基于數(shù)據(jù)包絡(luò)分析的我國(guó)教育部直屬高校科研效率評(píng)價(jià)研究

【摘要】:高等院校的科學(xué)研究是國(guó)家創(chuàng)新體系的重要組成部分,隨著國(guó)家不斷大幅增加經(jīng)費(fèi)投入,如何保證按時(shí)完成預(yù)期的科研目標(biāo),如何保證科研成果的高質(zhì)量、科研投入的高效益受到了社會(huì)各界的廣泛關(guān)注。尤其是教育部直屬高校,作為我國(guó)高校科學(xué)研究的中堅(jiān)力量,占據(jù)著大部分優(yōu)勢(shì)資源,其科研效率成為社會(huì)關(guān)注的熱點(diǎn)。由于高校科研活動(dòng)是一個(gè)多投入、多產(chǎn)出的復(fù)雜系統(tǒng),而數(shù)據(jù)包絡(luò)分析(DEA)方法不需預(yù)估權(quán)重、不需預(yù)設(shè)生產(chǎn)函數(shù)的具體形式,在涉及多指標(biāo)投入和多指標(biāo)產(chǎn)出的綜合評(píng)價(jià)方面具有獨(dú)特優(yōu)勢(shì),這是其他方法所不具備的。因此本文將使用DEA方法通過(guò)構(gòu)建能夠體現(xiàn)評(píng)價(jià)者價(jià)值導(dǎo)向的多層次分類DEA模型,對(duì)教育部直屬高校的科研效率展開(kāi)相對(duì)客觀、公正的評(píng)價(jià)。 論文首先將介紹相關(guān)背景以及基本概念;接著介紹數(shù)據(jù)包絡(luò)分析方法的基本思想與主要模型,并對(duì)相關(guān)研究文獻(xiàn)進(jìn)行梳理,總結(jié)現(xiàn)有文獻(xiàn)研究的成果與不足之處;然后通過(guò)分析高?蒲谢顒(dòng)的特點(diǎn),結(jié)合數(shù)據(jù)可獲得性,構(gòu)建評(píng)價(jià)的投入產(chǎn)出指標(biāo)體系;在此基礎(chǔ)上綜合考慮現(xiàn)有DEA模型的不足,建立多層次分類DEA模型;運(yùn)用不同的DEA模型結(jié)合教育部直屬高?蒲械南嚓P(guān)數(shù)據(jù)進(jìn)行實(shí)證分析,包括以年份為評(píng)價(jià)單元的動(dòng)態(tài)分析和以高校為評(píng)價(jià)單元的靜態(tài)分析;并根據(jù)分析結(jié)果提出結(jié)論;最后提出總結(jié)與展望。本文的創(chuàng)新之處包括以下兩方面: 第一,考慮到不同類型的學(xué)科之間在投入產(chǎn)出指標(biāo)上存在著較大的差異,在構(gòu)建評(píng)價(jià)指標(biāo)體系時(shí)將指標(biāo)分為自然科學(xué)和人文社會(huì)科學(xué)兩個(gè)類別。 第二,結(jié)合評(píng)價(jià)指標(biāo)體系的特點(diǎn),構(gòu)建出多層次分類DEA模型,能夠計(jì)算出高校不同學(xué)科類別各自的科研效率
[Abstract]:The scientific research of colleges and universities is an important part of the national innovation system. With the country increasing the investment in a large scale, how to ensure the expected scientific research objectives are completed on time, and how to ensure the high quality of the scientific research results. The high benefit of scientific research investment has received extensive attention from all walks of life. Especially the universities directly under the Ministry of Education, as the backbone of scientific research in colleges and universities in China, occupy most of the superior resources, and their scientific research efficiency has become a hot spot of social concern. Because the scientific research activities in colleges and universities are a complex system with multiple inputs and outputs, the data Envelopment Analysis (DEAA) method does not need to estimate the weight, and does not need to preset the concrete form of the production function. It has unique advantages in comprehensive evaluation involving multiple index inputs and multi-index outputs, which is not available in other methods. Therefore, this paper will use DEA method to construct a multi-level classification DEA model which can reflect the value orientation of evaluators, and to launch a relatively objective approach to the scientific research efficiency of colleges directly under the Ministry of Education. The paper first introduces the relevant background and basic concepts, then introduces the basic ideas and main models of data envelopment analysis method, and combs the relevant research literature, summarizes the achievements and shortcomings of the existing literature research; Then, by analyzing the characteristics of scientific research activities in colleges and universities, combining with the availability of data, the index system of input-output evaluation is constructed, and on this basis, the insufficiency of existing DEA models is considered synthetically, and a multi-level classified DEA model is established. Using different DEA models combined with relevant data of scientific research in colleges and universities directly under the Ministry of Education to carry out empirical analysis, including dynamic analysis based on year as evaluation unit and static analysis of university as evaluation unit, and the conclusion is put forward according to the analysis results. Finally, the conclusion and prospect are put forward. The innovations of this paper include the following two aspects: first, considering that there are great differences in input-output indicators among different types of disciplines, When constructing the evaluation index system, the indicators are divided into natural science and humanities and social sciences. Secondly, combining the characteristics of the evaluation index system, a multi-level classification DEA model is constructed. Be able to calculate the scientific research efficiency of different disciplines in colleges and universities
