【摘要】：本文以權(quán)力的視角分析我國公立大學(xué)的行政改革,依循權(quán)力的邏輯、權(quán)力的魅惑與權(quán)力的規(guī)制的研究思路,提出我國公立大學(xué)行政的改革理路。由于理念、文化背景、政治體制與教育傳統(tǒng)的不同,對大學(xué)場域中的權(quán)力結(jié)構(gòu)的劃界與分類也是不同的,不同的權(quán)力結(jié)構(gòu)類型并不是平行的關(guān)系,而是錯綜復(fù)雜,交錯沖突的。行政權(quán)力與學(xué)術(shù)權(quán)力二分法雖有局限性,但反映的是我國學(xué)術(shù)界與教育界對中國公立大學(xué)呈現(xiàn)出的問題的認(rèn)知,表達(dá)了對大學(xué)改革的訴求。本文在理性分析我國公立大學(xué)權(quán)力運(yùn)行機(jī)制基礎(chǔ)上,嘗試建構(gòu)了大學(xué)權(quán)力的運(yùn)行機(jī)制,即堅守公立大學(xué)的學(xué)術(shù)本位,行政權(quán)力輔助學(xué)術(shù)權(quán)力運(yùn)行以及建構(gòu)大學(xué)權(quán)力的邊界守護(hù)機(jī)制。 我國公立大學(xué)行政化的實(shí)質(zhì)是行政權(quán)力的失范,行政權(quán)力主導(dǎo)學(xué)術(shù)權(quán)力,但它并非理性官僚制。公立大學(xué)行政化是大學(xué)理性向中國獨(dú)特的行政文化與權(quán)力文化妥協(xié)的產(chǎn)物。因此,權(quán)力的規(guī)制應(yīng)該是公立大學(xué)改革的核心任務(wù),權(quán)力的制度規(guī)制與文化規(guī)制是公立大學(xué)規(guī)制的兩個維度。具體而言,公立大學(xué)的制度規(guī)制核心是建設(shè)中國特色的現(xiàn)代大學(xué)制度,主要是制訂大學(xué)章程和完善公立大學(xué)的法人治理結(jié)構(gòu),切實(shí)落實(shí)公立大學(xué)的辦學(xué)自主權(quán)；權(quán)力的文化規(guī)制在于公立大學(xué)權(quán)力倫理的復(fù)歸,公立大學(xué)的權(quán)力運(yùn)行必須恪守權(quán)力倫理的原則體系。 我國公立大學(xué)的行政改革是一個復(fù)雜的過程,是一個系統(tǒng)性工程,依靠單一的力量或者簡單性改革思維的推動是無法完成的,必須經(jīng)由公立大學(xué)各利益相關(guān)者合作參與,制定合理的改革方案,群策群力,方才有改革預(yù)期目標(biāo)實(shí)現(xiàn)的可能。但是,無論我國公立大學(xué)的行政改革從何處改起,改什么,如何改,公立大學(xué)的學(xué)術(shù)型組織的本質(zhì),大學(xué)的理性精神,即學(xué)術(shù)自由、大學(xué)自治與教授治學(xué)的根基必須堅守。
[Abstract]:This paper analyzes the administrative reform of public universities in China from the perspective of power, following the logic of power, the charm of power and the regulation of power, and puts forward the rational way of administrative reform of public universities in our country. Due to the differences of ideas, cultural backgrounds, political systems and educational traditions, the delimitation and classification of power structures in the field of universities are also different. Different types of power structures are not parallel relations, but complicated and staggered conflicts. Although the dichotomy of administrative power and academic power is limited, it reflects the cognition of Chinese academic and educational circles on the problems of Chinese public universities, and expresses the demands of university reform. Based on the rational analysis of the power operating mechanism of public universities in China, this paper attempts to construct the operating mechanism of university power, that is, to adhere to the academic standard of public universities. Administrative power assists the operation of academic power and constructs the boundary guardian mechanism of university power. The essence of the administration of public universities in China is the anomie of administrative power, which dominates academic power, but it is not rational bureaucracy. The administration of public universities is the result of the compromise between university rationality and Chinese unique culture of administration and power. Therefore, the regulation of power should be the core task of the reform of public universities, and the institutional regulation of power and the regulation of culture are the two dimensions of regulation of public universities. Specifically, the core of the system regulation of public universities is to build modern university system with Chinese characteristics, mainly to formulate the university charter and perfect the corporate governance structure of public universities, so as to effectively implement the autonomy of running schools of public universities. The cultural regulation of power lies in the restoration of power ethics in public universities, and the power operation of public universities must abide by the principle system of power ethics. The administrative reform of public universities in our country is a complicated process and a systematic project. It cannot be completed by relying on the single force or the simple reform thinking, and must be participated by the various stakeholders of the public universities. It is possible to make a reasonable reform plan and work together to achieve the desired goal of the reform. However, no matter where, what and how to reform the administrative reform of public universities in our country, the essence of the academic organizations of public universities, the rational spirit of universities, namely the academic freedom, the foundation of university autonomy and the academic research of professors must be firmly adhered to.
