高校貧困生資助體系及評價方法研究

【摘要】:伴隨著改革開放的大潮,我國高等教育事業(yè)的工作改革也與時俱進(jìn),高等教育事業(yè)的發(fā)展和完善對于全面建設(shè)小康社會提供了重要的智力支持和保障,培養(yǎng)適合發(fā)展中國特色社會主義市場經(jīng)濟(jì)的人才是全國各所高校的重要使命,同時也是符合我國科教興國和人才強國戰(zhàn)略的需要。貧困生資助工作是高等教育工作的一項重要分支,也是保障貧困生順利完成學(xué)業(yè)的基本措施。然而,我們也要清醒的看到,高校的生源擴(kuò)招規(guī)模不斷擴(kuò)大,各所高校的貧困生的數(shù)量也在逐年遞增,針對這一現(xiàn)象,各級政府部門、高校以及社會各界都高度關(guān)注高校貧困生資助工作,十分關(guān)心這些貧困生能否順利完成學(xué)業(yè)。高校的資助工作直接作用于貧困生,同時高校也是政府資助與社會資助的橋梁,評價一所高校的貧困生資助工作在現(xiàn)階段而言還沒有較為統(tǒng)一的評價標(biāo)準(zhǔn)和體系。所以現(xiàn)階段我國高校的思想政治教育工作者應(yīng)該著重研究和嘗試制定出符合客觀情況的高校貧困生資助體系評價標(biāo)準(zhǔn),為今后的高校資助工作提供依據(jù)和參考。本文首先對貧困生的概念做出界定,分析高校資助對象的范圍和構(gòu)成,并且著重分析了高校貧困生的自身存在的突出特點,以便今后開展資助工作能夠做到具體問題具體分析,更好的依據(jù)貧困生所具有的特性予以資助,保證了今后資助工作的準(zhǔn)確性和有效性。其次,對高校貧困生資助工作的歷史回顧,分析了各個歷史階段的資助工作的優(yōu)劣,以及目前資助體系中存在的缺陷,為今后的改革工作提供借鑒。第三,本同創(chuàng)新性的提出了資助貧困生要注重物質(zhì)資助和精神幫助,兩方面共同幫助貧困生順利完成學(xué)業(yè)。最后,通過表格的方式提出了具體評價一所高校的貧困生資助工作的標(biāo)準(zhǔn)及其評價細(xì)則,,以便今后對高校開展相關(guān)工作予以指導(dǎo)和考核。
[Abstract]:With the great tide of reform and opening up, the work reform of higher education in our country also keeps pace with the times. The development and perfection of higher education provides important intellectual support and guarantee for building a well-off society in an all-round way. Cultivating talents suitable for developing socialist market economy with Chinese characteristics is not only an important mission of colleges and universities in China, but also meets the needs of our country's strategy of rejuvenating the country through science and education and the strategy of strengthening the country with talent. The work of subsidizing poor students is an important branch of higher education and a basic measure to ensure the poor students to finish their studies smoothly. However, we should also be soberly aware that the scale of enrollment expansion in colleges and universities is constantly expanding, and the number of poor students in each university is also increasing year by year. In view of this phenomenon, government departments at all levels, Colleges and universities, as well as all walks of life, are highly concerned about the work of subsidizing poor students in colleges and universities, and are very concerned about whether these poor students can successfully complete their studies. At the same time, colleges and universities are also the bridge between government funding and social support. At present, there is no unified evaluation standard and system for evaluating the financial aid work of poor students in a university. Therefore, the ideological and political educators of colleges and universities in our country should pay more attention to study and try to establish the evaluation standard of the financial aid system in accordance with the objective situation in order to provide the basis and reference for the financial aid work in colleges and universities in the future. This paper first defines the concept of poor students, analyzes the scope and composition of the object of university financial assistance, and emphatically analyzes the prominent characteristics of the poor students in colleges and universities, so that the specific problems can be analyzed in the future. Better according to the characteristics of poor students to support, to ensure the accuracy and effectiveness of future funding. Secondly, the paper reviews the history of the financial aid work for impoverished college students, analyzes the merits and demerits of the financial aid work in each historical stage and the defects in the current financial aid system, and provides a reference for the future reform work. Thirdly, this paper proposes that the poor students should pay more attention to material aid and spiritual help, and help the poor students to finish their studies smoothly. Finally, the paper puts forward the criteria and evaluation rules for evaluating the financial aid work of poor students in a university by means of tables, so as to guide and assess the relevant work in colleges and universities in the future.
