional Chinese Medicine has fully implemented project management for scientific research funds, and some departments have also implemented project management for special funds. However, many problems have arisen in the concrete implementation. To promote the school to continue to sum up and improve the project management of the key links. Through the research on the theory of financial project management in colleges and universities, this paper systematically combs the theory of financial project management and the progress and existing problems of financial project management in colleges and universities at home and abroad, combined with the current situation of financial management in Tianjin University of traditional Chinese Medicine. Based on the experience in financial project management in recent years, this paper points out the existing problems and causes of project management in Tianjin University of traditional Chinese Medicine from the aspects of system, concept and method, and makes a thorough analysis of the problems arising therefrom. This paper summarizes the advanced methods in the current concrete work, and puts forward some solutions and operating procedures, such as the financial project management system should be carried out in the future, the concept of financial project management should be established, and the project fund management should be standardized by the project performance appraisal. To maximize the integration of the information available. This paper puts forward the establishment of various management projects for the school, such as teaching quality management, student safety management, plan management, student status management, financial management, capital construction project management, technology management, scientific research fund management, etc. The project management should be involved in the budget in advance, and the project account building should be perfected in the work, all kinds of funds should be packed up to set up the project account, and the special fund should be managed by computer. Learning from the advanced financial management experience of other colleges and universities to improve the specific measures for the financial department of Tianjin University of traditional Chinese Medicine to implement the project management of the project provides a specific method.
