【摘要】：隨著經(jīng)濟(jì)的發(fā)展,我國(guó)對(duì)科技創(chuàng)新,尤其是高校的科研越來(lái)越重視,對(duì)于高�？蒲械耐度胫鹉暝黾�。為了從日益增加的科研經(jīng)費(fèi)中獲得更大的社會(huì)經(jīng)濟(jì)效益,科學(xué)有效的管理經(jīng)費(fèi)是非常必要的。通過(guò)文獻(xiàn),訪談,學(xué)科間的調(diào)查以及綜合分析,本文以實(shí)施分級(jí)管理模式的Z大學(xué)為例分析了該模式下Z大學(xué)經(jīng)費(fèi)管理的現(xiàn)狀,存在的問(wèn)題以及問(wèn)題的原因。同時(shí),通過(guò)從國(guó)外先進(jìn)地區(qū)大學(xué)(英國(guó)和美國(guó))對(duì)于科研經(jīng)費(fèi)管理的經(jīng)驗(yàn)中,作者找到了改善Z大學(xué)科研經(jīng)費(fèi)管理模式,增強(qiáng)經(jīng)費(fèi)管理能力的一些對(duì)策建議。 首先,分析了目前我國(guó)高�？蒲薪�(jīng)費(fèi)管理的三種模式,他們分別是基于企業(yè)財(cái)務(wù)管理理念的管理模式、基于協(xié)調(diào)視角的管理模式以及分級(jí)管理模式,通過(guò)大量的資料分析,本文提出了這三種模式各自的適用性以及局限性。 其次,以Z大學(xué)為例,了解該校采用分級(jí)管理模式的情況。文中首先介紹說(shuō)明了Z大學(xué)科研經(jīng)費(fèi)采取分級(jí)管理模式的必要性,之后從科研經(jīng)費(fèi)來(lái)源、科研管理組織機(jī)構(gòu)、科研項(xiàng)目執(zhí)行、科研項(xiàng)目結(jié)項(xiàng)等方面分析了Z大學(xué)采用分級(jí)管理模式過(guò)程中產(chǎn)生的問(wèn)題以及產(chǎn)生這些問(wèn)題的原因。 再次,由于國(guó)外發(fā)達(dá)地區(qū)的高等教育一直以來(lái)都處于領(lǐng)先地位,在科研領(lǐng)域的優(yōu)勢(shì)和成就更是十分矚目,本文通過(guò)分析國(guó)外發(fā)達(dá)地區(qū)高�？蒲薪�(jīng)費(fèi)管理模式情況,主要以采用集中管理模式的英國(guó)和采用分散管理模式的美國(guó)作為代表,敘述了這些管理模式的先進(jìn)性以及對(duì)于我國(guó)科研經(jīng)費(fèi)管理的啟示。 最后,本文提出了一些完善Z大學(xué)科研經(jīng)費(fèi)管理模式的對(duì)策及建議。針對(duì)Z大學(xué)管理過(guò)程中出現(xiàn)的問(wèn)題結(jié)合我國(guó)情況主要從政府層面、大學(xué)層面、科研管理人員層面和科研人員層面幾個(gè)方面提出一些加強(qiáng)和完善Z大學(xué)科研經(jīng)費(fèi)分級(jí)管理模式的建議。
[Abstract]:With the development of economy, our country pays more and more attention to scientific and technological innovation, especially the scientific research in colleges and universities, and the investment in scientific research in colleges and universities is increasing year by year. In order to obtain more social and economic benefits from the increasing scientific research funds, it is necessary to manage the funds scientifically and effectively. Through literature, interview, interdisciplinary investigation and comprehensive analysis, this paper takes Z University as an example to analyze the current situation, existing problems and reasons of funds management in Z University. At the same time, from the experience of universities in advanced regions abroad (UK and USA) on the management of scientific research funds, the author finds some countermeasures and suggestions to improve the management mode of R & D funds in University Z and to enhance the ability of funds management. This paper analyzes the three models of scientific research funds management in colleges and universities in China, which are based on the concept of enterprise financial management, management model based on coordination perspective and hierarchical management mode, and through a large number of data analysis. In this paper, the applicability and limitation of the three models are presented. Secondly, taking Z University as an example, the paper discusses the application of the hierarchical management model in the university. This paper first introduces the necessity of adopting the hierarchical management model of scientific research funds in Z University, and then from the sources of scientific research funds, the organization of scientific research management, and the implementation of scientific research projects, This paper analyzes the problems in the process of adopting the hierarchical management model in Z University and the reasons for these problems. Thirdly, the higher education in developed regions abroad has always been in the leading position. The advantages and achievements in the field of scientific research are even more remarkable. Through the analysis of the management mode of scientific research funds in foreign developed regions, this paper mainly takes the United Kingdom with centralized management mode and the United States with decentralized management model as the representative. This paper describes the advanced nature of these management models and their enlightenment to the management of scientific research funds in China. Finally, this paper puts forward some countermeasures and suggestions for perfecting the management mode of scientific research funds in Z University. In view of the problems in the process of Z university management, combining with the situation of our country, it is mainly from the government level, the university level, Some suggestions on how to strengthen and perfect the hierarchical management model of scientific research funds in Z University are put forward in the aspects of scientific research managers and researchers.
