【摘要】：重點(diǎn)研究基地是國(guó)家和地方科技創(chuàng)新體系的重要組成部分,是組織高水平基礎(chǔ)研究、應(yīng)用基礎(chǔ)研究和科技成果轉(zhuǎn)化,凝聚和培養(yǎng)優(yōu)秀科學(xué)家,開展高層次學(xué)術(shù)交流的重要基地。重點(diǎn)研究基地已成為研究型大學(xué)科研實(shí)力的重要體現(xiàn),擁有基地的層次和數(shù)量,也是大學(xué)間和大學(xué)內(nèi)部配置資源的重要指標(biāo)。 研究型大學(xué)對(duì)重點(diǎn)研究基地的管理類型多樣,管理體制選擇得當(dāng),在競(jìng)爭(zhēng)中就處于優(yōu)勢(shì)；管理體制選擇不當(dāng),在競(jìng)爭(zhēng)中必然處于劣勢(shì),甚至影響該基地的學(xué)術(shù)地位。本文從重點(diǎn)研究基地的發(fā)展歷程出發(fā),對(duì)基地各種類型管理模式、功能進(jìn)行比較、分析和歸納,結(jié)合蘭州大學(xué)的重點(diǎn)研究基地管理改革實(shí)踐的第一手資料,作者提出通過“分權(quán)”,即教學(xué)權(quán)力與科研權(quán)力的分離,將科研權(quán)力劃歸重點(diǎn)研究基地,并以基地為核心組建研究型大學(xué)的獨(dú)立研究機(jī)構(gòu),是基地管理模式改革的基本方向。
[Abstract]:The key research base is an important part of national and local scientific and technological innovation system. It is also an important base for organizing high-level basic research, applying basic research and transforming scientific and technological achievements, condensing and training outstanding scientists, and carrying out high-level academic exchanges.The key research base has become an important embodiment of the scientific research strength of the research universities. The level and quantity of the bases are also the important indicators of the allocation of resources between and within universities.The research universities have various types of management to the key research bases, and the proper choice of the management system will lead to the advantages in the competition, and the improper choice of the management system will inevitably be at a disadvantage in the competition, and even affect the academic status of the base.Starting from the development course of the key research base, this paper compares, analyzes and induces various types of management models and functions of the base, and combines with the first-hand data of the practice of base management reform of Lanzhou University.The author puts forward that through the separation of teaching power and scientific research power, the power of scientific research should be classified as a research base, and an independent research institution of a research university should be set up with the base as the core, which is the basic direction of the reform of the management mode of the base.
