河南省高等學校崗位設置管理研究

【摘要】:高等學校作為事業(yè)單位的重要組成部分,是河南省順利推行事業(yè)單位崗位設置管理改革工作的重中之重。崗位設置管理的目的就是改變傳統(tǒng)陳舊的人事管理意識、模式在事業(yè)單位造成的用人與治事脫節(jié)的缺陷,改變事業(yè)單位機構臃腫、人浮于事、人才閑置、工作效率低的不良現(xiàn)象。崗位設置工作開展有利于高校有效地調動教職工的工作積極性,使高校的自身發(fā)展步入良性循環(huán)的軌道。2010年之初,河南省在各類各級事業(yè)單位中全面推行崗位設置管理工作,但由于高校自身的特點,以及河南省高等教育事業(yè)發(fā)展的不均衡性及歷史原因、客觀條件的影響,河南省高校崗位設置工作還存在著諸多問題。在這一背景下,對河南省高校崗位設置進行研究,從實際應用的角度出發(fā),對存在的問題進行深入分析,有針對性的提出崗位設置的思路和應注意的問題,構建崗位設置的模型,對順利推行河南省高校崗位設置工作的開展有著十分現(xiàn)實的意義。 本文在對高校人事改革研究和國內外崗位設置發(fā)展現(xiàn)狀分析的基礎上,以崗位設置管理理論、崗位分析理論和崗位考核理論為指導,對影響高校河南省崗位設置的相關問題進行了研究,并且分析了問題的成因。進而提出了河南省崗位設置所要遵循的基本原則,以及崗位設置中應注意的問題,構建出河南省高校崗位設置的理論模型,并通過以河南省Z高校為例的實證分析,,對Z高校崗位設置進行了改進設計,取得了較好的實踐效果,驗證了模型在河南省高校崗位設置中的適用性。
[Abstract]:As an important part of institutions, colleges and universities are the most important part of the reform of post establishment management in Henan Province. The purpose of post management is to change the traditional old consciousness of personnel management, the defects caused by the mode of disconnection between employing and managing affairs caused by public institutions, the overstaffing of institutions, the shortage of personnel, and the idle talents. The bad phenomenon of low working efficiency. Post setting is helpful for colleges and universities to effectively mobilize the enthusiasm of teaching staff and make their own development into the track of virtuous circle. At the beginning of 2010, Henan Province carried out post setting management in all kinds of institutions at all levels in an all-round way. However, due to the characteristics of colleges and universities, the unbalanced development of higher education in Henan Province, historical reasons and the influence of objective conditions, there are still many problems in setting up posts in colleges and universities in Henan Province. Under this background, this paper makes a research on the post setting of colleges and universities in Henan Province, analyzes the existing problems from the perspective of practical application, and puts forward the train of thought and problems to be paid attention to. It is of great practical significance to construct the model of post setting in colleges and universities in Henan Province. Based on the research of personnel reform in colleges and universities and the analysis of the present situation of post establishment at home and abroad, this paper analyzes the status quo of the establishment of posts at home and abroad. Under the guidance of post setting management theory, post analysis theory and post assessment theory, this paper studies the related problems affecting the post establishment in Henan province of colleges and universities, and analyzes the causes of the problems. Then it puts forward the basic principles of post establishment in Henan Province and the problems that should be paid attention to in the post setting, and constructs the theoretical model of post setting in Henan Province, and takes Z University in Henan Province as an example to analyze the theoretical model. The improved design of Z university post setting is carried out, and the better practical effect is obtained, and the applicability of the model in Henan university post setting is verified.
