高校危機(jī)管理及其應(yīng)急機(jī)制研究

【摘要】:高校作為高素質(zhì)人才培養(yǎng)的搖籃而備受社會(huì)關(guān)注,而大環(huán)境的變化又使高校極易成為危機(jī)發(fā)生的場(chǎng)所。危機(jī)管理是管理科學(xué)的重要分支,在企業(yè)管理和公共管理學(xué)中已經(jīng)得到廣泛應(yīng)用,而高校危機(jī)管理作為管理學(xué)的延伸,也已成為危機(jī)管理中越來(lái)越受到人們重視的一部分。 本文在對(duì)國(guó)內(nèi)外高校危機(jī)管理成果加以整理分析的基礎(chǔ)上,對(duì)我國(guó)高校危機(jī)的內(nèi)涵和外延進(jìn)行了界定,系統(tǒng)地闡述了危機(jī)、突發(fā)事件、高校領(lǐng)域的危機(jī)之間的區(qū)別與聯(lián)系。第三章引入機(jī)制理論,從廣義的危機(jī)管理范疇入手,借鑒突發(fā)事件的應(yīng)急機(jī)制理論,重點(diǎn)介紹了危機(jī)管理的機(jī)制分類和流程設(shè)置,認(rèn)為高校應(yīng)健全應(yīng)急預(yù)防機(jī)制、事中處理機(jī)制和事后評(píng)估機(jī)制。第四章分析了我國(guó)高校危機(jī)管理的現(xiàn)狀和存在的問題,從階段策略(預(yù)防階段、處理階段和善后階段)和層次策略兩方面入手,對(duì)現(xiàn)有的缺陷進(jìn)行檢視。第五章則結(jié)合高校這一特定領(lǐng)域,從操作層面給出了一些實(shí)施建議,明確了高校危機(jī)管理的目標(biāo)和依據(jù),從實(shí)際出發(fā),提出高校應(yīng)轉(zhuǎn)變觀念,重視機(jī)構(gòu)建設(shè),完善應(yīng)急預(yù)案體系,加大物質(zhì)保障力度,加強(qiáng)制度建設(shè),重視新媒體作用和與地方政府的合作等。最后,本文用兩個(gè)典型事例說明高校應(yīng)對(duì)危機(jī)事件的得失。 本文對(duì)于擴(kuò)展應(yīng)急機(jī)制到整個(gè)危機(jī)管理的過程的嘗試,希望起到拋磚引玉之效,也希望本文為平安校園、和諧校園的創(chuàng)建提供一個(gè)新的研究視角。
[Abstract]:Colleges and universities, as the cradle of the cultivation of high quality talents, are concerned by the society, and the change of the environment makes them easy to become the place where the crisis occurs. Crisis management is an important branch of management science and has been widely used in enterprise management and public management. As an extension of management, crisis management in colleges and universities has become a part of crisis management that has been paid more and more attention. Based on the analysis of the achievements of crisis management in colleges and universities at home and abroad, this paper defines the connotation and extension of the crisis in colleges and universities in China, and systematically expounds the differences and relations among crises, emergencies and crises in the field of colleges and universities. The third chapter introduces the theory of mechanism, starting with the broad category of crisis management, drawing lessons from the theory of emergency mechanism of emergencies, focusing on the classification and process of crisis management, and holds that colleges and universities should improve the mechanism of emergency prevention. Event handling mechanism and post-evaluation mechanism. The fourth chapter analyzes the present situation and existing problems of crisis management in colleges and universities in China, and examines the existing defects from two aspects: phase strategy (prevention phase, treatment stage and aftercare stage) and hierarchical strategy. The fifth chapter combines with the specific field of colleges and universities, gives some suggestions from the operational level, clarifies the objectives and basis of the crisis management in colleges and universities, and points out that colleges and universities should change their concepts and attach importance to the construction of institutions. Improve the emergency plan system, increase the strength of material protection, strengthen the system construction, attach importance to the role of new media and cooperation with local governments. Finally, this paper uses two typical examples to illustrate the success and failure of colleges and universities in coping with crisis events. This paper attempts to expand the emergency mechanism to the whole process of crisis management, hoping to play the role of inspiration, but also hope that this article for the establishment of a peaceful campus, harmonious campus to provide a new research perspective.
