【摘要】:隨著社會的不斷發(fā)展,大學(xué)在其中的地位和作用日益重要,而大學(xué)學(xué)術(shù)權(quán)力的發(fā)揮則對大學(xué)的發(fā)展有重要意義。高等教育思想家伯頓·克拉克曾強調(diào),“現(xiàn)代大學(xué)的危機,在很多情況下是學(xué)術(shù)權(quán)力的衰微和錯位所造成的”。目前,我國內(nèi)地大學(xué)學(xué)術(shù)組織在高校治理結(jié)構(gòu)中作用的發(fā)揮不令人滿意,沒有充分彰顯其學(xué)術(shù)權(quán)力。隨著我國內(nèi)地高等教育體制的深化改革,如何完善大學(xué)治理結(jié)構(gòu),強化大學(xué)學(xué)術(shù)管理,成為內(nèi)地大學(xué)發(fā)展至關(guān)重要的問題。 我國香港地區(qū)的高等教育體制與內(nèi)地不同,大學(xué)內(nèi)部具有較為完善的大學(xué)治理結(jié)構(gòu)。在以董事會為核心的大學(xué)治理結(jié)構(gòu)中,教務(wù)會作為學(xué)術(shù)管理組織充分發(fā)揮學(xué)術(shù)權(quán)力的主導(dǎo)作用,使“教授治!钡睦砟畹玫匠浞重瀼睾蛯嵤,對香港高校一流的教學(xué)和科研水平有重要意義。本文通過綜合分析、個案研究等方法,對香港高校教務(wù)會進(jìn)行調(diào)查和研究,探討其在大學(xué)內(nèi)部治理結(jié)構(gòu)中作用的發(fā)揮。 文中首先對教務(wù)會內(nèi)涵進(jìn)行界定,并簡要闡述教務(wù)會研究所需的理論基礎(chǔ),探討教務(wù)會形成與發(fā)展的淵源。 其次,以香港8所大學(xué)教務(wù)會為研究對象,從組織制度、職責(zé)權(quán)限、組織架構(gòu)等方面對教務(wù)會進(jìn)行綜合分析,研究發(fā)現(xiàn)教務(wù)會具有制度完善、職責(zé)明確、結(jié)構(gòu)清晰、人員類型多樣及成員組成合理等特點。 另外,以香港科技大學(xué)教務(wù)會為個案樣本,對教務(wù)會運行機制等動態(tài)形式,以及制度建設(shè)、職責(zé)權(quán)限、組織結(jié)構(gòu)等靜態(tài)形式全面研究,加深對教務(wù)會的認(rèn)識,探尋教務(wù)會彰顯學(xué)術(shù)權(quán)力的途徑和體現(xiàn)的管理理念。 最后,利用組織理論、公共選擇等理論對香港高校教務(wù)會評析,并提煉出適合我國內(nèi)地高校借鑒的經(jīng)驗。
[Abstract]:With the development of society, the status and function of university is becoming more and more important, and the exertion of academic power is of great significance to the development of university. Burton Clark, a thinker on higher education, stressed that "the crisis in modern universities is in many cases caused by the decline and dislocation of academic power." At present, the role of academic organizations in colleges and universities in China is not satisfactory and their academic power has not been fully demonstrated. With the deepening reform of the higher education system in the mainland of China, how to perfect the university governance structure and strengthen the academic management of the university becomes a crucial issue for the development of the mainland universities. The higher education system in Hong Kong is different from that in the mainland. There is a relatively perfect university governance structure within the university. In the university governance structure with the board of directors as the core, the academic administration committee, as an academic management organization, fully exerts the leading role of academic power, so that the concept of "professor governing the school" can be fully implemented and implemented. It is of great significance to the first-class teaching and research in Hong Kong universities. Through comprehensive analysis, case study and other methods, this paper investigates and studies the academic administration of Hong Kong colleges and universities, and probes into its role in the internal governance structure of the university. In this paper, the connotation of the academic administration committee is first defined. It also briefly expounds the theoretical basis needed for the study of the Senate, and probes into the origin of the formation and development of the Senate. Secondly, taking the academic Affairs Association of 8 universities in Hong Kong as the research object, from the organizational system, responsibility and competence, Through the comprehensive analysis of the educational administration in the aspects of organization and structure, the author finds that the academic administration has the characteristics of perfect system, clear responsibility, clear structure, diverse personnel types and reasonable membership, etc. In addition, Taking the academic Affairs Association of the Hong Kong University of Science and Technology as a sample case, to comprehensively study the dynamic forms of the operation mechanism of the Senate, as well as the static forms such as system construction, duties and powers, and organizational structure, so as to deepen the understanding of the Senate. Finally, using the theory of organization, public choice and other theories to evaluate the academic administration of Hong Kong colleges and universities, and to extract the experience suitable for the reference of mainland universities in China.
