【摘要】：隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)的逐步發(fā)展,經(jīng)濟(jì)體制改革的逐步深入,我國(guó)高校獲得越來(lái)越廣泛的自主權(quán),高校腐敗現(xiàn)象頻頻爆發(fā),高校反腐工作也陷入“前腐后繼”的怪圈,因此,高校的反腐倡廉工作難度加大。我國(guó)尚處在社會(huì)主義發(fā)展的初級(jí)階段,高校承擔(dān)著發(fā)展社會(huì)主義精神文明建設(shè)的重任,因其在公眾心中普遍性的神圣形象會(huì)因腐敗而造成極其惡劣的影響。因此,高校腐敗現(xiàn)象也是極需遏制的問(wèn)題,具有緊迫性。 現(xiàn)階段,我國(guó)高校在各級(jí)黨委的正確領(lǐng)導(dǎo)下,反腐倡廉工作得以順利開展,為高校的發(fā)展提供了有利保障。由于我國(guó)高校自主權(quán)不斷擴(kuò)大,基建項(xiàng)目不斷增加,物資采購(gòu)的數(shù)量和種類逐漸擴(kuò)大化和多樣化,這些都為高校自身的發(fā)展提供新的推動(dòng)力。但是,高校相關(guān)的管理制度并未真正建立起來(lái),致使許多自主權(quán)得不到充分的監(jiān)督,以至于給高校腐敗滋生留下了間隙。新時(shí)期高校腐敗呈多發(fā)趨勢(shì),總體來(lái)說(shuō),短時(shí)期內(nèi)不會(huì)使腐敗現(xiàn)象杜絕,因而,探索從源頭上預(yù)防腐敗是可以從根本上緩解高校腐敗、減少腐敗事件的產(chǎn)生的有效途徑。構(gòu)建我國(guó)高校預(yù)防腐敗體系是一項(xiàng)復(fù)雜的系統(tǒng)性工程,在反腐進(jìn)程中,歐美等發(fā)達(dá)資本主義國(guó)家的反腐對(duì)策是比較成熟有效的,部分做法可以借鑒到高校反腐的工作中來(lái),本文通過(guò)對(duì)比論證,分析了高校反腐工作的現(xiàn)狀以及國(guó)外的可行性做法,并結(jié)合我國(guó)具體國(guó)情,提出了如何構(gòu)建高校預(yù)防腐敗體系,本文主體內(nèi)容如下： 第一部分,包括前三章,概述了論文的總體框架,并詳細(xì)介紹了腐敗的概念以及高校預(yù)防腐敗體系,最后重點(diǎn)分析了我國(guó)高校的反腐現(xiàn)狀,對(duì)高校領(lǐng)域以往取得的反腐成績(jī),以及高校腐敗的表現(xiàn)和成因都進(jìn)行了深入的探討和闡述。第二部分,即第四章,列舉了美國(guó)、瑞典、英國(guó)、德國(guó)、法國(guó)等六個(gè)國(guó)家在反腐工作上的理念和實(shí)踐經(jīng)驗(yàn),并分析、總結(jié)共性,為我國(guó)高校的預(yù)防腐敗體系構(gòu)建提供有益的理論參考。第三部分是本文的主體部分,即第五章,我國(guó)高校預(yù)防腐敗體系構(gòu)建部分,在確定了指導(dǎo)思想、基本原則、目標(biāo)和主體的前提下,從教育自律機(jī)制、制度保障、監(jiān)督、廉政風(fēng)險(xiǎn)防控等四個(gè)層面提出構(gòu)筑我國(guó)高校預(yù)防腐敗的系統(tǒng)化體系。
[Abstract]:With the gradual development of our country's socialist market economy and the deepening of economic system reform, colleges and universities in our country have gained more and more extensive autonomy, the phenomenon of corruption in colleges and universities has broken out frequently, and the anti-corruption work of colleges and universities has also fallen into a strange circle of "former corruption and succession".Therefore, the university anti-corruption work is more difficult.Our country is still in the primary stage of socialist development, colleges and universities are shouldering the responsibility of developing socialist spiritual civilization construction, because its universal sacred image in the public mind will cause extremely bad influence because of corruption.Therefore, the phenomenon of corruption in colleges and universities is also a matter of great need to contain, with urgency.At the present stage, under the correct leadership of the Party committees at all levels, the work of fighting corruption and advocating clean government has been carried out smoothly, which provides a favorable guarantee for the development of colleges and universities.As the autonomy of colleges and universities continues to expand, capital construction projects continue to increase, and the quantity and types of material procurement are gradually expanded and diversified, all these provide new impetus for the development of colleges and universities themselves.However, the relevant management system has not really been established, resulting in a lot of autonomy can not be fully supervised, so that corruption in colleges and universities has left a gap.In the new era, corruption in colleges and universities has a tendency of frequent occurrence, generally speaking, it will not put an end to corruption in a short period of time. Therefore, exploring the source of preventing corruption is an effective way to fundamentally alleviate corruption and reduce the occurrence of corruption events in colleges and universities.It is a complex and systematic project to construct the system of preventing corruption in colleges and universities in our country. In the process of anti-corruption, the anti-corruption countermeasures of developed capitalist countries such as Europe and America are quite mature and effective, and some of the measures can be used for reference in the work of anti-corruption in colleges and universities.This paper analyzes the current situation of anti-corruption work in colleges and universities and the feasible practices abroad, and puts forward how to construct the system of preventing corruption in colleges and universities according to the specific conditions of our country. The main contents of this paper are as follows:The first part, including the first three chapters, summarizes the overall framework of the thesis, and introduces the concept of corruption and the system of preventing corruption in colleges and universities in detail. Finally, it analyzes the current situation of anti-corruption in colleges and universities in China, and analyzes the past achievements of anti-corruption in the field of colleges and universities.And the performance and causes of corruption in colleges and universities are deeply discussed and elaborated.The second part, the fourth chapter, lists the ideas and practical experiences of six countries, such as the United States, Sweden, Britain, Germany, France and so on, and analyzes and summarizes the commonalities.To provide a useful theoretical reference for the construction of corruption prevention system in colleges and universities in China.The third part is the main part of this article, namely the fifth chapter, the construction part of the corruption prevention system in our country's colleges and universities, under the premise of determining the guiding ideology, basic principle, goal and subject, from the educational self-discipline mechanism, the system guarantee, the supervision.Four levels of clean government risk prevention and control put forward to build a systematic system of corruption prevention in colleges and universities in China.
