印度理工學院創(chuàng)建世界一流大學的實踐研究

【摘要】:在國際競爭日益激烈的今天,國家間的合作和較量主要依賴于本國的高新技術(shù)人才,因而世界各國爭相打造能夠培養(yǎng)一流人才的世界一流大學。但目前,頂尖的高校往往集中在歐美發(fā)達國家,發(fā)展中國家在這一方面較為落后。作為印度高科技產(chǎn)業(yè)發(fā)展主要動力的印度理工學院,它的崛起讓人們眼前一亮,也促使身為鄰邦的我們不得不對這一特例探個究竟。 印度理工學院作為印度高等教育中的“國家重點學院”,從1951年創(chuàng)建第一所卡拉格普爾分校時就以創(chuàng)建世界一流的理工大學為目標。在印度政府的大力支持下,經(jīng)過半個多世紀的發(fā)展,印度理工學院已經(jīng)成為了印度頂尖的大學,被印度國內(nèi)及國際社會所認可,并形成了自己獨有的高品質(zhì)的品牌形象。以一流大學為自己的發(fā)展標準,又成功地實現(xiàn)了這一目標,它的發(fā)展經(jīng)驗對于我國創(chuàng)建世界一流大學都會有一些啟發(fā)。 本文以印度理工學院最早創(chuàng)建的7所分校為研究對象,運用文獻分析法、個案分析法,從創(chuàng)建學校的基本要素出發(fā),探究其在制度、人才、資源、國際合作等方面的做法和歷程,總結(jié)學院在創(chuàng)建世界一流大學的實踐中所呈現(xiàn)出的成就與挑戰(zhàn)等,對我國高校創(chuàng)建世界一流大學提供相應(yīng)的啟示。 全文除緒論外,共有五個部分。第一部分是印度理工學院的創(chuàng)建,介紹了學院創(chuàng)建的背景、歷程、辦學理念和它在印度高等教育中的地位。第二部分是印度理工學院創(chuàng)建世界一流大學的具體措施,分別從管理體制、人才吸收、物質(zhì)保障、國際合作等方面入手介紹了印度理工學院如何達成其創(chuàng)建世界一流理工類大學的目標。第三部分是印度理工學院的成就和挑戰(zhàn),介紹了印度理工學院在各項措施下獲得的成就,以及在發(fā)展過程中面臨的一些不可避免的挑戰(zhàn)與問題。第四部分在前幾章的基礎(chǔ)上,對我國高等教育發(fā)展、高校創(chuàng)建世界一流大學提出的一些啟示。最后一部分是結(jié)語。 通過對印度理工學院各方面的研究發(fā)現(xiàn),印度理工學院能夠在世界范圍內(nèi)收獲自己良好的品牌形象,主要是來源于印度政府能夠以創(chuàng)造一流大學為前提,在原有的大學教育體制外建設(shè)出一個具有現(xiàn)代大學特點的體制。在新的以學術(shù)為中心的管理體制基礎(chǔ)上,較早地并全方位地借助國外一流的資源,在充分的資金和優(yōu)質(zhì)的人才隊伍的共同努力下,逐步實現(xiàn)了其走向世界一流的夢想。
[Abstract]:Today, the international competition is increasingly fierce, the cooperation and competition between countries mainly depend on their own high-tech talents, so countries all over the world are scrambling to build a world-class university that can train first-class talents. But at present, top universities tend to be concentrated in developed countries in Europe and America, while developing countries lag behind in this respect. The rise of the Indian Institute of Technology, which is the main driver of India's high-tech industry, is striking and prompting us, as neighbors, to find out about this particular case. The Indian Institute of Technology, as the "national key college" in India's higher education, was established in 1951 with the aim of creating the first Karagapur University of Technology. With the strong support of the Indian government, after more than half a century of development, the Indian Institute of Technology has become India's top universities, recognized by India and the international community, and formed its own unique high-quality brand image. Taking the first-class university as its own development standard, it has successfully realized this goal, and its development experience will have some inspiration for our country to establish the world first-class university. This article takes the 7 branch schools that the Indian Institute of Technology first established as the research object, uses the literature analysis method, the case analysis method, from the foundation school basic essential factor, explores its in the system, the talented person, the resources, International cooperation and other aspects of the practice and process, summed up the college in the establishment of world-class universities in the practice of the achievements and challenges, to our colleges and universities to create world-class universities to provide corresponding inspiration. In addition to the introduction, there are five parts. The first part is the establishment of the Indian Institute of Technology, which introduces the background, history, concept of running a school and its position in Indian higher education. The second part is the specific measures for the establishment of world-class universities by the Indian Institute of Technology, respectively, from the management system, the absorption of talents, and the material guarantee. International cooperation and other aspects of the Indian Institute of Technology how to achieve its goal of establishing a world-class polytechnic university. The third part is the achievements and challenges of the Indian Institute of Technology, which introduces the achievements of the Indian Institute of Technology under various measures, as well as some inevitable challenges and problems in the process of development. The fourth part, on the basis of the previous chapters, gives some enlightenment to the development of higher education in China and the establishment of world-class universities. The last part is the conclusion. Through the study of various aspects of the Indian Institute of Technology, it is found that the Indian Institute of Technology can gain its own good brand image in the world, mainly from the premise that the Indian government can create first-class universities. Besides the original university education system, a system with the characteristics of modern universities has been built. On the basis of the new academic-centered management system, with the help of foreign first-class resources, and with the joint efforts of sufficient funds and high-quality talents, the dream of making its way to the first class of the world has been realized step by step.
